Globalization and international integration, along with the knowledge economy, have impacted the development of countries around the world , including Vietnam. Hoa Binh province is no exception. In recent years, the proportion of the Total Factor Productivity (TFP) index in Hoa Binh province has consistently increased.
This demonstrates that technological innovation, the application of scientific and technical advancements, improvements and rationalization of production management organization, and the enhancement of workforce skills are the province's advantages in developing a knowledge-based economy and attracting investment in high-tech manufacturing with sustainable goals.

In order for the industry to develop to its full potential, create material wealth, strongly promote growth and economic restructuring, the province's industry and handicraft sector has achieved positive results, continuing to make important contributions to economic growth and state budget revenue.
The province has promptly revised and supplemented its investment incentive policies, focusing on industries with potential and advantages such as processing and manufacturing; processing of agricultural and forestry products; and hydropower. Investment in industrial infrastructure has been prioritized, especially in industrial parks and clusters. Simultaneously, comprehensive solutions have been implemented to address difficulties and create favorable conditions for businesses to develop production and business activities.
As a result, some industrial products of Hoa Binh have achieved relatively high production volumes and hold a position in both the domestic and export markets. This has contributed to the shift in the province's economic and labor structure towards increasing the proportion of industry and services, and decreasing the proportion of agriculture, forestry, and fisheries; the internal structure of industries has also shifted positively towards a rapid increase in the proportion of manufacturing and processing industries, and a decrease in mining industries…
Linking investment attraction with the development of a knowledge-based economy.
Adjacent to the capital city of Hanoi, and with planning linked to numerous potentials and strengths, the province is increasingly focusing on attracting investment aligned with the development of a knowledge-based economy and high-tech manufacturing. Its advantageous transportation links – serving as a gateway to the Northwest region and being included in the Capital Region planning – create favorable conditions for the province's development as a major trading hub connecting with other provinces nationwide.
The locality also possesses abundant mineral resources, a large area of concentrated surface water, abundant and highly fertile land resources, a large amount of unused land, and favorable soil and climate conditions. These are significant potentials for Hoa Binh to develop its agricultural economy, especially the development of industrial crops, forestry, and clean agriculture.

Furthermore, the rich natural conditions throughout the province have created many natural scenic spots and serve as a melting pot of traditional cultural identities among ethnic groups. This creates favorable conditions for the province to promote the development of cultural tourism, adventure tourism, community tourism, spiritual sites, and ecotourism.
Taking advantage of the aforementioned strengths, Hoa Binh is striving to develop and build infrastructure for industrial zones and clusters to meet requirements, creating an environment with suitable land to attract infrastructure investors and businesses, contributing to increased production capacity, accelerating socio-economic development, and implementing industrialization and modernization.
To date, the province has 8 industrial parks, with a total planned area of 1,507.43 hectares. Hoa Binh has been accelerating the implementation and investment in the construction of industrial park infrastructure according to the plan, focusing on preparing favorable conditions and creating advantages to attract investment, contributing to a solid foundation for the province's industrial development goals towards a modern and sustainable direction.
With preferential policies, favorable infrastructure conditions, and transparent administrative procedures, industrial zones and clusters have become attractive destinations for investors, especially foreign investors. In the first nine months of 2024, the province granted licenses to 15 new investment projects, approved investors for 6 commercial housing construction projects, and approved adjustments to investment policies for 17 projects, with a total registered investment capital of approximately 9,500 billion VND.

During the period 2021-2025, Hoa Binh's perspective and orientation is to develop sustainable industry based on exploiting the potential and strengths of local raw materials, high-quality human resources, enhancing the efficiency of raw material use, and protecting the environment.

The Resolution of the 17th Provincial Party Congress, term 2020-2025, also sets out the goals, tasks, and solutions for the province's industrial development by 2025 as follows: "Industrial development should truly become a driving force of the economy with high, sustainable, and efficient growth rates, acting as a driving force to promote the development of other economic sectors and achieve social goals, striving to reach approximately 1% of the province's natural land area by 2025…
To ensure that industrial development truly becomes the driving force of the economy, the province is actively promoting the construction of transportation infrastructure, especially roads connecting the city center with industrial parks, and arterial roads through key economic areas such as: the Hoa Binh City - Kim Boi regional link road, the expansion of the Hoa Lac - Hoa Binh expressway, the Hoa Binh - Moc Chau expressway, etc.
Recently, the Standing Committee of the Provincial Party Committee issued a Conclusion summarizing the first three years of implementing Project No. 07-DA/TU, dated November 1, 2021. Accordingly, in addition to strengthening propaganda work and other important tasks and solutions such as: Building and perfecting mechanisms and policies to promote the development of industry and small-scale handicrafts; focusing on developing high-tech, environmentally friendly industries with a focus on supporting industries; mineral processing, agricultural and forestry product processing; construction materials; mechanical engineering, electrical and electronic equipment industries... based on the development of processing zones and supporting raw material areas, industrial parks and clusters.
Simultaneously, promote the development of traditional craft villages linked to existing raw materials, environmentally friendly practices, and those serving tourism and export. Focus on attracting large industrial projects and reputable businesses with efficient production and business operations, utilizing high technology in manufacturing, supporting industries, and electronics. Encourage investment in industries serving agriculture and rural areas... to create breakthroughs in socio-economic development, thereby attracting other businesses to invest and engage in production and business activities.
Furthermore, effectively implement mechanisms and policies to mobilize investment resources for infrastructure development inside and outside industrial parks and clusters, especially those located in key economic zones. Strictly manage the planning of industrial parks and clusters, preventing illegal construction within them. Proactively develop programs, orientations, and strategies for high-tech development that align with Hoa Binh's competitive advantages.
