Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong criticized departments and branches for not coordinating well, leading to the project being delayed for too long, especially technical infrastructure units.
On the morning of April 8, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and relevant departments inspected the construction site of a series of bridge and road projects in the city.

At the Long Kieng Bridge Construction Project (Nha Be District): after inspecting and listening to a quick report at the construction site on the construction progress of the items, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong criticized the departments and branches for not coordinating well, leading to the project being delayed for too long, especially the electricity sector.
The Vice Chairman of the Ho Chi Minh City People's Committee requested the investor to urgently concentrate efforts to speed up the progress, and that any construction phase that can be completed must be completed without delay.

Previously, Mr. Luong Minh Phuc, Director of the HCM City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that the reason for the project's delay was due to the delay in handing over the site. The Traffic Board requested Duyen Hai Power Company to relocate the medium and low voltage power systems along the route. At the same time, it notified relevant telecommunications units to synchronously relocate the information wires on the electric poles to hand over the site to the investor.
For the locations of waiting pipes, it is recommended that technical infrastructure units coordinate to place waiting pipes at agreed locations to avoid having to dig the road multiple times. It is recommended that the City Department of Transport, related departments and Nha Be District People's Committee continue to support the Traffic Department to complete related procedures to speed up construction progress.
The bridge is expected to open to traffic on September 2 this year (3 months earlier than the previously committed schedule).
The Long Kieng Bridge project was approved more than 22 years ago. After many times of construction suspension, the project restarted in August 2018 and was suspended again in December 2019 due to lack of land. On September 8, 2022, Nha Be District People's Committee handed over the entire land to the investor and contractors to continue construction. However, the project continued to be stuck because the relocation of the electrical system was also sluggish and has not been completed yet. To date, the construction has only reached about 70% of the project's value.

Currently, the construction unit is pouring concrete for the bridge deck and filling the approach roads at both ends of the bridge. However, the project is still in disarray with no completion date in sight. Nha Be residents have to cross the old, narrow, and severely degraded iron bridge every day, often causing traffic jams. According to the design, Long Kieng Bridge is 318m long, the approach roads at both ends are 661m long, with a total investment of 589 billion VND.
At the Nguyen Van Linh - Nguyen Huu Tho Intersection Tunnel project (District 7) , Vice Chairman of the City People's Committee Bui Xuan Cuong requested departments and branches to urgently coordinate to update the overall project planning to fully implement the whole project, because this is the most complicated intersection due to many projects passing through (metro lines).

Mr. Luong Minh Phuc said that the project was delayed due to the relocation and re-establishment of telecommunication cables; relocation of 220kV high-voltage power cables; and relocation of water supply pipes (D600, D300 and D150).
According to Mr. Phuc, contractors are currently focusing on implementing packages to relocate electricity and water systems in the intersection area to make room for the construction of the girder segments. It is expected that construction of some items of the HC1 Tunnel will begin this May and from August 2023, after completing the relocation of electricity and water systems in the intersection area, the investor will simultaneously accelerate the construction progress of 3 closed tunnel segments of the HC2 underpass and items of the HC1 underpass (constructing both tunnels in parallel to speed up the completion progress).
According to the Traffic Department, if the above items are completed and the site is handed over this year, the project will be completed in the fourth quarter of 2024.

Nguyen Van Linh underpass project builds 2 new underpasses on Nguyen Van Linh street with a total length of about 456m each, ensuring 3 lanes. The closed tunnel section is 98m long, of which the closed tunnel over Metro No. 4 (handling the intersection with Metro No. 4) is 40m long; the open tunnel section on the Tan Thuan Export Processing Zone side is 180m long, on National Highway 1 side is 178m long. Construction of pumping stations and drainage systems for the tunnels, lighting systems, traffic organization and a number of other technical infrastructure works is completed according to the project level. The total investment is more than 830 billion VND. The project started on April 22, 2020. Currently, the construction volume has only reached about 36%.
For the two projects of Phuoc Long Bridge (District 7, Nha Be District) and the project to open National Highway 50 , Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong requested to speed up the construction progress to achieve the plan to disburse public investment capital.
