Therefore, summarizing and evaluating lessons and experiences in the process of building transport infrastructure - a field that has had a spectacular acceleration in the 2021-2025 period - not only contributes to extending success, but also suggests solutions to effectively implement strategic infrastructure projects, which have the nature of turning the situation around, transforming the state with a hundred-year vision for the country.

I believe that the positive effects of the Project on the country's socio-economy will spread right now, not waiting until the high-speed railway line is put into full operation in 2035," Mr. An assessed. Minister Nguyen Van Thang is the person who directly directs the phase of accelerating research and completing the Project; on behalf of the Government, authorized by the Prime Minister, signs the Submission to the National Assembly for consideration and approval of the investment policy of the North-South High-Speed Railway Project. Minister Tran Hong Minh - the third military general to assume the position of commander of the Transport sector - is the person who will continue the important tasks, including organizing the preparation of the Feasibility Study Report for this "once in a century" infrastructure project. "With 92.48% of the votes in favor, the North-South High-Speed Railway Project is a project of the Party's will and the people's heart; at the same time, it demonstrates the unified will and determination to realize the goal of breakthrough in infrastructure, including transport infrastructure, set by the 13th Party Congress", said Minister of Transport Tran Hong Minh. The new Minister of Transport affirmed that the North-South High-Speed Railway Project is not only a transport project, but also a symbolic and dynamic project, creating momentum for the economy, contributing to bringing the country into a new era - the era of national development, as General Secretary To Lam stated. If implemented according to the goals set by the National Assembly, this unique project in the history of the transport sector will also create a huge "butterfly effect" when contributing to the development of the construction and building materials industry; developing tourism, services, and urban areas; reducing environmental pollution; reducing traffic accidents; increasing economic competitiveness; creating millions of jobs. During the construction period, it is estimated that the Project will contribute to increasing the average GDP of the whole country by about 0.97 percentage points per year. This is a spillover index that no other transport infrastructure project in our country has achieved.

Positioning big and difficult tasks Previously, at the National Conference on Dissemination and Implementation of the Resolution of the 10th Central Conference, Session XIII, held on October 20, 2024, Prime Minister Pham Minh Chinh affirmed that the policy of investing in the North-South high-speed railway is an objective requirement, a strategic choice to develop the country's infrastructure. The Prime Minister stated that in 2010, the country's economy was still facing many difficulties, with GDP per capita just over 1,000 USD, GDP over 100 billion USD, so the investment in the North-South high-speed railway had to be temporarily put on hold. Up to now, Vietnam's GDP has increased 3-4 times and there is room to invest in the entire North-South high-speed railway line in accordance with the people's expectations. “The current position and strength of the country allow us to implement the North-South High-Speed Railway Project with the spirit of self-reliance and self-improvement according to the motto of shortened procedures and shortened construction,” the Prime Minister emphasized. Also at the 8th Session of the 15th National Assembly, the Ninh Thuan Nuclear Power Project was officially submitted by the Government to the National Assembly for continued investment with the goal of contributing to firmly ensuring national energy security and sustainable development, meeting the goal of net emissions of “0” by 2050. When completed, this strategic energy infrastructure project will be one of the stable sources of electricity supply for the North-South high-speed railway and dozens of other urban railways in the future. Particularly for the transport sector, if we include the upgrading of the Thong Nhat railway; the construction of the Ho Chi Minh City - Can Tho railway, railways connecting with China and Cambodia; Investing in 580 km of new urban railways in Hanoi, Ho Chi Minh City..., with a total investment of nearly 150 billion USD, certainly, the period of 2025 - 2035 will become the "decade" of railways, continuing the boom in expressway development that started from 2020 to present. To continue the mission of "leading the way", entering a new era with the whole country - the era of national development, in addition to railways, in the period of 2026 - 2030, the transport sector must still prioritize resources to invest in completing the North - South expressway, important East - West expressway axes towards the goal of completing 5,000 km of expressway by 2030; multimodal connecting traffic routes according to planning; inland waterways with large transport demand. In addition to the above-mentioned infrastructure projects, there are two major projects that deserve to be included in the Resolution of the 14th National Party Congress and the Socio-Economic Development Plan for the period 2026 - 2030. These are the Can Gio International Gateway Port Project and the consideration of accelerating the construction of Long Thanh International Airport to soon reach a capacity of 100 million passengers/year. When assessing the adjustment of the investment policy of the Long Thanh International Airport Project with the highlight of investing in an additional runway in phase I in October 2024, Minister of Planning and Investment Nguyen Chi Dung expressed his regret that we did not immediately set the goal of building this airport into a transit airport. “Becoming an international transit airport is the only way for Long Thanh International Airport to compete with major airports in the region. Instead of waiting for demand to appear before investing, we must rethink with a long-term vision, proactively creating demand like the United Arab Emirates did with Dubai airport, or Thailand with Suvarnabhumi airport," said Minister Nguyen Chi Dung. Meanwhile, the Can Gio International Gateway Port Project, if implemented soon, will put Ho Chi Minh City in the "frontage" position of the most important maritime routes in the Asia-Pacific region, while also positioning the important position of Vietnamese maritime in the global supply chain. According to Mr. Tran Chung, Chairman of the Association of Road Construction Investors, the National Assembly's approval of the investment policy for the high-speed railway on the North-South axis, or the Government urgently considering and approving the investment policy for the Can Gio International Gateway Port - the "big, difficult tasks" of the next term - are just the beginning of a long journey with many challenges ahead. With the huge scale of work, Vietnam has no experience, so these are big and difficult tasks, requiring the implementation process to have a high level of consensus in the political system, social consensus, as well as a new way of doing things, surpassing conventional precedents. “The world is developing high-speed railways very quickly. China currently has 47,000 km of high-speed railways, each year they develop up to 3,000 km. If we continue to do things the same way, it will take about 50 years to complete and put into operation the North-South High-Speed Railway Project. Therefore, there must be a new way of doing things, innovating the way of governance, management, resource mobilization, especially consulting, fighting negativity, corruption, and waste,” Prime Minister Pham Minh Chinh emphasized.
