On the morning of January 19, in Thanh Chuong district, the Standing Committee of the Provincial People's Council held a conference to exchange operational experiences with the Standing Committee of the District People's Councils in Cluster 1, including 11 units: Ky Son, Tuong Duong, Con Cuong, Anh Son, Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, Nghi Loc, Vinh city and Cua Lo town.

Comprehensive innovation of operational content
Comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Bui Duy Son - Chief of Office of the National Assembly Delegation and the Provincial People's Council delivered opening speeches emphasizing the purpose, requirements and objectives of the conference; requesting delegates to focus on discussing and exchanging to evaluate the results of the efforts to innovate and create in the activities of People's Councils at all levels in 2023.
From there, it aims to continue to enhance the role and responsibility of elected bodies; better meet the socio-economic development requirements of the province and localities as well as the wishes of voters; and play a good role as a bridge between the government and the people.
In 2023, the Provincial People's Council and local People's Councils have been concerned with innovation in many activities, from organizing sessions and explanation sessions of the People's Council; questioning activities at sessions; thematic supervision of the People's Council, People's Council committees and delegations of the Provincial and District People's Councils; voter contact work, handling voters' petitions, etc.
Specifically, in organizing the session, in addition to organizing 2 regular sessions, the Provincial People's Council organizes 4 more thematic sessions. Districts such as Anh Son, Tuong Duong, Hung Nguyen, Nghi Loc, Con Cuong ... all organize from 1 to 3 thematic sessions. This is a flexible and innovative activity, creating favorable conditions for the direction and management of socio-economic development of the Provincial People's Committee, the People's Committees of districts, as well as solving difficult and problematic issues in practice under the authority of the People's Councils at all levels.
The organization of thematic supervision and explanation sessions of the People's Council, the Standing Committee and committees, and the People's Council delegations at all levels are interested in selecting key and central contents to remove "bottlenecks" in socio-economic development, or issues of public interest and concern.
The focus is on land management; minerals; finance - budget; forest management, protection and development; environmental protection; citizen reception and settlement of complaints and denunciations; settlement of voters' petitions...
Along with selecting key content, the Provincial People's Council and localities continue to innovate monitoring methods and approaches, especially resolutely urging and pursuing the implementation of resolutions, conclusions and recommendations after monitoring; in which, advising to include them in the working program of the Party Committee to listen and direct in order to enhance the responsibility and participation of the entire political system in resolving existing problems and limitations pointed out by the People's Council; at the same time, periodically urge and request the People's Committee to report on implementation results at the regular mid-year and year-end meetings.
2023 will continue to be the year when the Provincial and District People's Councils continue to promote information technology and digital transformation, focusing on organizing "paperless meetings" and "digital meetings".
In addition to exchanging experiences in the operation of the People's Council, the opinions exchanged and discussed at the conference also proposed that the People's Council, People's Committee and provincial departments and branches should pay attention to solving the problem in order to continue improving the quality and effectiveness of the operation of the People's Council at the district level.
In particular, it is recommended that the province study and have a policy mechanism for investing in facilities and equipment to serve digital transformation in the activities of the People's Council; study the organizational structure of a shared office for the People's Council and People's Committee at the district level at present.
Some opinions also recommended that the Provincial People's Committee and departments and branches pay attention to resolving recommendations and reflections from voters in localities under the province's authority, contributing to promoting socio-economic development and people's security.
Pay attention to monitoring the implementation of recommendations after monitoring.
Concluding the conference, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council emphasized that many key policies and tasks of the province will be focused on implementing in 2024. This is also the year to promote socio-economic development, ensuring acceleration, contributing to the good implementation of the targets for the whole period of 2021 - 2025. Therefore, it is requested that the Standing Committee, committees, delegations, delegates of the Provincial People's Council and localities urgently deploy the 2024 task plan, associated with resolving the shortcomings and limitations pointed out in 2023.

The Standing Vice Chairman of the Provincial People's Council also emphasized a number of issues that need to be implemented in the People's Council's supervision activities, focusing on the implementation and removal of difficulties and obstacles in the implementation of policies and resolutions of the Central Government, especially the Land Law (amended) recently passed by the National Assembly; specific policies and mechanisms to implement national target programs; supervising the implementation of resolutions, conclusions and recommendations through the supervision, questioning and explanation activities of the People's Council, such as granting land use right certificates; managing and using land originating from agricultural and forestry farms, Youth Volunteer Force teams, etc.
Comrade Nguyen Nam Dinh also requested the Provincial and District People's Councils to continue to innovate and improve the effectiveness of their activities in the following areas: organizing meetings; supervising; organizing explanation sessions; meeting voters, urging the resolution of voters' recommendations...; better meeting the requirements of socio-economic development of the province and satisfactorily resolving recommendations and reflections of voters and people.
