Dong Nai: Continue to hand over land for Bien Hoa Expressway

Dong Nai has successively handed over land for the Bien Hoa - Vung Tau expressway, of which the land for component project 2 has reached over 91%.


On the afternoon of November 26, Dong Nai province leaders had a working session with relevant units to listen to progress reports on site clearance for the Bien Hoa - Vung Tau expressway.

Construction of Bien Hoa - Vung Tau expressway through Long Thanh district is progressing well.

Regarding the section through Bien Hoa city, the Management Board of the project for compensation, site clearance and resettlement support of Dong Nai province said that it has handed over nearly 32 hectares of land to the investor, equivalent to nearly 54% of the total area to be handed over. The remaining area is due to the remaining assets on the land that people have not relocated, so the investor has not yet accepted the handover.

For other volumes, the unit continues to establish and post compensation plans to continue compensation in the coming time.

For the section through Long Thanh district, at component project 1, more than 62 hectares of land have been handed over to the investor, reaching nearly 80% and nearly 138 hectares of land at component project 2, reaching 91% of the total land area to be handed over.

Mr. Nguyen Ngoc Ha, Director of Project Management Board Component 2 of Bien Hoa - Vung Tau Expressway (Board 85) requested the Dong Nai Provincial People's Committee to continue directing the Long Thanh District People's Committee and related units to strengthen coordination, speed up site clearance and relocation of technical infrastructure works. Prioritize site clearance for construction sites of the overpass at Km 25+780.

Regarding the embankment, the provincial leaders are requested to direct relevant agencies to support the acceleration of the next procedures. Including agreeing on the transportation plan, using local roads, land use rights, environment, environmental restoration deposit... so that the construction unit can start exploitation soon.

Consider allowing the use of fill soil in projects to lower the ground level, improve agricultural land to improve crop efficiency to serve the construction of Phan Thiet - Dau Giay expressway to serve the construction of this expressway.

Mr. Vo Van Phi, Vice Chairman of Dong Nai Provincial People's Committee, acknowledged the efforts of relevant units to speed up the progress of compensation and site clearance for the project. Up to now, the approval of compensation and support plans has reached 94 - 98% but the site handover on the ground is still low.

The main reason is that the recommendations on temporary residence policies, social housing purchase solutions, and application of policy frameworks have not been completely resolved. Dong Nai provincial leaders requested the Provincial People's Committee Office to coordinate with localities and related units to synthesize the recommendations to submit to the Provincial Party Committee for consensus on handling the above contents to speed up the project progress.

The entire Bien Hoa - Vung Tau expressway is nearly 54km long, passing through Dong Nai and Ba Ria - Vung Tau provinces, with a scale of 4-6 lanes, with a total investment of 17,800 billion VND.

Of which, Ba Ria - Vung Tau is the investor of component project 3, nearly 20km long; the Ministry of Transport is the investor of component project 2, 18.2km long through Long Thanh, Dong Nai; Dong Nai province is the investor of component project 1, 16km long through Bien Hoa city and Long Thanh (Dong Nai).

Currently, the progress of component 1 and component 2 projects is slower than planned due to land clearance and land leveling problems. As for component 3 project, due to having sufficient land, soil, rock, sand, etc., it is more favorable, the output is very good, and it is expected to be open to traffic on April 30, 2025.
