“ Ukraine’s partners have greeted Zelensky’s plans with scepticism and fear that without improved recruitment and training, equipment alone will not be enough to stabilize the front ,” said Jack Watling, a senior research fellow at the Royal United Services Institute (RUSI).
According to him, Kiev's allies do not believe in NATO's readiness to ensure Ukraine's security.

“ NATO membership requires consensus among all members, for example Hungary is unlikely to commit to going to war with Russia to defend Ukraine ,” Mr. Watling noted.
Moreover, for the United States, the prospect of extending new long-term security guarantees to a larger area of Europe does not seem at all appealing.
Previously, President Zelensky presented a “victory plan”, including 5 points and 3 secret appendices, to the Ukrainian Parliament on October 16.
Mr Zelensky said that the implementation of the “victory plan” depends on Ukraine’s partners, not Russia. According to him, Ukraine and its partners should work together to change the situation so that the fighting ends and Russia is “forced to make peace”.
Former Ukrainian Prime Minister talks about Kiev's ability to build nuclear weapons
Former Ukrainian Prime Minister Mykola Azarov said that Kiev has never had the technology to produce nuclear weapons.
“ After agreements were reached on the withdrawal of nuclear weapons from the territory of Ukraine, all nuclear launchers and aircraft carriers were dismantled ,” Azarov said.
He also noted that as for research in the nuclear field, it has been done. Ukraine has an experimental reactor located directly in Kiev and there is an experimental nuclear reactor in Kharkov.
“ According to my information, the Kharkov reactor was damaged by shelling and nothing is being done there now, and the other one in Kiev is also not working. Therefore, all rumors about Kiev building a nuclear bomb are nonsense ,” the former Ukrainian Prime Minister added.
Besides, Mr. Azarov did not rule out the possibility that Ukraine could manufacture a "dirty bomb", which is not as destructive as a nuclear bomb, but has the ability to cause large-scale radioactive pollution.
“ Ukraine has radioactive waste from nuclear power plants. They can fill it with shells and bombs and drop them on the battlefield. All this will create radioactive pollution ,” the former Ukrainian Prime Minister stressed.
