Implementing the National Target Program for socio -economic development in ethnic minority and mountainous areas, in 2022, Van Lang commune, Dong Hy district, received investment for two resettlement areas: Ban Ten hamlet (30 households) and Lien Phuong hamlet (35 households). These two resettlement areas are for Mong ethnic minority households living in high mountains, 15 to 20 km away from the commune center. Many households do not have land to live on and have to build houses next to streams and at the foot of rocky mountains, posing a potential safety risk in case of landslides or flash floods. In addition, the households are scattered and far from the hamlet center and schools, making it difficult for the local authorities to invest in building roads, schools, and electricity lines in the area where they used to live.
The investment cost for these two resettlement areas is over 32.8 billion VND, of which the central government budget accounts for approximately 28.6 billion VND; the provincial budget accounts for nearly 2.9 billion VND, and the remainder is allocated from the district budget. Currently, both resettlement areas have completed land clearance and have begun construction of the first components. Investing in these resettlement areas is very practical, helping ethnic minority people to settle down, make a living, and have the opportunity to rise out of poverty…
Also in 2023, along with focusing on stabilizing the lives of the people, from central and local budgets, Dong Hy district invested in the construction, renovation, and repair of 40 projects under the National Target Program 1719. At the same time, to help people stabilize their lives, the district also focused on promoting vocational training, career guidance, job placement, housing support, health insurance card issuance, and educational support for ethnic minority communities.
During career guidance and counseling sessions, in addition to accessing information about the labor market, jobs, and recruitment needs for overseas employment, people also hear about topics such as: career counseling and guidance, entrepreneurship, and development of local strengths; shifting from an agricultural production mindset to an agricultural economic mindset; the current situation and solutions for employment and career opportunities for ethnic minority youth…
Vocational training and job creation for the poor are prioritized to create opportunities for working-age people from poor and near-poor households, who are ethnic minorities, have a certain level of education, good health, and a need for vocational training or career change. After training, they are introduced to jobs by vocational training units or can create their own jobs to have a stable income, improve their living standards, and gradually escape poverty sustainably.
From 2022 to the present, the People's Committee of Dong Hy district, in coordination with the Department of Labor, Invalids and Social Affairs of the province, has organized two Job Fairs in the district. These fairs connected 36 businesses to provide advice and recruitment services to nearly 2,000 ethnic minority workers, who received information on the labor market, job counseling, and career guidance. Since 2022, the district has organized 17 vocational training classes for over 500 rural workers. Upon completion of the training, 100 out of 100 trainees received vocational certificates, and 80% of the trainees found employment.
Accordingly, these career guidance and job placement activities have provided timely and comprehensive information on the Party and State's policies and guidelines, raising awareness among the people and workers about labor and employment. This has created opportunities for people to directly interact with businesses, cooperatives, organizations, and individuals to choose suitable careers and jobs that match their personal and family circumstances.
Thanks to the decisive solutions mentioned above, the lives of ethnic minority communities in Dong Hy district have seen positive changes. According to the multidimensional poverty standard applied for the period 2022-2025, Dong Hy district had 2,814 poor households belonging to ethnic minorities out of 12,644 households, accounting for 22.24%. To date, the number of multidimensionally poor ethnic minority households in the district has decreased to 1,816 out of 11,560, accounting for 15.71%. In two years, Dong Hy district reduced 998 multidimensionally poor ethnic minority households, equivalent to 8.38%, exceeding the set plan (3%/year). Specifically, in 2022, 365 multidimensionally poor ethnic minority households were reduced, equivalent to 2.89%; in 2023, 634 multidimensionally poor ethnic minority households were reduced, equivalent to 5.49%...
