The issuance of land recovery decisions is a step in the process of land recovery and site clearance to implement the Project of Converting the function of Bien Hoa 1 Industrial Park into an urban - commercial - service area and improving the environment.

According to the plan, in 2025, Dong Nai will reclaim the entire land area of ​​Bien Hoa 1 Industrial Park. Depending on the location, enterprises must relocate in July or before December 2025. According to the plan, the province will reclaim 298/320 hectares of land of the existing Bien Hoa 1 Industrial Park (the remaining area is land for traffic and public works). The purpose is to clear the land to create a clean land fund for auctioning land use rights, investing in the construction of the Provincial Political - Administrative Center and building the Bien Hoa 1 Urban - Commercial - Service Area in accordance with the planning orientation of Bien Hoa urban development, contributing to changing the appearance of the city's landscape and improving land use efficiency.

Previously, in the decision approving the Project to Convert the Function of Bien Hoa 1 Industrial Park into an Urban - Commercial - Service Area and Improve the Environment, the Provincial People's Committee said that there are 76 units currently leasing land and infrastructure still operating in Bien Hoa 1 Industrial Park.
