According to the report of the Department of Industry and Trade, currently in Ninh Thuan province there are 127 petrol stations in operation, the distribution of the petrol trading system is uneven, most of the petrol stations are located on main roads such as National Highway 1, National Highway 27A, concentrated in districts and cities such as Phan Rang - Thap Cham, Thuan Nam. While fishing activities in the province are increasingly developing, the whole province currently has about 800 large-capacity fishing vessels, fishing offshore with relatively large fuel demand. However, the number of 12 petrol stations on land at fishing ports is not enough to supply fuel for the needs of fishing vessels. At the meeting, the Department of Industry and Trade proposed investing in the development of petrol stations at sea (oil tankers) in Ninh Thuan province to provide petrol for offshore fishing vessels directly at sea, helping to save costs and time for fishing at sea.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee assessed that the provision of petroleum utilities at sea is a necessary activity to facilitate fishermen to go offshore and protect sovereignty. At the same time, he requested the Department of Industry and Trade to review and learn from the operating models of other localities; advise on strict procedures and processes in accordance with standards and compliance with the conditions for business activities at sea in accordance with legal regulations.
