National Highway 5 through Hai Duong is 44.11 km long (from km 33+720 to km 77+830), with a designed traffic capacity of 15,000 vehicles/day and night.

The People's Committee of Hai Duong province has just decided to establish a Steering Committee for the construction of National Highway 5 through the province as a safe traffic route, with Mr. Luu Van Ban, Permanent Vice Chairman of the People's Committee of Hai Duong province, as Head of the Steering Committee.

The Steering Committee includes leaders of the Provincial Police, the Provincial People's Committee Office, the Provincial Traffic Safety Committee Office; the Departments of Construction, Education and Training, Finance, Health, Science and Technology; the Provincial Industrial Park Management Board, the Head of the Provincial Traffic Police Department; leaders of the People's Committees of Cam Giang, Binh Giang, Kim Thanh districts and Hai Duong city.

The Steering Committee is responsible for researching and proposing to the Provincial People's Committee and the Chairman of the Provincial People's Committee to develop contents, programs, work plans and tasks to build National Highway 5 through the province as a safe traffic route. Directing, guiding, inspecting and urging departments, branches, sectors, People's Committees of districts and cities to effectively organize and implement contents, tasks and solutions related to Plan No. 796/KH-UBND dated February 24, 2025 of the Provincial People's Committee on building National Highway 5 through the province as a safe traffic route.

Research and propose important, innovative models and solutions to create breakthroughs to build National Highway 5 through the province as a safe traffic route. National Highway 5 passing through Hai Duong is 44.11 km long (from km 33+720 to km 77+830), with a designed traffic capacity of 15,000 vehicles/day and night.

Currently, the actual traffic volume exceeds the design by more than 6 times, averaging more than 90,000 vehicles/day and night. National Highway 5 through Hai Duong has 17 overpasses, 156 connection points of national highways, provincial roads, district roads, urban roads and key routes; 8 industrial parks, industrial clusters, 7 schools adjacent to the road; 25 bus stops, fixed-route pick-up and drop-off points.

Traffic safety and order on the route is complicated, traffic accidents are higher year after year in all three criteria.
