Dong Ha proposes more drastic solutions to develop the economy

13/14 indicators of ability to achieve and exceed the plan

The report of the People's Committee of Dong Ha City stated: Since the beginning of the term, Dong Ha has achieved and exceeded 13/14 targets, 1 budget revenue target in the area is close to the plan. The average economic growth rate in the period of 2021-2024 is estimated at 11.46%. The economic structure has shifted towards the proportion of trade - services and industry continuing to increase, the proportion of agriculture gradually decreasing, by the end of 2024, the structure of the service sector accounts for 63%, industry - construction accounts for 36.1%, agriculture accounts for 0.9% of the total value of economic sectors.

Dong Ha City mobilized more than VND 28,918 billion in social development investment capital for the 2021-2024 period, an average increase of 21.23% per year. Urban planning, management, environmental resources, site clearance, infrastructure construction and urban embellishment work synchronously to meet the criteria of a type II urban area.

The cultural and social fields have achieved many remarkable results. Up to now, 16/32 public schools have been recognized as meeting national standards. The quality of health care and protection for the people has been improved. Up to now, 100% of professional agencies, public service units, and People's Committees of wards use software in work processing, the smart urban operation center has installed software to support agencies and units in the process of performing tasks and serving the city leaders in monitoring, directing and operating activities. Inspection, judicial, anti-corruption, public reception, and handling of citizens' petitions have ensured regulations, and national defense and security have been consolidated and enhanced.

In 2025, Dong Ha determines to diversify forms of investment in socio-economic development, ensuring rapid and sustainable growth. Actively mobilize and effectively use resources for development investment, build urban infrastructure in a synchronous and modern direction, gradually becoming a smart city. Strengthen administrative discipline, improve the efficiency and effectiveness of the state management apparatus, the role and responsibility of the head... Strive for an economic growth rate of 11.5%, reduce the poverty rate by over 0.1%.

Building Dong Ha into a smart city

Agreeing with the opinions of the leaders of departments and branches, Vice Chairman of the Provincial People's Committee Le Duc Tien suggested that Dong Ha soon develop an urban beautification project, paying attention to building and completing the sidewalk system, undergrounding the electricity and telecommunications systems, mobilizing resources to build slow-to-implement projects, while promoting digital transformation and digital economy worthy of being the central urban area of ​​the province as well as paying attention to waste treatment, limiting landfill treatment, and moving towards using modern technology to ensure environmental sanitation.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Ha Sy Dong acknowledged and commended the results that Dong Ha City has achieved in recent times.

Regarding the tasks in the coming time, Dong Ha needs to propose more drastic solutions, introduce strong mechanisms and policies to fully exploit resources to create momentum to promote socio-economic development. Accordingly, focus on shifting the urban economic structure towards trade and services playing a leading role, while exploiting and maximizing potentials and advantages, especially advantages in terms of land fund, human resources, and urban infrastructure to develop industry - handicrafts into a driving economic sector.

Strengthen leadership and direction of state budget collection in the city, strive to maintain the average increase of local budget collection at over 10% per year after excluding land use rights auction fees, and ensure self-balancing of annual budget revenue and expenditure according to the criteria of a type II urban area.

Focus on implementing the Dong Ha Master Plan to 2030, with a vision to 2045, with quality and efficiency, and promptly complete the 1/2,000 scale zoning plan adjustment project for the remaining wards as a basis for implementing investment projects in the area.

Mobilizing resources, creating breakthroughs in investment in construction of technical infrastructure, especially traffic infrastructure, drainage, wastewater and waste treatment, lighting in a synchronous, modern direction, applying digital technology, adapting to climate change, saving energy, using clean energy, renewable energy, building Dong Ha into a smart, civilized, and beautiful urban area.

Focus on developing human resources, especially high-quality human resources, promptly resolving policies and regimes for people with meritorious services and social protection beneficiaries, as well as promoting the arrangement and consolidation of the organizational apparatus towards streamlining, effectiveness and efficiency; strengthening strict management of civil servant and public employee payrolls with job title and position standards appropriate to the functions, tasks and powers of each agency and unit; maintaining national defense and security to create a favorable environment for socio-economic development.

Acting Chairman of the Provincial People's Committee Ha Sy Dong requested departments and branches to have the best solutions to support Dong Ha to develop comprehensively and synchronously to be worthy of the political, economic, cultural, scientific and technical center of the province, creating an important driving force to promote the overall development of the whole province.

In the process of performing their functions and tasks, provincial departments and branches proactively advise and propose to the Provincial People's Committee to promptly direct the removal of difficulties and obstacles so that Dong Ha can well implement the set targets and tasks.
