"Focus on stirring up the spirit of the people for the common good, because there is currently no compensation price, because the consulting unit is building the land price and the district can only approve the specific land price for compensation on April 15. Therefore, the team will first go to households with land for production, after the compensation price is available, it will go to households with houses on the land" - said a member of the propaganda team of Luong Son town.

The above activities are included in the content that the Head of the Steering Committee for the implementation of the sub-project of site clearance under the Project of upgrading and improving National Highway 28B through Binh Thuan and Lam Dong provinces concluded at the meeting on April 4, 2025. That is to launch the peak period of "21 days of propaganda and mobilization for households subject to land acquisition along National Highway 28B to promptly agree to hand over the site", starting from April 8 - 29, 2025. Accordingly, the relevant local Party committees and authorities urgently established a special mobilization team; the head of the Party committee must be the Team Leader responsible for implementing tasks related to propaganda and mobilization for people to agree to hand over the project site...

In addition, tasks are also assigned to relevant departments and offices. Such as the District Department of Agriculture and Environment, which must urgently advise the District People's Committee to approve specific land prices for compensation, support and resettlement in accordance with regulations, no later than April 15, 2025. At the same time, promote the appraisal of contents related to compensation, support and resettlement to ensure progress. At the same time, proactively coordinate with relevant departments and branches of the province to consider and give opinions related to compensation for forest land areas, natural forest trees and trees not on the list in accordance with current legal regulations; appraise contents related to compensation (fruit trees, flowers, colors...) to ensure progress...

Why is it a 21 day peak?

The project to improve and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces has been behind schedule, due to both subjective and objective reasons. For example, in Binh Thuan, there is nearly 20 hectares of forested land; more than 500 households with land and assets that need compensation are spread across 5 communes and towns including Phan Lam, Phan Son, Song Binh, Song Luy and Luong Son with only 12.6 hectares, along with land belonging to 16 organizations with a total area of 51.3 hectares. It is worth noting that not only are there too many households with small areas of compensation, but there are also households from other provinces and cities coming to this border area to receive land transfers, so it takes a lot of time to inventory and consider the legality of the land. The border area in Lam Dong province is no exception.

National Highway 28B is under construction, renovation and upgrading in Duc Trong, Lam Dong.

On April 2, 2025, the Ministry of Construction issued Official Dispatch No. 04 on accelerating the progress of site clearance for the Project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces. According to the dispatch, not only Binh Thuan is still stuck with 31.5/51 km (officially handed over to the project 19.5/51 km, reaching 38%), due to the unapproved compensation plan for land and assets on the land, the decision to convert the purpose of forest use and the plan to fully exploit forest trees, but Lam Dong is also stuck with 8 km/17 km (officially handed over to the project 9/17 km, reaching 53%), due to the unapproved compensation plan for land and assets on the land. In order for the project to be completed on schedule, the Ministry of Construction requires the two provinces to hand over the site to the project in April 2025.

On the same day, in Official Dispatch No. 1349 of the Provincial People's Committee, Bac Binh district was requested to accelerate the progress of handing over the entire National Highway 28B site to the investor for construction before April 30, 2025. At the same time, relevant departments and branches were assigned to complete the documents and procedures for changing the purpose of using forests and forest land (forestry land) according to current regulations to serve as a basis for implementing the following procedures in site clearance for the project.

Previously, the 11th term People's Council of Binh Thuan province approved the adjustment of the policy of changing the purpose of forest use to another purpose with nearly 20 hectares of land in the project in Resolution No. 03/NQ-HDND dated January 10, 2025. After that, the People's Committee of Bac Binh district completed its responsibility to pay the money for reforestation to replace the area of forest use changed for the project to the State Treasury and was confirmed by the Provincial Forest Protection and Development Fund in Notice No. 07/TB-QBPTR dated March 24, 2025. Recently, the functional sector has submitted a document to the Provincial People's Committee for consideration and decision to change the purpose of forest use to another purpose for the above area of nearly 20 hectares of forest. Regarding forest land, at the 33rd session (special session) held on April 2, 2025, the People's Council of Binh Thuan province, term XI, also passed a Resolution to adjust the area of land use conversion and land recovery to implement the above project from 53.6 hectares to 50,638 hectares, a decrease of 2,422 hectares.

According to the leader of the People's Committee of Bac Binh district, after the province issued the Decision on forest conversion, the People's Committee of the district issued a decision on land recovery, inventory and compensation for forest trees, then compiled and sent the documents to the relevant department to advise the Provincial People's Committee on the decision on conversion of purpose and land allocation. Thus, the procedures for forest land and forests on land related to the project are basically completed; striving to hand over the remaining site by April 30, 2025.
