The Prime Minister's working trip demonstrates Vietnam's role, prestige and contributions to global issues, creating new momentum for further strengthening Vietnam-Brazil and Vietnam-Dominicana relations.

Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation have just successfully concluded their working trip to attend the G20 Summit in Rio de Janeiro (Brazil) and an official visit to the Dominican Republic.
On this occasion, Deputy Foreign Minister Pham Thanh Binh gave an interview to the press. The following is the content of the interview.
- Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation recently attended the G20 Summit in Rio de Janeiro, Brazil. Could you please tell us about Vietnam's contributions to the Summit?
Deputy Minister of Foreign Affairs Pham Thanh Binh: Prime Minister Pham Minh Chinh and his wife, along with the Vietnamese high-ranking delegation, have just successfully concluded their working trip to attend the 2024 G20 Summit in Rio de Janeiro with the theme "Building a Fair World and a Sustainable Planet" at the invitation of Brazilian President Luiz Inácio Lula da Silva, this year's G20 Chair.
This year's conference was attended by a large number of global leaders, including heads of state and government of 21 G20 members and 19 guest countries, as well as CEOs and presidents of 15 key international organizations. The conference adopted a Joint Statement emphasizing the message of international solidarity, upholding multilateralism, joining hands in the fight against poverty and promoting sustainable development, thereby contributing to strengthening macro-policy coordination to address global challenges and crises, while promoting sustainable, balanced and inclusive development.
The Vietnamese high-ranking delegation led by Prime Minister Pham Minh Chinh attended all official activities of the Conference. The Prime Minister delivered two important speeches at the discussion sessions on “the fight against poverty” and “sustainable development and energy transition” and had 35 bilateral meetings with many leaders of countries and international organizations attending the Conference.

The Prime Minister's intensive, active and effective activities have clearly portrayed the image of Vietnam as a dynamic, open country, "a friend, a reliable partner and a responsible member of the international community", contributing to the overall success of the 2024 G20 Summit.
It can be affirmed that Vietnam's participation and contribution at this Conference has shown the following three messages:
Firstly, Vietnam is an autonomous, confident, self-reliant and self-reliant country. The Prime Minister emphasized the whole-people, comprehensive and global approach to promoting peace and stability as the foundation for poverty reduction, sustainable development and energy transition, conveying a strong message about a Vietnam that is ready to contribute to global efforts with its capabilities, experience and long-term vision.
Second, Vietnam is a reliable multilateral partner. The Prime Minister highlighted the role of multilateralism and international solidarity. He also emphasized the idea of putting people at the center, the subject, the goal, the driving force and the resources for sustainable growth and development. In that spirit, Vietnam is ready to join hands with the G20 and the international community to pursue the noble goal of building a better world.
Third, Vietnam is a highly responsible member of the international community in global efforts. Vietnam's participation in the Global Alliance to Fight Poverty, initiated by host country Brazil as a founding member, affirms Vietnam's commitment to sharing its experience in poverty reduction, experiences that have helped Vietnam reach the target 10 years early in implementing the United Nations Millennium Development Goals.
Also on this occasion, the Prime Minister responded to the G20 members' Call for Action on Global Institutional Reform to build a fairer global institution, adapt more quickly to world fluctuations and enhance the representation of developing countries.

- During his working time in Brazil, the Prime Minister also had talks with Brazilian President Luiz Inácio Lula da Silva and issued a Vietnam-Brazil Joint Statement on upgrading relations to a Strategic Partnership. Could you please assess the significance of this event?
Deputy Minister of Foreign Affairs Pham Thanh Binh: The talks between Prime Minister Pham Minh Chinh and President Lula da Silva took place in the context of the two sides celebrating the 35th anniversary of the establishment of diplomatic relations (May 8, 1989 - May 8, 2024) and after 17 years of establishing the Comprehensive Partnership (2007-2024). This is a meaningful and appropriate time for the two sides to look back on a development journey of good friendship and cooperation between Vietnam and Brazil.
This is also an opportunity for the two sides to review the implementation of high-level agreements reached during Prime Minister Pham Minh Chinh's official visit to Brazil in September 2023, thereby agreeing on directions and measures to promote bilateral relations in the coming time.
The upgrading of relations between Vietnam and Brazil to a Strategic Partnership with Brazil is of special significance.
Firstly, the upgrading of relations affirms the high level of political trust between the two countries, demonstrates the determination of the two governments in opening up a wider space for cooperation, developing the relationship more deeply and substantially, more stably and sustainably, bringing practical benefits to the people of the two countries, contributing to maintaining peace, stability and development in the two regions and in the world.
Second, the fact that Brazil is the first South American country with which Vietnam has established a strategic partnership also marks Vietnam's progress in expanding cooperation with Latin America, a market with great potential, especially in the context of Vietnam promoting the diversification of markets and supply sources.
Third, the new framework will be the foundation for the two sides to closely coordinate on international issues such as fighting poverty, sustainable development, responding to climate change and strengthening the connection between ASEAN and South America. This is also a strong demonstration of Vietnam's commitment to deepening relations with partners around the world, while affirming Vietnam's increasingly elevated position in the international community.

Also on this occasion, the Prime Minister had very meaningful activities, such as attending the inauguration ceremony of the Ho Chi Minh Memorial Sign in Rio de Janeiro, attending the Vietnam Day Program 2024 in Brazil with the theme "Convergence of the quintessence of a thousand years of culture - Rising in the era of wealth and prosperity," the Vietnam-Brazil Business Forum with the participation of more than 90 Vietnamese and Brazilian enterprises, clearly demonstrating Vietnam's desire to strengthen relations with Brazil in many fields, from economics-trade-investment to culture-tourism and people-to-people exchange.
- Could you please tell us about the outstanding results of Prime Minister Pham Minh Chinh's official visit to the Dominican Republic? What will the two sides do to implement the results of the visit?
Deputy Minister of Foreign Affairs Pham Thanh Binh: The official visit to the Dominican Republic by Prime Minister Pham Minh Chinh is the first visit by a senior Vietnamese leader in the history of relations between the two countries, demonstrating Vietnam's appreciation and desire to continue to consolidate and deepen the good solidarity, friendship and cooperation with the Dominican Republic, towards the 20th anniversary of the establishment of diplomatic relations between the two countries (July 7, 2005 - July 7, 2025).
Recently, the relationship between Vietnam and the Dominican Republic has had new positive developments. The two sides have maintained regular delegation exchanges, the Dominican Republic appointed a resident Ambassador (October 2021) and opened an Embassy in Hanoi (February 2023); the new 2024-2028 National Assembly of the Dominican Republic has established the Friendship Parliamentary Group with Vietnam and has been operating since August 16, 2024. On November 15, 2024, the Vietnamese National Assembly established the Friendship Parliamentary Group with the Dominican Republic.
During the visit, Prime Minister Pham Minh Chinh had an important and very effective meeting with President Luis Abinader Corona, through which the two sides adopted a Joint Statement affirming the determination of the two governments and announcing the directions and measures agreed upon by both sides to further strengthen the solidarity, friendship and good cooperation between Vietnam and the Dominican Republic in the future.
The results of Prime Minister Pham Minh Chinh's visit will open a new phase in the relationship between the two countries, creating momentum to expand and deepen bilateral cooperation in many fields, effectively contributing to the development of each country, and benefiting peace, stability and cooperation in the two regions and the world.

In the coming time, the two sides will continue to increase delegation exchanges and contacts at high levels as well as at ministerial, sectoral and local levels to enhance understanding, create momentum to promote substantive cooperation, and bring benefits to both sides.
The Prime Minister conveyed the invitation of the Vietnamese leaders to the President of the Dominican Republic to visit Vietnam in 2025 on the occasion of the 20th anniversary of the establishment of relations between the two countries and to jointly establish a new framework for bilateral relations. At the same time, the two sides will actively and effectively implement the Joint Committee mechanism on promoting trade and technical cooperation, promote negotiations and signing of bilateral cooperation agreements and treaties, creating a legal framework for sustainable and long-term cooperation, especially in the fields of trade, investment, culture, education-training and tourism. In the immediate future, the Prime Minister proposed that the two sides soon negotiate a free trade agreement, an investment protection agreement, cultural cooperation, education, training and general visa exemption.
Thus, the working trip of Prime Minister Pham Minh Chinh to Brazil and to attend the G20 Summit, and to pay an official visit to the Dominican Republic was a great success. The working trip once again demonstrated Vietnam's role, prestige, and responsible contribution to global issues, while at the same time creating new momentum for further strengthening the bilateral relations between Vietnam and Brazil and Vietnam and the Dominican Republic.
