Transport infrastructure has the mission of “leading the way”, creating momentum to promote socio-economic development. Therefore, summarizing and evaluating lessons and experiences in the process of building transport infrastructure – a field that has had a spectacular acceleration in the period of 2021-2025 – not only contributes to extending success, but also suggests solutions to effectively implement strategic infrastructure projects, which have the nature of turning the situation around, transforming the state with a hundred-year vision for the country.

Lesson 2: Belief support from "crossing the gate of heaven"

"Start" for economic take-off
For the past 6 months, Ms. Kim Hao, a receptionist at the resort of the Vietnam Farmers' College, Tuyen Quang branch (My Lam ward, Tuyen Quang city, Tuyen Quang province) has continuously received calls from tourists booking rooms.
The groups of visitors from far away flocking to the resort and the surrounding hotels and motels, although making the owners a bit confused, are like a fresh breeze that dispels the lonely atmosphere that has enveloped this hot spring resort for decades.
Located about 10 km southwest of Tuyen Quang city center, My Lam hot spring area was discovered by French geologists in 1923. The mineral water here is so clear and pure that it can be drunk right from the tap, containing many trace elements that are very good for relaxation, treatment, and health recovery...
This area was very developed in the 90s of the last century, with the highlight being My Lam Mineral Spring Hospital built by the Ministry of Health, which quickly became a famous resort and medical treatment address at home and abroad.
However, this hot spring resort, once considered a “miraculous spring” by Western tourists, only flourished for a few years before sinking into oblivion. The lack of investment in infrastructure, slow renovation, and the long journey of up to 5 hours if traveling along National Highway 2C, and more than 3.5 hours if traveling along the Noi Bai – Lao Cai – National Highway 37 route, have caused many tourists to put off their plans to visit My Lam.
In fact, tourists have returned to My Lam as a one-night stop on rustic backpacking tours with the Thac Ba Lake - My Lam - Tuyen Quang route after the 40 km Tuyen Quang - Phu Tho expressway was inaugurated and put into operation from the end of December 2023.
Although it has only 4 limited lanes, Tuyen Quang – Phu Tho expressway connects with Noi Bai – Lao Cai expressway through IC9 interchange to become a 141 km long expressway, connecting Hanoi capital with Tuyen Quang city, shortening the journey to only 2 hours by car.
This is an important push for many domestic and international investors to be interested in investing in Tuyen Quang. In particular, Vingroup Corporation is speeding up the completion of the high-class resort associated with the mineral spring in My Lam to be able to welcome guests from the beginning of 2025. These luxury tourist destinations will help My Lam "retain" tourists longer, earn more money, instead of just being a one-night stay as it is now.
Mr. Le Quoc Thu, Deputy Head of the Tuyen Quang Tourist Area Management Board, said that in addition to Vingroup, a number of Japanese investors are also promoting investment in building high-class onsen areas in My Lam.
To roll out the red carpet to attract investors, the People's Committee of Tuyen Quang province has proposed that the Government allow a loan of VND996 billion in ODA capital from Korea to invest in a road connecting the Phu Tho - Tuyen Quang - Ha Giang expressway with My Lam, about 8 km long, including 4 lanes, up to 40 m wide.
In addition to the hot mineral springs, My Lam has great potential for tourism development as it is only 12 km from Thac Ba Lake Tourist Area, 30 km from Tan Trao Special National Monument, and 50 km from Hung Temple. Now, with the advantage of being only about 2 hours drive from Hanoi, My Lam is being invested in by Tuyen Quang province to become a high-class resort tourism center of the entire Viet Bac region.
Not only My Lam Resort, but many key economic projects of Tuyen Quang are also being vigorously implemented by the locality to make the most of the driving force from the Tuyen Quang - Phu Tho expressway which has just been put into operation.
“The expressway is truly an important ‘kick-start’ for mountainous localities with great economic and tourism potential like Tuyen Quang to take off,” emphasized the leader of the Tuyen Quang Tourism Management Board.
Lightning fast sprints
The Tuyen Quang - Phu Tho Expressway Construction Investment Project with a total investment of 3,712 billion VND, invested by the People's Committee of Tuyen Quang province, was completed in just 34 months (from February 2021 to December 2023), surprising even experts with extensive management experience in the field of transport infrastructure.
Tuyen Quang is also the first mountainous locality that the Government has entrusted to manage the investment of an expressway using state budget capital - a type of high-tech project that was previously "by default" assigned to the project management boards of the Ministry of Transport.
According to Dr. Tran Chung, Chairman of the Vietnam Road Traffic Construction Investors Association, in the context that Tuyen Quang does not have much experience; most of the construction time falls during the period of social distancing nationwide due to the Covid-19 pandemic; having to "run and queue at the same time" to overcome difficulties in price storms, scarcity of materials, etc., the final step in the progress of the Tuyen Quang - Phu Tho Expressway Construction Investment Project is truly a "jumping over the gate" for both the contractor and the project management unit in this locality.
On the inauguration day of the Tuyen Quang – Phu Tho expressway, three other transport infrastructure projects were also put into operation: Dien Bien Airport (expansion), My Thuan – Can Tho expressway and My Thuan 2 bridge.
These projects all have in common the very fast construction progress (Dien Bien Airport Expansion Project was completed within 14 months), or a big step forward in mastering the most complex construction technology in building bridges over rivers (My Thuan 2 Bridge Project). These are factors that demonstrate the aspiration and will to be self-reliant and self-reliant of Vietnamese contractors.
Not only the 4 projects mentioned above, in the past 4 years, the transport sector has witnessed many "overcoming the gate" with continuous progress records being set at many key infrastructure projects across the country.
Deo Ca Group participated in the "rescue" and completed the Bac Giang - Lang Son Expressway BOT Project within 25 months. The Nha Trang - Cam Lam PPP component project (under the North - South Eastern Expressway Construction Project in the 2017 - 2020 period) with a length of 49.1 km was completed by Son Hai Group within 24 months, more than 3 months ahead of schedule, and committed to a 10-year warranty for the project...
"Shortening the construction time is a source of pride for Son Hai, but at the same time it brings benefits to the people, even though the investor has to pay more costs," said Mr. Nguyen Viet Hai, Chairman of Son Hai Group. Mr. Hai emphasized that although Son Hai is a young private enterprise in Vietnam, it has promised to do it, and if it does it must be done well, ensuring progress.
At the Long Thanh International Airport Construction Investment Project Phase I, after a difficult start, Vietnam Airports Corporation (ACV) has regained strong momentum in Package 5.10 - construction and installation of passenger terminal equipment worth more than 35,000 billion VND.
It is expected that ACV will complete Package 5.10 - the "heart" of Long Thanh airport - before August 31, 2026, 1-2 months ahead of schedule.
The completion of a project of such a “super large” scale and technological complexity as the international airport passenger terminal within 34 months will certainly set a new record in the field of aviation infrastructure.
“These are the projects that help to erase the long-standing public prejudice that traffic projects always have increased costs and delayed progress. Construction on schedule, aiming to exceed contract progress, has become the main trend in the field of traffic infrastructure today,” said Dr. Tran Chung.
A very positive news is that thanks to the right and accurate investment in key infrastructure projects with high connectivity and spillover, the market share of domestic freight circulation of transport modes has been significantly improved in recent times, in line with the advantages of each mode of transport, thereby reducing logistics costs. Of which, road accounts for 29.1%, maritime 43.3% (including coastal transport), inland waterways account for 26.7%, and railways account for 0.9%.
According to Mr. Nguyen Danh Huy, Deputy Minister of Transport, implementing the Resolution of the 13th National Party Congress, right from the beginning of the term, the Government has resolutely directed all levels, sectors and localities to synchronously deploy solutions to promote investment in transport infrastructure projects to achieve important and outstanding results.
By the end of November 2024, the country's expressway network had a total length of 2,021 km (in the 3 years of 2021 - 2024 alone, the Ministry of Transport and localities nationwide completed and put into operation 858 km of expressways, equal to nearly 75% of the length of expressways in the previous period), contributing to increasing transport capacity on important economic corridors. On average, in the past 3 years, each year, the country put into operation nearly 300 km of expressways, equal to the previous 10 years combined.
The construction progress surpassing many limits at many traffic projects has helped the Ministry of Transport and localities gain confidence when entering the peak period of the 500-day and night competition to complete 3,000 km of expressway by the end of 2025, as well as accumulate experience to implement large and difficult tasks such as the North-South High-Speed Railway Project in the future.
“If the 3,000 km of expressway is completed by the end of 2025 or early 2026, this will be an important milestone in the Political Report of the 14th National Party Congress – a congress expected to open a new era – the era of national growth”, Dr. Tran Chung affirmed.
