Listening to the thoughts of ethnic minority women
In recent years, with the attention of authorities at all levels and mass organizations, the role of ethnic minority women in Dong Nai province has been gradually affirmed. Many ethnic minority women have overcome gender prejudices, effectively utilized policy capital to develop family economy, contributing to local socio-economic development.
Previously, the family of Ms. Sou A Tah, born in 1976, Cham ethnic group, was one of the poor households in Hamlet 4, Xuan Hung Commune (Xuan Loc District). With the desire to escape poverty and access preferential loans from the district's Social Policy Bank, she boldly switched from growing ineffective cajuput and rice to growing red-fleshed dragon fruit.
With the guidance of agricultural extension officers and active learning, Ms. Sou A Tah's dragon fruit garden has achieved high economic efficiency. From the initial 1 hectare of dragon fruit growing area, Ms. Sou A Tah's family has now expanded to 5 hectares.
In 2024, the Women's Union at all levels of Dong Nai province received the trust from the Provincial Social Policy Bank to provide preferential loans to 50,979 members from poor households and policy beneficiaries, with a total budget of VND 2,556,656 million. The loans were disbursed promptly, creating conditions to help poor households and other policy beneficiaries gradually develop their family economy and stabilize their lives.
Not stopping there, with the aim of supporting the Cham community in Xuan Hung to develop the economy, Ms. Sou A Ta established the Cham Village Dragon Fruit Trade and Service Cooperative with 18 members.
On average, each year the cooperative harvests from 20 to 40 tons/ha of dragon fruit; after deducting expenses, the profit is from 500 to 700 million VND/ha. Accordingly, the people's lives are increasingly improved.
Like Ms. Sou A Tah, in Dong Nai province, there are more and more ethnic minority women who are good at business, thereby affirming their role and position in the family and society. These are typical examples that contribute to spreading the start-up and business start-up movement among ethnic minority women in the province.
According to Ms. Le Thi Thai, Chairwoman of the Dong Nai Provincial Women's Union, in order to continue to replicate typical examples like Ms. Sou A Tah, in recent times, the Union at all levels has regularly organized activities to grasp the thoughts and aspirations of ethnic minority members in order to provide appropriate support solutions.
In particular, from 2023 to present, implementing Project 8 of the National Target Program 1719, the Provincial Women's Union has coordinated with the Ethnic Minorities Committee to organize dialogue conferences with members in ethnic minority and mountainous areas of the province to listen to their thoughts. These are meaningful forums for ethnic minority women in the province to speak up.
In 2024, the dialogue conference with members and women in ethnic minority areas will be held in Tan Phu district (August 29), in 2023 it will be held in Dinh Quan district (September 28) - localities with many ethnic minority women members in the province.
At this conference, members and women from ethnic minority areas expressed many opinions, with content directly related to the lives of women members. Among them, there were issues of borrowing capital for economic development; vocational training, job introduction, application of information technology in increasing income;...
Ethnic minority women in the province also proposed that all levels and sectors should have solutions to limit the number of third children among ethnic minorities; support policies for regular pregnancy check-ups and giving birth at medical facilities for ethnic minority women; propose that all levels and sectors pay attention to equipping playgrounds and opening free swimming classes for local children; and implement solutions to limit ethnic minority children from dropping out of school...
Priority for ethnic minority women
According to Mr. Nguyen Van Khang, Head of the Ethnic Minorities Committee of Dong Nai province, through the opinions and recommendations recorded at the dialogue conferences, it shows that ethnic minority women in the province are increasingly interested in ethnic affairs and ethnic policies; interested in social issues, especially gender equality, education, health care, and vocational training. This is a positive signal and shows that the role of women is increasingly enhanced.
It is known that, implementing the National Target Program 1719, Project 8 is one of the component projects that Dong Nai province organized to implement the earliest. Because most of the funding for implementing the National Target Program 1719 in the area is from the local budget, after balancing the capital source, on May 12, 2023, the Provincial People's Committee issued Plan No. 121/KH-UBND on implementing the National Target Program in the province for the period 2023 - 2025.
In Plan No. 121/KH-UBND dated May 12, 2023, Dong Nai Provincial People's Committee set a target for the period 2023 - 2025, the rate of poor and near-poor households among ethnic minorities will decrease by more than 3% each year; over 98% of pregnant women will receive regular prenatal check-ups, give birth at medical facilities or with the assistance of medical staff; reduce the rate of underweight malnourished children to below 15%;...
According to this plan, the total capital to implement 09 component projects in the province is 935,802 billion VND; of which the central budget is 63,753 billion VND, the provincial budget is 450,335 billion VND and the district budget is 90,671 billion VND.
Information at the 4th Congress of Ethnic Minorities in Dong Nai Province in 2024 (held on November 22) showed that the province is currently reviewing the need to implement the National Target Program 1719 in 2023 for the content of Project 1: Construction and repair of scattered houses and domestic water.
At the same time, implementing Plan No. 121/KH-UBND, the Provincial People's Committee assigned the Ethnic Committee to coordinate with departments, branches and localities to review and register capital from public investment sources and career sources for implementation in the period of 2023 - 2025.
With Project 8 under the National Target Program 1719 being implemented early in 2023, after the Provincial People's Committee issued Plan No. 121/KH-UBND dated May 12, 2023, it shows that Dong Nai province pays special attention to and prioritizes solving urgent issues for ethnic minority women.
After nearly 2 years of implementing Project 8 under the National Target Program 1719, in addition to organizing 02 dialogue conferences with ethnic minority women members in Dinh Quan and Tan Phu, the Provincial Women's Union chaired and coordinated with units and localities to organize training conferences to improve gender equality knowledge in 14 communes in the districts of Dinh Quan, Tan Phu, Cam My, Trang Bom, Xuan Loc, Thong Nhat and Long Khanh City, with the participation of 1,400 members.
In 2024, the Provincial Women's Union also coordinated with relevant units and localities to organize propaganda and legal consultation conferences with mock trials in Cam My and Xuan Loc districts, with the participation of about 600 ethnic minority women members; established a "Community Communication Team" and organized communication activities "Eliminating bad customs in ethnic minority areas" in Phu Binh commune (Tan Phu district) and Xuan Phu commune (Xuan Loc district);...
According to the Chairwoman of the Dong Nai Provincial Women's Union, Ms. Le Thi Thai, the activities under Project 8 of the National Target Program 1719 implemented in the province have promptly resolved urgent issues of women and children in ethnic minority areas; contributing to ensuring the voice and participation of ethnic minority women and children in local socio-economic development activities.
