The draft Law on Teachers consists of 9 chapters and 71 articles, specifying 5 policies in the law-making proposal, approved by the Government in Resolution 95/NQ-CP dated July 7, 2023 of the Government. It stipulates the basic contents including: Identification of teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, treatment and honoring of teachers; State management of teachers.

There were 11 comments, delegates highly agreed on the promulgation of the draft law and some suggestions for adjustments and amendments. In particular, the term lecturer is usually reserved for those who teach at university level or higher, but its application in this draft is not appropriate; there should be no specific regulations on teachers' rights, as the Law on Education, Law on Higher Education, Law on Vocational Education... have already stipulated.

The Ministry of Education and Training issued Circular 29/2024/TT-BGDDT regulating extra teaching and learning, which should be left to teachers and learners to decide for themselves, because the need for extra teaching and learning is very large, very necessary, and has existed for a long time. Thereby, the State only needs to have strict and scientific management measures to meet the set goals.

Commenting at the workshop, delegates said that the draft law is related to many sets of laws and needs to be reviewed to be consistent and avoid duplication. Some words and terms should be capitalized, such as the word Ministry; some articles with explanations should be grouped into the word explanation section.
