(Haiphong.gov.vn) - Preparing for the eighth session of the 15th National Assembly, on the morning of October 30, comrades Tran Luu Quang, member of the Party Central Committee, Head of the Central Economic Commission; Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Do Manh Hien, Standing Deputy Secretary of the City Party Committee and Hai Phong National Assembly delegates met with voters of Hai An district.
Also attending were comrades: Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; Dao Trong Duc, Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city.
The Eighth Session will open on October 21 and is expected to close on November 30; the session will be held in two phases, phase 1: From October 21 to November 13; phase 2: From November 20 to November 30. At this session, the National Assembly will consider and pass 16 Laws; consider and comment on 12 draft laws and decide on socio-economic issues, the State budget, supervision and other important issues.
At the meeting, voters of Hai An district agreed with the content and agenda of the 8th session. At the same time, there were recommendations related to a number of issues such as: Proposing the National Assembly and the Government to continue to have synchronous solutions, ensuring price stability of some input factors (such as gasoline prices, electricity prices, etc.), prices of food, foodstuffs, agricultural products, etc. so that businesses have conditions to develop production and business; people soon stabilize their lives. Pay attention, prioritize resources and focus on removing obstacles for a number of key public investment projects such as: Hai Phong - Hanoi - Lao Cai railway connecting with China, North-South high-speed railway, early implementation of construction of T2 cargo terminal of Cat Bi International Airport; have a plan to develop human resources in the semiconductor industry, etc.
Voters proposed that the Government and the city accelerate the implementation of the remaining ports in Lach Huyen area as well as accelerate the construction of Tan Vu Lach Huyen 2 bridge as soon as possible to meet the increased volume of goods and avoid congestion. Along with that, the implementation of the deep-water seaport area in the Nam Do Son area before 2030 is extremely necessary. Continue to accelerate the traffic connection system such as the coastal road connecting Hai Phong with the provinces of Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, etc. to increase connectivity for the Nam Hai Phong area. In addition, it is recommended that the Government consider putting investment projects in Ports and Logistics Centers into the land acquisition for socio-economic development, similar to Industrial Parks to accelerate and simplify the land acquisition process.
Regarding the development of seaport infrastructure, the Government and the Ministry of Transport are recommended to continue to improve the road traffic system connecting internal ports in the region, add sea bridges and routes after Hai Phong International Gateway Port and upgrade inland waterways to ensure the operation of all sizes of ships. Early approval of the policy for upstream ports of Nam Dinh Vu Port to dredge the remaining channel section to -8.5 m to ensure uniform depth for the channel, creating equality for ports in the region.
In addition, voters have opinions that the National Assembly, the Government and ministries and branches have reasonable policies, creating conditions for people who really need and are having difficulties with housing to access social housing to stabilize their lives. Soon issue a Decree detailing and implementing measures for the 2024 Land Law; provide unified guidance on resettlement arrangements for households when the State reclaims land when there are currently different regulations on resettlement between the Land Law and the Housing Law.
Voters' opinions are also concerned with the shortcomings in the implementation of the Law on Special Consumption Tax, the Law on Corporate Income Tax, the Law on Housing, the Law on Real Estate Business, the draft Law on Urban Planning and Rural Planning, the draft Law on Digital Technology Industry, the Law on Heritage, the Law on Advertising, the Law on Teachers, the Law on Employment, and the development of river infrastructure and ensuring maritime safety.
Comrade Tran Luu Quang, Head of the Central Economic Committee, acknowledged the enthusiastic opinions of voters in Hai An district. He assessed that Hai An district, with its advantages in seaports and logistics, has made a significant contribution to the development of Hai Phong city. Currently, there is still room for the district to develop, which is the ability to reclaim the sea and develop green energy and renewable energy (wind power, solar power). To develop the district, it is necessary to focus on 5 issues: digital transformation in logistics, more convenient types of transportation, roads connecting to seaports, climate change, high-quality human resources serving modern logistics and urban issues (GPMB).
Comrade Le Tien Chau, Secretary of the City Party Committee, thanked the Head of the Central Economic Commission for his comments and provided further information on the city's socio-economic development in the first 9 months. Hai Phong maintained its position as a bright spot in maintaining high growth. Total state budget revenue in the area in the first 9 months is estimated at VND 87,540 billion, of which domestic revenue reached VND 38,700 billion, up 77.4% over the same period, reaching 103% of the estimate assigned by the Central Government and reaching 86% of the estimate assigned by the City People's Council. Attracting foreign direct investment (FDI) in the first 9 months attracted 1,717.22 million USD, reaching 85.86% of the plan. However, in early September, due to the impact of storm No. 3 (super storm Yagi), the City suffered heavy losses in terms of human lives and property, seriously affecting the lives of people and production and business activities of enterprises, the total damage caused by storm No. 3 is estimated at nearly VND 12.3 trillion. To implement the work of overcoming the consequences of the storm, the city has mobilized all resources, called for sharing and support, so far has restored and repaired technical infrastructure of traffic, electricity and water; stabilized people's lives in a short time; quickly carried out relief work, supporting people severely affected after the storm.
In the coming time, the city will focus on leading and directing the preparation for organizing Party congresses at all levels for the 2025-2030 term towards the 17th City Party Congress, along with continuing to arrange, mobilize, rotate and train cadres to prepare well for personnel work for the next term. Continue to lead, direct and mobilize all resources; cut and postpone tasks that are not really urgent to focus on overcoming the consequences of storm No. 3. Closely follow the progress, focus on working with central agencies in summarizing and building a new Resolution to replace Resolution No. 35/2021/QH15, dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city. Focus on implementing the 2024 state budget estimate, determined to complete the state budget collection task assigned by the City People's Council. Actively prepare to organize a meeting and dialogue with foreign direct investment enterprises (FDI enterprises) on October 5, 2024.
Regarding issues raised by voters related to the city's authority, the Secretary of the City Party Committee directed relevant departments and branches to promptly respond and find solutions. Based on the opinions and recommendations of voters, the Hai Phong National Assembly Delegation will receive, synthesize and present them at the upcoming 8th session./.
