The conference was held in a combination of in-person and online formats to 8 districts, cities and 143 communes, wards and towns. Over 2,600 youth union members across the province attended the dialogue.
Comrades: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Tran Song Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Trinh Nhu Lam, Member of the Provincial Party Committee, Secretary of the Provincial Youth Union co-chaired the conference at the Provincial People's Committee bridge.
Also attending were comrade Do Viet Anh, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; leaders of the Provincial Vietnam Fatherland Front Committee, a number of provincial departments, branches, sectors, and organizations, the Provincial Social Policy Bank, the Provincial Vietnam Youth Union; representatives of young businesses and outstanding youth in various fields.
Speaking at the opening of the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized the purpose and requirements of organizing the dialogue conference, and affirmed that the province always pays attention to creating conditions for young people to have the opportunity to practice, strive, and mature, thereby promoting the youth's strength in building the homeland and the country. The contributions of young people over the past time, especially after more than 30 years of re-establishment of the province, have made an important contribution to the development of Ninh Binh.
Informing about the outstanding results in the socio-economic development of the province, the Chairman of the Provincial People's Committee emphasized the development perspective of the province in the recent period and the direction in the coming time. The Chairman of the Provincial People's Committee said: The immediate and long-term goal of the province is to strive for Ninh Binh to become a fairly developed province in the Red River Delta region by 2030 and basically meet the criteria of a centrally-run city, truly a tourist center of the region and the country, with global value.... This is a very big goal and requires great efforts.
To achieve this goal and aspiration, we need the joint efforts of the entire Party, army and people, in which youth are the main subject and important force.
For the dialogue to be successful, the Chairman of the Provincial People's Committee requested that the youth union members and delegates, in addition to their concerns about careers and jobs for young people, boldly discuss difficulties and obstacles in the leadership and direction of the Party Committee and government regarding youth work in the locality; actively contribute their efforts, ideas and intelligence to other areas that young people are interested in.
At the conference, the leaders of the Department of Home Affairs reported on the general situation of union members and youth in the province.
Accordingly, the whole province currently has over 198,000 young people (from 16 to 30 years old), accounting for 20.2% of the population and 38.4% of the social labor force in the province. Of which: Rural youth account for 82%; urban youth account for 18.
In recent years, implementing the Youth Development Program for the period 2021-2030, Ninh Binh province has had many mechanisms and policies to support and create conditions to promote the work of the Youth Union, Association, and youth movement.
Young people are allowed to participate in learning, have equal opportunities to learn, participate in scientific research, and apply scientific and technological advances to life. The level of political theory, education, and technical expertise of young people is gradually improved.
Thereby, the province's youth have been actively participating in all areas of socio-economic life, contributing to the overall development of the province.
In particular, career counseling activities for young people are carried out in many creative, flexible and effective ways such as: "Career Counseling" Festival, "Journey to vocational schools and craft villages", "Journey to experience dreams", "Exam season counseling", "Admission counseling"...
From 2017 to 2022, the Youth Union in the whole province has organized career counseling for 197,000 union members; coordinated the organization of 52 conferences on science and technology transfer for nearly 2,600 rural youth; built and supported loans in the spirit of Resolution No. 43/2018/HDND of the province for 784 youth start-up and business models, maintained 26 youth economic development groups, created jobs for over 3,000 rural youth workers...
In the spirit of frank and open exchange, at the dialogue, youth union members in the province sent nearly 30 questions to the leaders of the Provincial People's Committee and leaders of departments and branches regarding the issue of careers and employment for young people.
Many of the questions were related to issues of mechanisms and policies in solving employment for young people; the province's policies and orientations to support young people starting businesses; mechanisms and policies to solve the need for loans for young people, especially young people in rural areas; support solutions for disadvantaged young people and people with disabilities to find suitable jobs to ensure their lives; the province's support direction for young people participating in tourism economic development; solving jobs for students after graduating from university and college...
Questions from youth union members were directly and specifically answered by leaders of relevant departments, branches and agencies. Thereby contributing to solving difficulties and obstacles in supporting careers and employment for young people; at the same time providing and widely disseminating to young people about the Party's policies, policies and laws of the State and the province related to careers and employment for young people starting a business in particular as well as the work of caring for and developing young people in the province in general.
Through the dialogue, it was also affirmed that the province's policies, viewpoints, orientations and strategies have been effective, creating a favorable environment for young people to start businesses and establish careers in their homeland of Ninh Binh.
Concluding the dialogue, Chairman of the Provincial People's Committee Pham Quang Ngoc respectfully thanked the Provincial Party Committee's Mass Mobilization Committee, the Provincial Vietnam Fatherland Front Committee, the Standing Committees of the District Party Committees, City Party Committees, and Party Committees of communes, wards, and towns for their attention and creating favorable conditions for the successful organization of the dialogue conference.
Thereby demonstrating the unity in leadership and direction of Party committees and authorities at all levels towards the work of the Youth Union and youth movements; demonstrating respect and listening to the opinions of youth union members in the province.
He highly appreciated the responsible and dedicated opinions of the youth, which were accurate, based on the practical situation and the legitimate needs of the youth regarding career and employment issues; demonstrating a constructive spirit, contributing to the province's levels and sectors in better performing the task of socio-economic development.
He also acknowledged the spirit and responsibility of departments and branches when participating in answering questions from youth union members.
Regarding the recommendations of the youth at the dialogue, he assigned the Department of Home Affairs to coordinate with relevant departments, branches and the Provincial Youth Union to advise the Chairman of the People's Committee to issue a Conclusion Notice for direction and resolution. This is the basis for monitoring and evaluating the results of the implementation of the recommendations at the dialogue.
He suggested that leaders of Party committees at all levels spend more time paying special attention to the work of the Youth Union and the youth movement; authorities at all levels pay more attention to coordinating better with the Youth Union organizations at the same level, so that the Youth Union organizations have better conditions to promote their roles and responsibilities, and better perform the tasks of socio-economic development and ensuring national defense and security of the province.
It is recommended that departments and branches continue to pay attention, listen, grasp the practical situation, proactively advise the province to continue to perfect and supplement policies and guidelines to support youth, ensuring they are consistent with reality.
The Chairman of the Provincial People's Committee also requested that the Youth Union at all levels continue to innovate its methods of operation through specific actions, better performing its functions and roles of accompanying young people in their studies, career development and career development. It is necessary to convey the Party's guidelines, policies and laws of the State to young union members, in accordance with each target group, so that each young union member has the conditions to practice, contribute and mature.
The Chairman of the Provincial People's Committee hopes that each Youth Union official and each Youth Union member in the province will continue to nurture and cultivate the desire to contribute; participate responsibly and effectively in each assigned task and work; constantly cultivate, train and strive, promote the pioneering spirit and intelligence of youth to make more important contributions to the innovation of the homeland and the country.
The conference also heard a report on the implementation results of the Coordination Regulations between the Provincial People's Committee and the Provincial Youth Union Executive Committee for the period 2019-2022 and a summary of the Coordination Regulations for the period 2023-2027.
