Mr. Vo Tan Duc, acting Chairman of Dong Nai Provincial People's Committee, has just signed a document to send to the Prime Minister to report on the handling of difficulties and obstacles in land procedures for exploiting materials to supply for the construction of key traffic projects in the area.
Dong Nai proposes to use land in three locations outside the planning to build the Bien Hoa - Vung Tau expressway.
According to the document, the total demand for fill soil to serve the two projects of Bien Hoa - Vung Tau expressway and Ring Road 3 - Ho Chi Minh City section passing through Dong Nai province is more than 5.8 million m3.
Over the past several months, the investor and contractors of the Bien Hoa - Vung Tau Expressway have surveyed and proposed 3 additional locations to the material survey file.
Including Phuoc Binh commune, Long Thanh district with an area of over 16 hectares; Phuoc Tan ward, Bien Hoa city with an area of 9.3 hectares and Tam Phuoc ward, Bien Hoa city with an area of 6 hectares.
All three locations have been granted land use right certificates for households and individuals.
These locations are also not mining sites, are not included in the mineral planning and have not been approved by competent authorities in the construction materials survey dossier serving the project.
Therefore, Dong Nai Provincial People's Committee has raised issues regarding planning and management related to the above locations.
Since then, Dong Nai has also proposed that the Prime Minister approve the province to exploit and use fill soil as filling material not included in the planning in the three above-mentioned areas.
The purpose is to supply Bien Hoa - Vung Tau expressway and coordinate for Ho Chi Minh City Ring Road 3.
According to contractors, difficulties with earthworks also affect the progress of component projects of the Bien Hoa - Vung Tau expressway.
To exploit, contractors will negotiate with the people about the volume of materials for the highway. At the same time, they are responsible for paying all taxes and fees to the state according to regulations.
After exploitation, people can continue to use the land according to the granted land use right certificate.
Dong Nai Provincial People's Committee will also strictly control the process of leveling and lowering the ground level and recovering materials until the project is completed.
Previously, at the working session with the delegation of the Ministry of Transport, Mr. Nguyen Ngoc Ha, Director of Project Management Board Component 2 of Bien Hoa - Vung Tau Expressway, also pointed out the difficulties in project embankment.
In the immediate future, the Project Management Board requests Dong Nai to approve the use of the cover layer of commercial quarries to serve urgent construction needs.
Recommend that the Ministry of Transport soon give opinions to remove obstacles in procedures for exploiting materials according to special mechanisms for mines, and complete related procedures so that contractors can soon have land to use for the project.
Lizen contractor constructs section passing through reform school.
A representative of Lizen Joint Stock Company, the contractor of construction package No. 21 (construction of section Km 6+200 - Km 16+000 through Long Thanh district) said that the contractor deployed 5 construction teams.
Workers focused on building the main line, the collector road, the cross drainage, the underpass, and the piles. The difficulty for the unit was the land clearance and lack of filling materials, so they had to wait while constructing.
Therefore, this unit also hopes that local authorities and functional units will have solutions to remove landfill materials to serve construction.
Bien Hoa - Vung Tau Expressway is divided into 3 component projects. Of which, the section passing through Dong Nai province is more than 30km long, including component project 1 and component project 2.
In which, component project 1, because the handed over site is not yet seamless, the contractors mainly do precast structures, build roadbeds, and build overpasses. The total cumulative construction and installation only reaches about 5%.
For component project 2, contractors have deployed 34 construction teams with 375 personnel and 85 pieces of equipment. The output to date has reached more than 12% of the contract value.
Here, the contractor is implementing the construction of roads, bridges, and underpasses. Construction work is actively taking place in areas where the land is available.
The remaining locations still have to be constructed while waiting for the land to be cleared. Dong Nai Provincial People's Committee has committed to handing over the entire site in July.
Component project 3 through Ba Ria Vung Tau province is progressing better and is expected to be completed ahead of schedule.
