Today, I am very happy and excited to attend the 15th Congress of the Vietnam Fatherland Front of Nghe An Province (term 2024-2029) with comrade Nguyen Huu Dung, Vice Chairman of the Central Committee of the Vietnam Fatherland Front. First of all, I would like to send my respectful greetings, health wishes, warm feelings and congratulations to the Secretary of the Provincial Party Committee, leaders, former leaders of the province, Heroic Vietnamese Mothers, delegates and the entire Congress.

Dear delegates and the entire Congress!
I agree and highly agree with the draft documents presented to the Congress and am very grateful for the reportage that was screened and the very practical, passionate and sincere opinions presented at the Congress. I would like to discuss some of the following contents:
1. On the results of the implementation of the work of the National Front for the 2019-2024 term:
We are implementing the Resolution of the Vietnam Fatherland Front Congress at all levels for the 2019-2024 term in the context of many international and domestic fluctuations, complexities, unpredictability, fierce competition, and tension; the Russia-Ukraine armed conflict; the outbreak of the Covid-19 pandemic causing serious consequences... In that context, promoting the tradition of solidarity and consensus, the Vietnam Fatherland Front at all levels has actively propagated and mobilized people to enthusiastically participate in patriotic emulation movements, major campaigns, contributing efforts together with the entire Party, the entire people, and the entire army, striving to achieve many important and comprehensive results in the following areas: Political stability; economic recovery and development; cultural and social issues are addressed; social security is ensured; national defense and security are strengthened; foreign affairs have achieved impressive results; Party building and rectification, anti-corruption and negativity have achieved comprehensive results; People's lives continue to improve, people's trust in the Party and State is enhanced; the strength of the great national unity bloc is constantly consolidated and enhanced.
Results of the first 6 months of 2024: GDP increased by 6.42%, social investment capital increased by 6.8%, foreign investment capital increased by 8.2%, budget revenue increased by 15.7%, trade surplus increased by 11.6%, CPI increased by 4.08%, average income per capita increased by 7.4%, enterprises returning to production and newly registered increased by 5.3%. These are vivid and telling numbers proving that the country's socio-economy in the first 6 months of the year is on the path of recovery and development, maintaining the confidence of the market and the investment and business environment.
Along with the leadership achieving great achievements in socio-economic development, Party building and rectification, and foreign affairs, the Party and State have paid special attention to the work of the Front:

The late General Secretary Nguyen Phu Trong devoted much effort to researching theories, summarizing practices, and publishing the book: "Promoting the tradition of great national unity, building our country to be increasingly rich, civilized, and happy", consistently and thoroughly demonstrating the Party's policy on the role of the people, relying on the people to build the Party and the State; on the tradition and strength of great national unity in the cause of building and defending the Fatherland.
The Politburo issued a decision to upgrade the Party Delegation of the Vietnam Fatherland Front from being directly under the Secretariat to being directly under the Politburo, a historic decision.
The Politburo issued Conclusion No. 35-KL/TW on leadership positions in the political system, accordingly, the Vietnam Fatherland Front at all levels was raised one level in the leadership position system.
In particular, the Party Central Committee has summarized 15 years of implementing Resolution No. 23-NQ/TW, issued Resolution No. 43-NQ/TW dated November 24, 2023 on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy.
The Secretariat issued Directive No. 22-CT/TW on the Congresses of the Vietnam Fatherland Front at all levels towards the 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term, with many very close and specific instructions, creating the most favorable conditions for the activities of the Vietnam Fatherland Front.
These are very important political foundations for the Vietnam Fatherland Front to carry out its tasks and strive to fulfill the noble mission assigned by the Party, State and people.

2. On the results of implementing the Resolution of the 14th Congress of the Vietnam Fatherland Front of Nghe An province, term 2019-2024.
Under the leadership and direction of Party committees at all levels, the facilitation of authorities at all levels, and the coordination of member organizations, the Vietnam Fatherland Front at all levels in the province has closely followed the grassroots, successfully implemented the Resolution of the 14th Congress of the Vietnam Fatherland Front of Nghe An province, completed and exceeded the set targets, leaving many profound impressions, recognized by Party committees and authorities, and highly appreciated by the people. I would like to emphasize the following 5 highlights:
Firstly, the Vietnam Fatherland Front of Nghe An province has been proactive and creative in propaganda and mobilization work for the people, with many outstanding and creative ways compared to other localities such as: Quickly accessing digital technology to serve propaganda and mobilization work; organizing many meaningful competitions to widely spread the policies and guidelines of the Party, State and the province to all classes of people; organizing dialogues, cultural and artistic activities to attract all classes of people to actively participate in patriotic emulation movements, major campaigns, contributing to the cause of great solidarity and the development of Nghe An province.
Second, actively propagandizing and mobilizing voters in the province to enthusiastically vote for the XV National Assembly and People's Councils at all levels for the 2021-2026 term under strict isolation conditions to prevent and fight the Covid-19 pandemic, the rate of voters in the province going to the polls reached 98.93%, the highest ever, electing enough National Assembly deputies and People's Council deputies at all levels at once. That is a number that speaks to the patriotism, national pride, and the trust of voters and people in the regime, first of all in the leadership role of Party committees and authorities at all levels in Nghe An province. Along with that, the Vietnam Fatherland Front at all levels has coordinated well to organize meetings with voters of National Assembly deputies and People's Councils at all levels; Collect and synthesize thousands of opinions and recommendations sent to the National Assembly and People's Councils for consideration and resolution according to authority, truly a solid bridge between the Party, the State and the people, contributing to promoting democracy, enhancing solidarity and consensus of society.

Third, the Vietnam Fatherland Front at all levels from the provincial to the grassroots level has focused on improving the quality and effectiveness of social supervision and criticism, and providing suggestions for building a strong Party organization and government. During the term, it organized nearly 8,500 independent supervisions, coordinated in supervising more than 7,000; organized more than 5,500 consultations and social criticisms on policies, mechanisms, projects, and socio-economic development plans of the locality, from the provincial to the grassroots level. Contributing to bringing life to local policies and guidelines. The results of the social supervision and criticism activities of the Vietnam Fatherland Front and its member organizations have been recognized and initially highly appreciated by the Party Committees, authorities, and people.
Fourth, effectively implementing patriotic emulation movements and large-scale campaigns with many good and creative ways, suitable to the specific conditions of Nghe An, the results have been mobilizing people to contribute over 5.3 million working days; donating over 4 million square meters of land; mobilizing social resources of VND 2,810 billion to build new rural areas and civilized urban areas... contributing significantly to bringing 7 district-level units and 118 communes to complete the target program of building new rural areas, 83 communes to meet advanced new rural standards, 12 communes to achieve model new rural areas in the period of 2019 - 2024.
Fifth, proactively and actively propose to the Party Committee and government, closely coordinate with member organizations to mobilize thousands of billions of VND to carry out social security work in the province. Tens of thousands of poor households and households in difficult circumstances were supported to build solidarity houses; disadvantaged families and poor households were given gifts during the Lunar New Year. The highlight is to contribute efforts and efforts with the Party Committee, government, army and people of Nghe An province to unite and join hands to "Fight the epidemic like fighting the enemy", minimize damage, ensure the safety of people's lives and property and vividly demonstrate the spirit of great solidarity of the whole province. Social security work is an outstanding activity of the Vietnam Fatherland Front of Nghe An province in the past term and clearly demonstrates the culture of Nghe An, deeply humane. Just like the two verses that I really like " Nghe An land holds the feet of people far away / Anyone who visits will remember it forever".

In addition to the achieved results, the work of the Front of Nghe An province in the past term also revealed some limitations and shortcomings as the political report has fully and seriously stated. It is recommended that the Congress focus on discussing, clarifying the causes, drawing lessons to better implement in the next term.
In summary, the Vietnam Fatherland Front of Nghe An province has completed the goals and tasks set by the 14th National Congress. Mobilizing all classes of people to unite and join hands, together with the Party Committee, government, and armed forces of the province, striving to achieve many valuable results: the total product in the area in the first 6 months of 2024 reached 6.76%, ranking 3rd in the North Central region. To date, the whole province has 10 district-level units meeting the new rural standards; 319/411 communes (77.6%) meeting the new rural standards; 83 communes meeting the advanced new rural standards; 12 communes meeting the model new rural standards. Nghe An is also a bright spot in attracting investment.
By the end of 2023, the poverty rate will be 5.19%, the rate of population participating in health insurance will reach 92.53%, the national high school excellent student exam for the 2023-2024 school year, Nghe An province will be in the Top in the rate of students winning prizes; The work of Party building and rectification, fighting against corruption and negativity will achieve comprehensive results, solidarity, democracy and social consensus will be enhanced; people's trust in the leadership role of Party committees at all levels and the management of authorities at all levels will be constantly consolidated and enhanced.
I respectfully request the delegates and the Congress to acknowledge, congratulate and commend the valuable results that the Vietnam Fatherland Front of Nghe An province has achieved in the past term.

3. On the direction, tasks and goals of the 15th Congress (term 2024 - 2029)
In the coming time, the world and regional situation will continue to have complex, rapid and unpredictable changes that will affect the domestic situation; advantages will be intertwined with difficulties, with more difficulties than advantages, and some unfavorable factors may appear, affecting social classes and strata, requiring our entire Party, people and army to promote the tradition and strength of great national unity, combine with the strength of the times, promote the spirit of self-reliance, strongly arouse the creativity of all classes of people, seize favorable opportunities, overcome difficulties and challenges, and strive to achieve even greater and more comprehensive results. In that spirit, I would like to suggest 5 contents, requesting the Congress to focus on discussing and reaching agreement for good implementation, specifically as follows:
Firstly, continue to thoroughly grasp the content of Resolution No. 43-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy". Synchronously, resolutely and effectively deploy 7 groups of tasks and solutions mentioned in the Resolution, in accordance with the specific conditions of Nghe An province. Step up propaganda and education on the glorious historical tradition of the province, strongly arouse the pride, confidence and creativity of all classes of people, strengthen social consensus, solidarity and unity: Said is done, gone is arrived, discussed is agreed, decided, the whole province is of one mind; Strive to excellently complete the goals and tasks set out by the Party Congresses at all levels for the 2020-2025 term and the 2025-2030 term.
Second, continue to innovate thinking and working methods, promote the application of information technology, adapt to the digital society to propagate and mobilize people in a comprehensive, focused, and practical manner; improve the quality and effectiveness of patriotic emulation movements and campaigns, with the motto: think honestly, speak honestly, do honestly, get real results and benefit people. Effectively implement the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" launched by the Prime Minister and the Presidium of the Central Committee of the Vietnam Fatherland Front and the Program to build "Self-governed, united, prosperous, and happy" residential areas.

Third, further promote the people's mastery, improve the substance of social supervision and criticism; contribute ideas to build a clean and strong Party and State; actively participate in preventing and combating corruption and negativity; deeply imbue with the direction of the late General Secretary Nguyen Phu Trong, in the article commemorating the 94th anniversary of the founding of the Communist Party of Vietnam: "taking "pacifying the people" as the decisive factor in all victories in the cause of building and defending the Fatherland. Mr. Nguyen Trai once said: "The core of humanity is to pacify the people"; we are his descendants, we must remember that and develop further, if the people are not at peace, we must review what we do.
I would like to report to the Congress that the supervision and social criticism of the Vietnam Fatherland Front is of a popular nature, saying what it sees, providing multi-dimensional information and the people's voice so that competent State agencies can self-examine and self-correct; carefully consider to make more accurate policies and decisions. After listening to the Front's comments, they keep asking where the evidence is? What basis? If there is evidence, then criminal proceedings will be taken, what is there to comment on? Of course, the Vietnam Fatherland Front must speak responsibly, with a constructive spirit. Speak to make it blossom and bear fruit; speak for the country to be strong, the people to be rich, for the common good, but do not speak too much, causing people to lose heart, and if no one acts after speaking, it will not work.
Fourth , if we want to innovate our thinking and working methods, if we want to improve the results and quality of work... then cadres are the decisive factor. Therefore, in this term, we must work together to promote the training, fostering and training of cadres working for the Front, with the motto: Dedication to make the people love us/Responsibility to make the people love us/Discipline to make the people respect us/Dynamic to make the people benefit. I believe that doing anything is glorious, the Party and the State assign us to do the work of the Front, we must try to fulfill our roles, and know our lessons as the late General Secretary Nguyen Phu Trong has reminded many times: The Fatherland Front does not directly make money, does not create massive, large and modern works, but under the leadership of the Party, the Front will contribute significantly to fostering the strength of the people's hearts, which is sometimes more valuable than gold, silver, and gold. I suggest that Front cadres at all levels encourage themselves not to be “greedy, angry, or ignorant”, to be happy for others when they are rich, not to try too hard, which can lead to “breaking legs, crippling arms”, and becoming disabled is miserable. The motivation for our work is that the lives of a segment of the population are still full of difficulties, we should try to do whatever we can to help them.
Fifth, in any circumstances, it is necessary to maintain the "blood-flesh" relationship between the Party, the State and the people, maintain the solidarity of organizations in the political system; solidarity between components, classes and social strata; solidarity between the ethnic majority and ethnic minorities; between this ethnic minority and another ethnic minority; between religious and non-religious people, between generations of cadres, widely gather social classes and strata, constantly consolidate, strengthen and promote the tradition and strength of the great solidarity bloc of the whole province. From there, strongly arouse the creativity of all classes of people, strive to make Nghe An a fairly well-off province in the region by 2025, and a fairly well-off province in the whole country by 2030.

4. On the personnel work of the Congress.
At the Congress yesterday afternoon, the Congress promoted democracy, consensus and consultation to elect 115 members, all of whom are capable, prestigious, dedicated to the work of the Front, and highly responsible to the country and to Nghe An. There is a reasonable structure of members, especially those who are representative of workers, farmers, intellectuals, businessmen, ethnic groups, and religions, and the members of the Standing Committee are all capable, dedicated, and responsible for their work. I believe that in this term, the Vietnam Fatherland Front Committee of Nghe An province will further enhance its role and responsibility, and will truly be a trusted address, a common home of solidarity and consensus for all classes of people in the province.
Dear delegates, dear Congress!
On this occasion, on behalf of the Party Delegation, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, I would like to sincerely thank the Standing Committee of the Provincial Party Committee, the Standing Committee of the People's Council, the leaders of the People's Committee, the National Assembly Delegation of Nghe An province, the districts, towns and cities of the province for always paying attention, creating conditions and coordinating work so that the Vietnam Fatherland Front of Nghe An province can successfully complete its tasks, contributing to the system of the Vietnam Fatherland Front nationwide to complete its noble mission. We deeply believe that, in the coming term, the Vietnam Fatherland Front of Nghe An province will perform better its core political role, mobilizing all classes of people to promote the glorious tradition of the province, continue to unite, strive to successfully implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, realizing the aspiration of building Nghe An into a province with fast, sustainable, comprehensive, civilized and modern development, imbued with the cultural identity of Vietnam and Nghe An.
I wish the Provincial Party Secretary, leaders, heroic Vietnamese mothers, former provincial leaders, delegates and the entire Congress good health, happiness and success.
