The over 3.3 trillion VND hospital project is short of sand for leveling.

Following Thanh Nien Newspaper's report on the delay in the commencement of the 3.3 trillion VND hospital project in Ca Mau due to procedural obstacles, on October 23, the leaders of the Ca Mau Provincial Construction Project Management Board (Project Management Board) announced that the project is expected to commence in January 2024.

Specifically, the Ca Mau General Hospital project, with a capacity of 1,200 beds and a total investment of over 3,300 billion VND, is expected to be constructed from January 21, 2024 to June 3, 2025.

The Project Management Board leaders also informed that the construction and supervision packages for site leveling, gates, fences, and guard houses have commenced construction since the beginning of October 2023.

The Ca Mau General Hospital project, with a capacity of 1,200 beds, began site leveling in early October.

Explaining the reasons for the delays in the commencement of construction, the project management board leader stated that due to the very large volume of work, the fire safety design documents submitted to the fire safety approval authority in Ca Mau were delayed (nearly 6 months). This delay was due to the design consulting unit not having thoroughly studied and updated the new regulations, and was still confused, leading to many errors in the documents, which the approval authority had to return multiple times, wasting time.

The design documents for the construction phase (main building, psychiatric ward, family accommodation, etc.) still contain errors. The investor and the design consultant are working with the review unit to make corrections based on the review's feedback in order to complete the project and submit it to the relevant authorities for appraisal as soon as possible, with completion expected in November 2023.

"Regarding the national technical standards on fire safety for buildings and structures, the Ca Mau Provincial Construction Project Management Board has received guidance from specialized construction agencies on transitional procedures and implementation instructions for new projects in a very specific and detailed manner, thus shortening the completion time," the leader of the Project Management Board shared.

It is understood that, while awaiting the appraisal results, the Ca Mau Provincial Construction Project Management Board, in coordination with relevant units, is reviewing the list of materials and equipment not included in the announcement to submit for price appraisal, as a basis for determining the design cost estimate and the bid package estimate. Simultaneously, they are preparing for the appraisal of the design cost estimate and the bid package estimate so that after the appraisal results are available, they can immediately issue the appraisal results, approve the construction cost estimate and bid package estimate, and invite bids for construction to shorten the timeframe.

The leaders of the Ca Mau Provincial Construction Project Management Board also highlighted the difficulties: It is estimated that the project will require approximately 274,000 of sand for leveling, but due to the scarcity of sand, leveling is proving difficult, affecting the project's commencement schedule.

The Ca Mau General Hospital construction project, with a capacity of 1,200 beds, was approved by the 9th term of the Ca Mau Provincial People's Council at its 12th session (July 2020) with a total investment of 3,322 billion VND and a construction period from 2020 to 2025. The construction site is located in Ward 6 and Ward 7, Ca Mau City. The Project Management Board for Construction Works was assigned by the Ca Mau Provincial People's Committee as the investor.
