On the morning of June 1st, Thanh Hoa City and Dong Son District simultaneously held consultations with voters regarding the merger of Dong Son District into Thanh Hoa City and the establishment of wards within Thanh Hoa City. With close guidance from Party committees and authorities at all levels, and strong public support, the voter consultations in these localities were conducted in accordance with the law, ensuring thoroughness, transparency, and democracy.

Voters in Nam Cao Street, Tan Son Ward (Thanh Hoa City) voted in favor of the plan to merge Dong Son District into Thanh Hoa City and establish wards within Thanh Hoa City.
At exactly 7:00 AM, the opening ceremony of the voter consultation meeting on the proposal to merge Dong Son district into Thanh Hoa City and establish wards within Thanh Hoa City was conducted solemnly, seriously, and in accordance with regulations in Ham Ha neighborhood, Rung Thong town (Dong Son). At the same time, the Nam Cao residential group in Tan Son ward (Thanh Hoa City) also opened its meeting. Comrades Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council; and Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, attended and had a cordial conversation with the voters.

Tan Son Ward (Thanh Hoa City) has 10 residential groups, of which Nam Cao Street was chosen to hold a centralized voter consultation meeting at the community center. In the remaining 9 residential groups, members of the voter consultation team visited each household to gather opinions in a democratic, transparent, and objective manner.
"To ensure that the voter consultation process is conducted in accordance with the law, the Nam Cao street team has carried out thorough and meticulous preparations, ensuring that the highest possible percentage of voters are consulted," said Mr. Nguyen Duc Thanh, Party Secretary and Head of the Nam Cao Street Voter Consultation Team.

Following the opening ceremony and discussions, more than 200 voters from Nam Cao Street, representing 858 voters in the entire street, cast their votes in favor of the plan to merge Dong Son District into Thanh Hoa City and to merge Tan Son Ward into Phu Son Ward.
Despite her mobility difficulties, early in the morning, Mrs. Pham Thi Binh (88 years old) still asked her children to take her to the Nam Cao Street Cultural Center to exercise her rights and fulfill her civic duties.
Mr. Binh shared: “I have participated in many voting sessions, but I still want to cast my own responsible vote. I have great confidence and hope that the merger of administrative units will open up new opportunities for Thanh Hoa City to make a strong breakthrough and soon become one of the top 5 provincial-level cities in the country, as set out in the goal.”

Dong Tien village, Hoang Dai commune (Thanh Hoa City) held a meeting to gather voter opinions on the merger of Dong Son district into Thanh Hoa City and the establishment of Hoang Dai ward.
In Hoang Dai commune, a suburban area of Thanh Hoa city, from early morning, people set aside their family chores and gathered at the Dong Tien village cultural center to exercise their sacred civic right, entrusting their aspirations and beliefs to each ballot. The village's public address system continuously announced the purpose and significance of the administrative unit merger, filling everyone with excitement.
Excited about being upgraded from a commune to a ward, Mr. Nguyen Ton Mai (Dong Tien village) said: “I am very happy that Hoang Dai commune now has a new name, Hoang Dai ward. For us people, the transition from a commune to a ward, from a village to a residential area, is not simply a change of name, but more than that, it represents our belief and expectation of change in a rural agricultural area that has existed for generations. We pledge to work together with the local Party committee and government to build Hoang Dai commune into an increasingly prosperous and modern place.”

Representatives and voters from Phu Tho 1 residential area, Phu Son ward (Thanh Hoa City) attended a meeting to gather voter opinions on merging Dong Son district into Thanh Hoa City and merging Tan Son ward into Phu Son ward.
At the same time, 311 streets and villages in Thanh Hoa City simultaneously organized voter consultations on merging Dong Son District into Thanh Hoa City and establishing wards within Thanh Hoa City. Specifically, Tan Son and Phu Son wards included a section on merging Tan Son ward into Phu Son ward; Hoang Quang and Hoang Dai communes included sections on establishing Hoang Quang and Hoang Dai wards respectively.
Regarding the method of collecting voter opinions, in 5 wards/communes (Tan Son, Phu Son, Hoang Quang, Hoang Dai, and Dong Hai), each ward/commune selected one street/village to hold the opening ceremony of the voter opinion collection meeting at the street/village cultural center. After the opening ceremony, voting was conducted both at the meeting and at households. For the remaining 29 wards/communes, voter opinions were collected at households.
Wards with large populations and apartment complexes such as Dong Ve, Dong Tho, Dong Huong, Dong Hai, Phu Son, and Quang Thanh may extend the period for collecting voter opinions from June 1st to June 4th. Wards and communes with smaller populations will conduct the process over two days, June 1st and 2nd.

Following the provincial directives, Thanh Hoa City and its wards and communes completed the preparatory steps for collecting voter opinions on schedule, ensuring strict adherence to legal regulations. All 34 wards and communes established voter opinion collection teams. The team leader is the Party branch secretary, and the secretary and members are representatives from local associations, youth unions, and influential individuals in the residential area.
To avoid errors, wards and communes have provided training and guidance to members of the voter opinion gathering teams on how to distribute, fill out, collect, count, and summarize the results of the voter opinion gathering. Simultaneously, they have printed and posted materials for voter opinion gathering at the ward People's Committee office and distributed them to neighborhood groups for posting at the voter opinion gathering locations.
Propaganda efforts were intensified to ensure voters clearly understood the viewpoints, objectives, roles, and significance of merging Dong Son district into Thanh Hoa city and establishing wards within Thanh Hoa city; the names and meanings of the new administrative units after the merger; the location of the new administrative unit's offices; and the rights and obligations of voters in participating in the process of providing feedback... aiming to create consensus and strong determination throughout the political system and among all segments of the population.

Along the bustling streets filled with laughter, flags, and flowers, people's hearts were filled with renewed hope as a large number of voters from Hiep Khoi village, Dong Tien commune (Dong Son district) gathered at the village cultural center to exercise their civic rights. It is clear that this voter consultation process serves as an opportunity to strengthen and build the people's trust in the Party committees and government at all levels.
Ms. Tran Thi Tuyet, Party Secretary and Head of the Voter Opinion Gathering Team in Hiep Khoi village, said: “Before the voter opinion gathering meeting, we carried out preparations seriously and systematically. From holding expanded meetings to implement the plan, to intensifying propaganda, preparing voter lists, posting documents, scheduling the time and location for voter opinion gathering, counting votes, compiling results, and creating minutes... With high determination, we successfully completed the task with 759 voters on the list participating in the opinion gathering (100%), of which 97.8% of voters approved the policy of merging Dong Son district into Thanh Hoa City and establishing wards within Thanh Hoa City.”
This was the first time voter Pham Thi Nhat Linh (18 years old) from Hiep Khoi village held a ballot in her hand. She said: “Before coming to the polling station, I had studied the proposal to merge Dong Son district into Thanh Hoa city, but I still wanted to come early to experience the lively and bustling atmosphere, and listen to more opinions from older voters to get a more realistic view of the proposal and the future development of my locality.”

Along with other communes and towns in the district, 3,732 voters in Dong Nam commune (Dong Son district) personally filled out ballots to implement the major policies of the Central Government and the province. Ms. Le Thi Gai from Phu Yen village said: “In addition to centralized opinion gathering, distributing ballots to each household is a very effective and appropriate method. This method helps elderly people, people with disabilities, and those who are sick or unable to travel to still exercise their rights and responsibilities as citizens.”
While there is some regret at the removal of the name Dong Son district, Ms. Gai still believes that the place name Dong Son and the Dong Son culture will not be lost, but will be maintained, preserved, and their value promoted after the merger.

Based on the actual situation, Dong Son district chose two methods for collecting voter opinions: at village/neighborhood cultural centers and by distributing opinion survey forms to individual households. Rung Thong town and Dong Thinh commune were the two localities collecting voter opinions on two issues: merging Dong Son district into Thanh Hoa city and establishing Rung Thong and Dong Thinh wards. The remaining 12 communes collected voter opinions on the merger of Dong Son district into Thanh Hoa city.
To ensure the successful implementation of the voter consultation process, the Standing Committee of the Dong Son District Party Committee assigned its members to oversee specific clusters and its members to oversee specific communes, directing grassroots Party committees to organize voter consultations according to the plan. The Party Committees of communes and towns established steering committees and assigned tasks to their members and Party committee members in charge of villages and neighborhoods to oversee the voter consultation process. The People's Committees of communes and towns issued specific plans for implementation, and simultaneously organized voter consultations, received and processed petitions and suggestions from voters (if any) according to regulations. The Fatherland Front and other political and social organizations intensified propaganda and mobilization efforts to encourage members and all segments of the population to actively participate, creating high levels of consensus and unity in awareness and action.

The incorporation of Dong Son district into Thanh Hoa City and the establishment of wards within Thanh Hoa City is a major policy of the Central Government and the province aimed at concretizing the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045, and the Thanh Hoa City Master Plan to 2040, which have been approved by the Prime Minister. This creates a space for a Type I urban area with sufficient capacity for future development and establishes an open driving force for the city's growth. Not only will it become a smart, civilized, modern city with its own identity, but in the future, the new Thanh Hoa City will also play a central role in finance, commerce, tourism, science and technology, high-tech industry, healthcare, culture, sports, and education and training for the North Central and South Northern regions. This will contribute to placing Thanh Hoa province among the leading provinces nationwide – a new growth pole, along with Hanoi, Hai Phong, and Quang Ninh, forming a quadrilateral of development in the North of the country.
