The draft Law on Teachers comprises 9 chapters and 71 articles, specifying 5 policies outlined in the proposed law, which was approved by the Government in Resolution 95/NQ-CP dated July 7, 2023. The basic provisions include: defining teachers; standards and titles for teachers; recruitment, employment, and working conditions for teachers; training, professional development, remuneration, and recognition of teachers; and state management of teachers.
There were 11 contributions, and the delegates unanimously agreed on the promulgation of the draft law and some proposed adjustments and amendments. Specifically, the term "lecturer" is usually reserved for those teaching at the university level and above, but its application in this draft is inappropriate; there should be no specific regulations on teachers' rights, as these are already covered in the Education Law, the Higher Education Law, the Vocational Education Law, etc.
The Ministry of Education and Training's issuance of Circular 29/2024/TT-BGDĐT regulating supplementary teaching and learning should be left to the discretion of teachers and students, as the need for supplementary learning and teaching is immense, essential, and has existed for a long time. Through this, the State only needs to implement strict and scientific management measures to achieve the set objectives.
During the workshop, delegates suggested that the draft law relates to many other laws and needs to be reviewed for consistency and to avoid duplication. They also suggested that some terms and phrases, such as the word "Ministry," should be capitalized; and that some articles with explanations should be grouped into the glossary section.
