Resolution No. 13-NQ/HU, dated January 8, 2020 of the Standing Committee of Phu Ninh District Party Committee on developing agricultural, forestry and fishery production in Phu Ninh District for the period of 2020-2025, through the implementation period, has affirmed its "correctness", "accuracy", suitability with the local situation and close to production practice. The Resolution has created a strong driving force, bringing agricultural production in the area to achieve important achievements.

Driving force for agricultural and rural development

District leaders and the Department of Agriculture and Rural Development visited the safe vegetable garden in An Dao commune.

Resolution 13 orients the development of key crops such as tea, Dien grapefruit, Gia Thanh seedless persimmons and sub-urban agriculture. In the process of concretizing and implementing the Resolution, the Standing Committee of the District Party Committee issued two additional supporting resolutions, namely Resolution No. 94-NQ/HU, dated December 30, 2021 on converting the area of ​​eucalyptus buds in Phu Ninh district until the end of 2023 and Resolution No. 95-NQ/HU, dated December 30, 2021 on developing the Gia Thanh specialty persimmon area in the period 2022 - 2025.

The implementation of Resolution 13 initially encountered difficulties because people were not fully aware of it and were not enthusiastic about implementing it. However, with the strong direction and synchronous participation of the political system, the Resolution has gradually come into practice, contributing to changing the mindset of agricultural development, creating conditions for effectively exploiting the potential of land and soil; forming concentrated agricultural production areas.

On the basis of the Resolution, the People's Council and the People's Committee of the district directed specialized departments, offices, and People's Committees of communes and towns to actively deploy and implement many mechanisms, policies, programs, and projects to promote the development of agriculture, forestry, and fisheries in the area. Thereby, developing the agricultural economy in line with market demand, promoting the advantages of each locality, gradually organizing agricultural production and business according to the value chain, encouraging the widespread application of scientific and technological advances in production and business, attracting investment in the field of agricultural production. Products such as: Chua Ta tea (Tien Phu commune), Phu Loc grapefruit, Gia Thanh seedless persimmon, Tu Da fermented fish, Phong Chau cassava cake, Phu My Koi fish, Lien Hoa hill chicken, Binh Phu rice cake, Ha Giap black chicken eggs, Lang Vai rice noodles, Trung Giap honey... and some typical agricultural products of Phu Ninh are gradually affirming their value and quality in the market.

From there, the foundation is created to develop OCOP products, develop craft villages, and craft villages. Key crops such as rice, corn, fruit trees and vegetables have been expanded; a number of high-quality agricultural models and high-tech agriculture have been developed, such as: Model of growing vegetables and melons in greenhouses, irrigation systems, smart fertilization; livestock, poultry and aquaculture have been developed in a safe direction, gradually improving quality, ensuring food hygiene and safety, contributing to improving productivity and reducing production costs. Up to now, 7/7 targets of the Resolution have been basically achieved and exceeded.

Gia Thanh seedless persimmon is considered a key crop in the district's economic development. The area of ​​Gia Thanh persimmon cultivation in the district is currently over 265 hectares, an increase of 33% compared to the Resolution's target, of which the area for products is over 137 hectares; the average yield is 152 quintals/ha, exceeding the Resolution's target by 21%. The expansion of persimmon acreage has contributed to the successful development of the district's specialty tree in particular and the province in general; changing the mindset about economic development in the hilly region.

In addition to the specialty persimmon tree, grapefruit, tea and large timber trees are also given attention, with technical measures applied to increase productivity and quality. The whole district has over 270 hectares of grapefruit, 545 hectares of tea, maintaining 75 hectares of protective forests and 22 hectares of special-use forests. This is a major policy in the Resolution, aiming to diversify fruit trees and timber trees, increase people's income per unit area, and protect the ecological environment.

In addition, concentrated livestock farming areas were initially formed in the direction of commodity production. Intensive and semi-intensive farming technology was promoted; the production value of the livestock industry increased significantly compared to before. The aquaculture area and harvested output both increased compared to the resolution target, of which, the output of natural exploitation and capture was 349 tons; the output of aquaculture was 1,529 tons.

In the development of sub-urban agriculture, a high-tech agricultural production area has been planned and invested in in An Dao and Binh Phu communes with a scale of 60 hectares. Focusing on directing the development of some valuable plants: flowers (Tien Du commune), ornamental plants (Phu Loc, Phu Ninh, Phong Chau town); safe vegetables (Tien Du, An Dao). Currently, the area of ​​safe vegetable growing area is estimated at more than 6 hectares.

The results achieved from the implementation of Resolution 13 are of great significance in the socio-economic development of the area, gradually improving the material and spiritual life of the people, contributing to the successful implementation of the Resolution of the 29th District Party Congress for the 2020-2025 term. This is also an important premise for the District Party Committee to continue to lead and direct the issuance of resolutions in accordance with the development requirements in the new period.
