On March 24th, in Dong Nai , the Chairman of the Provincial People's Committee, Vo Tan Duc, chaired a meeting with the Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) to discuss the investment plan for an elevated road running along National Highway 51 (the section from the Vung Tau intersection to the Gate 11 intersection).
Following several previous working sessions with departments and agencies of Dong Nai province, CII has incorporated feedback from relevant authorities to develop the most optimal plan.
For the Vung Tau intersection, CII recommends selecting a light bulb-shaped intersection design to best suit the area's terrain and meet traffic demands.

For the Gate 11 intersection, CII proposes that in phase 1, two flyovers be constructed, combined with a roundabout beneath the flyovers to facilitate future expansion.
If funding for the two interchanges is limited, a phased investment plan can be considered.
For the elevated road section running along National Highway 51 from the Vung Tau intersection to the Gate 11 intersection (5.5 km in length), the investor proposes the option of constructing an elevated bridge above the existing road.
Under the plan to build an elevated road with 6 lanes, the width of National Highway 51 will remain the same as it is currently. After the construction of the 6-lane elevated road, combined with the 8 lanes of the road below, National Highway 51 from the Vung Tau intersection to the Gate 11 intersection will have a total of 14 lanes.
CII assesses that the elevated road option is the most optimal solution because it minimizes land acquisition and facilitates project construction.
According to CII's calculations, the total investment for the project is nearly 12,000 billion VND.
After hearing the investor's project report, Mr. Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, requested the investor to consider adding the intersection of Huong Lo 2 road with National Highway 51 to the project.
Mr. Duc suggested that, following this meeting, the investor should work specifically with relevant departments and agencies to incorporate feedback and finalize the project dossier by March 2025.
Following feedback from the Provincial Party Standing Committee, the Department of Construction, in coordination with the investor, finalized the proposed plan and registered to work with the Ministry of Construction to propose investment details for the project under the PPP (Public-Private Partnership) method.
Previously, the People's Committee of Dong Nai province submitted a document to the Government requesting that the National Assembly be informed to allow the continued operation of the toll station on National Highway 51 and the toll station on the Bien Hoa bypass to invest in these two interchanges.
Subsequently, the Ministry of Transport (now the Ministry of Construction) responded that BOT projects in the area had stopped collecting tolls, and that adding the two aforementioned interchanges to the BOT project contract was not feasible. Furthermore, funding for this project had not yet been secured from the state budget.
Therefore, CII's proposal to invest in the project under the PPP model, specifically a BOT contract, is considered appropriate.
