This is one of the most concerning issues for civil servants of Binh Phuoc province when they return to Dong Nai to work in the near future.
Sufficient headquarters for agencies after merger
Reporting at the meeting, Deputy Director of the Department of Finance Ngo Duc Thang said that, implementing the direction of the Provincial People's Committee, the department has reviewed the headquarters land managed and used by departments, branches, sectors, and unions.
Through review, there are 467 headquarters of provincial agencies and public service establishments under provincial agencies that are being managed and used and proposed to be retained for continued use in the coming time. There are 13 headquarters of the Provincial People's Committee assigned to the Department of Agriculture and Environment to recover, up to now 4 headquarters have been processed, the remaining 9 headquarters have not been recovered.
Regarding the management and use of headquarters when implementing the arrangement and streamlining of the apparatus of specialized agencies, provincial and district-level agencies and units, the Department of Finance has provided guidance to agencies, organizations and units on handling public assets when merging, and at the same time requested units to review standards and norms, and report on surplus assets after the arrangement.

Through reviewing the surplus headquarters and land areas assigned by the Provincial People's Committee to the Provincial Land Fund Development Center for management, there are currently 5 headquarters that can be repaired to become official residences for civil servants; 6 headquarters that can be maintained and repaired to be used as working headquarters after the province's merger; 7 headquarters of agencies and units that are in use but have not yet fully utilized their functions; after the implementation of the political apparatus arrangement, these headquarters are no longer suitable and must be rearranged.
With the above number, the Department of Finance believes that the province basically meets the need for headquarters arrangement for provincial agencies and units when merging.
There are about 3,500 houses under construction.
Regarding housing, according to incomplete statistics, there are about 1,600 civil servants who will return from Binh Phuoc to work in the province when the province is merged. Currently, the province has 2 sources to meet the housing needs of these officials.

The first source is 3 housing projects being implemented in Bien Hoa city including: Long Binh Tan social housing in Long Binh Tan ward, with a scale of nearly 1,100 apartments; NXH2 social housing in Phuoc Tan ward, with a scale of about 1,200 apartments and a high-rise apartment project in Tan Van ward, with more than 1,100 apartments. When the 3 projects are completed, there will be about 3,400 - 3,500 apartments.
The second source is that the province will repair the office buildings into temporary public housing for civil servants. In the immediate future, it will select office buildings that are not in use, including school dormitories and buildings managed by the Provincial Land Fund Development Center, to repair into housing.
No shortage of accommodation and work space for staff
At the meeting, Chairman of the Provincial People's Committee Vo Tan Duc said that when implementing the organizational arrangement, many provincial-level civil servants from Binh Phuoc will come to Dong Nai to work. The province needs to prepare well the working headquarters and public housing to serve this force of civil servants.
Regarding the office headquarters, the Chairman of the Provincial People's Committee agreed with the plan reported by the Department of Finance. At the same time, he requested that before May 10, the Department of Finance preside over and coordinate with the Provincial Construction Investment Project Management Board to review and prepare repair records to continue using the 6 headquarters after the merger. Also before May 10, the Department of Finance presides over and works with 7 units that are using the headquarters but have not yet fully utilized their functions to agree on a neat arrangement; determine the remaining quantity, and study the conversion to public housing.
Regarding housing, the Departments of Agriculture and Environment, Finance and Bien Hoa City People's Committee are requested to urgently handle petitions regarding permits for moving soil and filling materials when digging basements, calculating land use fees, site clearance, environment, etc. so that housing project investors can speed up construction progress and create housing sources for long-term staff working in the province.
For public housing, in the short term, office buildings that do not need to be repaired will be used as housing; in the long term, the Department of Construction will preside over and work with relevant agencies to conduct field surveys and select offices and buildings under management to be repaired into public housing for civil servants.

Vice Chairman of the Provincial People's Committee Ho Van Ha said that Dong Nai ensures that there is no shortage of accommodation and workplaces for civil servants who are subject to transfer, rotation, or have to change workplaces.
Regarding the headquarters of state agencies, according to the report of the Department of Finance, the current demand is basically met. In addition, the province is rapidly implementing the Provincial Political - Administrative Center Project in Bien Hoa 1 Industrial Park.
Regarding housing, in addition to the above sources, the province has directed and the Department of Construction is conducting inspections of housing projects in Bien Hoa city. In case of detecting incorrect subjects, they will resolutely reclaim them to arrange accommodation for civil servants. In addition, it also calls on those who already have new housing to give up their social housing to those who really need it.
In addition, the Department of Construction is assigned to take the lead in proposing the construction of high-rise housing projects priced under VND 2 billion to meet the housing needs of civil servants. Study legal regulations, advise the Provincial People's Committee to propose to the Government a policy of supporting the cost of renting and buying houses for civil servants who have to relocate after the merger.
