Breakthrough in new rural construction

The New Rural Development Program for the 2021-2025 period has many new points. The criteria for New Rural and Advanced New Rural communes are strict, require very high quality and add many new indicators. Therefore, in the implementation process, there are many difficulties in achieving the set goals. Along with that, the common goal of Binh Phuoc is not to compete for achievements, not to have outstanding criteria, but to complete and meet the criteria and indicators before deciding to recognize. The proof is that in 2023, 7 communes strived to reach the New Rural target, 6 communes reached the Advanced New Rural target, but by the end of 2024, only 6 communes were decided to recognize the New Rural target, 5 communes reached the Advanced New Rural target; the remaining 2 communes, Loc Phu, Loc Ninh district and Tan Hiep, Hon Quan district, have not been recognized due to outstanding criteria.

In addition, the communes striving to reach the NTM standard later will have more difficulties because they are all located in extremely difficult socio-economic areas (Loc Phu commune, Loc Ninh district; Bu Gia Map commune, Dak O and Phu Van, Bu Gia Map district), so investing in building NTM and deciding to achieve NTM standards is a difficult problem. Because, according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister approving the list of communes in regions III, II, I in ethnic minority and mountainous areas for the period 2021-2025, communes in regions III, II, if recognized as meeting NTM standards, will no longer enjoy policies on health care, education and other policies that have affected the interests of the people, as well as making it difficult to motivate and encourage extremely difficult communes to strive to achieve NTM standards.

Dak O is a border commune, with special difficulties, with about 40% of the population being ethnic minorities, and a high poverty rate. Therefore, in order to build a new rural area, with the joint efforts of the entire political system and the people, Dak O has received attention and investment of large resources from all levels, so it has completed the set political tasks. Chairman of Dak O Commune People's Committee Nguyen Minh Hoa said that the total resources from the Central, province, district, commune and people contributed to building a new rural area in 2023 is more than 120 billion VND. From that source of funding, the commune has met, considered and proposed to build strategic works as well as serve the economic, cultural, social, national defense and security life of the locality. By the end of 2024, Dak O will complete all targets and criteria, be recognized as meeting new rural standards and hold a recognition ceremony in early 2025.

For a poor commune with many ethnic minority households like Dak O, in addition to being interested in investing in infrastructure construction, the people's rights to enjoy policies are very large, so they need to be given special priority. Mr. Hoa said: When there is a decision that the commune meets the new rural standards, of course, the policies to support poor communes will no longer exist, such as universal health insurance, especially the regime according to Decree 116 of the Government for poor students, ethnic minority students far from school will be cut. These are the concerns of the local Party Committee, government and people, we hope to continue to care and support so that the children have motivation, reduce economic difficulties, and continue to go to school.

Many outstanding results

With the motto of the State and the people working together, in 2024, the Vietnam Fatherland Front Committees at all levels in the province mobilized people to contribute more than 110 billion VND to join hands in building the new rural areas; donated 93 hectares of land for rural roads, civil works and participated in 10,558 working days. Along with the State's investment capital, localities have invested in building an increasingly spacious, modern, and well-connected rural road system, creating favorable conditions to attract investors to rural areas as well as creating jobs, sustainable poverty reduction, bringing a new look and new vitality to rural areas.

The school system at all levels in rural areas continues to be consolidated and upgraded; the system of cultural institutions, information and communication better meets the needs of cultural enjoyment and access to information, contributing to improving the intellectual level and spiritual life of rural residents, in line with the policy of building new rural areas; the health system is increasingly complete with 100% of communes having health stations. Along with that, the digital infrastructure system is synchronously invested to serve well the construction of e-government, digital government of the commune, meeting the needs of using services, applying shared information technology of the province, helping to improve management capacity, improve the quality and efficiency of activities of commune leaders in the cause of building new rural areas in the locality.

Determining that building a new rural area is a long-term, regular, and continuous process, so achieving the standards is only the initial result, localities in the province are continuing to invest in building higher and more sustainable targets and criteria. At the same time, linking the construction of a new rural area with agricultural restructuring and implementing local socio-economic development plans. "Although we have overcome difficulties and challenges and achieved the new rural area standards in 2023, we will continue to mobilize maximum internal resources, determined to improve the achieved criteria, and gradually bring Dak Nhau to the finish line of advanced new rural areas and model new rural areas in the coming time" - Dak Nhau Commune Party Secretary Le Khac Kien said.

Striving for the district to meet advanced new rural standards

Promoting the achieved results, striving by the end of 2025, Binh Phuoc will have one more commune meeting the NTM standards, Bu Gia Map (Bu Gia Map district), with a total of 84/86 communes recognized as meeting the standards (not applicable to Nghia Binh and Dong Nai communes in Bu Dang district because 100% of the area is in the mineral planning).

Strive to have 9 more communes recognized as meeting advanced NTM standards, including: Tan Loi, Dong Phu district; Loc Thien, Loc Thanh, Loc Ninh district; Tan Loi, Hon Quan district; Long Tan, Phu Rieng district; Duc Hanh, Bu Gia Map district; Tan Tien, Bu Dop district; Doan Ket and Road 10, Bu Dang district.

Strive to bring 7 communes to the model NTM finish line, including: Tan Thanh, Dong Xoai city; Thanh Luong, Binh Long town; Minh Thang, Chon Thanh town; Bom Bo, Bu Dang district; Long Giang, Phuoc Long town; Thuan Phu, Dong Phu district and Phu Rieng, Phu Rieng district.

Dong Phu is waiting for the Prime Minister to recognize the district as meeting the NTM standards, while continuing to maintain and improve the criteria, striving to bring the district to meet the advanced NTM standards by the end of 2025. Along with that, Binh Phuoc submitted a dossier to the Central Government for appraisal and recognition of the completion of NTM construction for Chon Thanh town, and NTM standards for Loc Ninh district and Phu Rieng district.

To complete the set targets, Binh Phuoc's goal is to deploy the new rural construction program associated with the effective implementation of the Project "Restructuring the provincial agricultural sector in the period of 2021-2025, with a vision to 2030", developing the rural economy, the urbanization process in depth, effectively and sustainably. Improving the material and spiritual life of rural people, promoting gender equality. In particular, focusing on solving 3 major issues to create a breakthrough for the program. That is, reducing the gap in the results of new rural construction between localities; promoting the development of linked production according to the value chain; building synchronous and gradually modern rural socio-economic infrastructure, ensuring a bright, green, clean, beautiful, safe rural environment and landscape, rich in traditional cultural identity, adapting to climate change and sustainable development.
