On the morning of April 21, comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired the regular citizen reception conference in April 2025. Also attending were comrades: Nguyen Minh Tien, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Permanent Deputy Secretary of the Party Committee of the provincial Party agencies; Tran Xuan Duong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; representatives of the Provincial Party Committee Office, the Provincial People's Committee Office, the Provincial Fatherland Front Committee, the Provincial Party Committee's Internal Affairs Committee, the Provincial Inspectorate, the Provincial Military Command, the Department of Home Affairs, the People's Committee of Binh Luc district, and An Ninh commune.
At the conference, the representative of the Provincial Party Committee's Internal Affairs Committee reported to the Provincial Party Committee Secretary and the delegates attending the conference on the content of the petition of Ms. Ha Thi Hoa, residing in An Tien village, An Ninh commune, Binh Luc district (Ms. Hoa was absent without reason, although the Internal Affairs Committee - the advisory body assisting the Standing Committee of the Provincial Party Committee had sent an invitation). However, the content of Ms. Ha Thi Hoa's petition has been reviewed, considered and resolved many times by the competent authorities, but Ms. Ha Thi Hoa still does not agree with the response from the competent authorities. This is also one of the four cases in Plan 96/KH-TTCP dated March 28, 2025 of the Government Inspectorate on the inspection and settlement of prolonged complaints and denunciations, which go beyond the central level in Hanoi. The People's Committee of Ha Nam province has established a team to inspect, review and verify the process of handling complaints and denunciations, headed by the Chairman of the Provincial People's Committee.
Accordingly, Ms. Ha Thi Hoa's complaint and petition have 3 contents: First: Requesting the competent authority to consider and resolve the regime according to Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister for Mr. Nguyen Van Tan (her son). Second: Requesting the competent authority to consider and resolve for her to enjoy the worship regime for martyrs Nguyen Van Ty and Nguyen Van Tuat. Third: Requesting the State to pay attention and support her to ensure her life in old age, currently she is living alone, no one takes care of her, each month Ms. Hoa only receives 500,000 VND in regime money for the elderly.
The process of verifying and resolving the specific requests of Ms. Ha Thi Hoa is as follows: Regarding the request for consideration and resolution of the regime according to Decision No. 62/2011/QD-TTg of the Prime Minister for Mr. Nguyen Van Tan (her son). After the competent authority conducted inspection, review, and examination of the application and the attached records and papers, along with the verification results from relevant units, it was found that some information about the time of enlistment, discharge, unit, and stationing location of Mr. Nguyen Van Tan was inconsistent. The Military Command of Ha Nam province has responded in writing, stating that: Ms. Hoa's dossier requesting to resolve the policy regime under Decision No. 62/2011/QD-TTg of the Prime Minister for Mr. Nguyen Van Tan is not eligible for resolution and there is not enough evidence to prove that Mr. Quan is a soldier of Regiment 819, Military Command of Hoang Lien Son province, has time to participate in combat, serve in combat in Pha Long commune, Muong Khuong district, Hoang Lien Son province. Thus, the content of Ms. Hoa's request to consider and resolve the regime under Decision No. 62/2011/QD-TTg of the Prime Minister for Mr. Nguyen Van Tan has been examined, reviewed, verified by competent authorities and confirmed that there is not enough basis for consideration and resolution. The competent authorities have responded and instructed Ms. Hoa to complete the dossier and documents according to regulations, but up to now, Ms. Hoa has not provided legal dossiers and documents as a basis for resolution.
Regarding the content of the request for Ms. Hoa to enjoy the worship regime for martyrs Nguyen Van Ty and Nguyen Van Tuat. Through inspection, review and verification, Ms. Hoa is the niece-in-law of martyr Nguyen Van Ty and the sister-in-law of martyr Nguyen Van Tuat. Mr. Nguyen Van Binh is the nephew of martyr Nguyen Van Ty (belonging to the third line of inheritance) and the younger brother of martyr Nguyen Van Tuat (belonging to the second line of inheritance). Mr. Nguyen Van Trong (nephew of martyrs Nguyen Van Ty and Nguyen Van Tuat) is the person authorized by Mr. Binh to enjoy the worship regime for the two martyrs. Thus, the content of Ms. Hoa's request for her to enjoy the martyr worship subsidy has been inspected, reviewed, verified, responded to and affirmed by the competent authority as having no basis for consideration and resolution.
Regarding the content of the request for the State to pay attention to support her to ensure her old age, she is currently living alone, with no one to take care of her, each month Ms. Hoa only receives 500,000 VND in benefits for the elderly. Through inspection and review, it was determined that: Currently, Ms. Hoa is living stably on plot No. 158, map sheet No. PL14, An Ninh commune, area 340m2. On the plot of land, there are 2 houses, 1 flat-roofed house and a three-room house with corrugated iron roof. Since 2019, Ms. Ha Thi Hoa has reached the age of 80 and is entitled to social allowance of 500,000 VND/month (implemented according to Decree 20/2021/ND-CP of the Government).
After listening to the report on the content of Ms. Ha Thi Hoa's complaint and petition, based on the Party's regulations and the State's laws, Secretary of the Provincial Party Committee Truong Quoc Huy concluded: Assign the Provincial Party Committee's Internal Affairs Committee to establish the meeting minutes and end the settlement process according to the content of Ms. Ha Thi Hoa's complaint and petition according to the law. At the same time, the Provincial Party Committee's Internal Affairs Committee completes the documents and procedures to report to the Government Inspectorate and the Government Office on the settlement results and publicizes the settlement results on the province's electronic information portal.
Next, Secretary of the Provincial Party Committee Truong Quoc Huy received a number of citizens representing customers who bought land at the Housing Project serving Dong Van Industrial Park (Duy Tien town). At the conference, representatives of some citizens stated the reason that they had signed a contract to transfer land use rights and had paid 95% of the land value as agreed in the contract, but up to now, the issuance of the Land Use Rights Certificate (LURC) has not been carried out.
Concluding this content, Secretary of the Provincial Party Committee Truong Quoc Huy acknowledged that the citizens' requests were legitimate. The Secretary of the Provincial Party Committee requested the Provincial People's Committee to direct the relevant agencies to focus on handling relevant procedures as soon as possible according to their functions; urge and request investors to promptly complete project approval procedures. Citizens need to closely coordinate with investors to complete procedures and procedures for granting Land Use Right Certificates. It is expected that in May 2025, the province will direct specialized agencies to issue Land Use Right Certificates to households that meet the prescribed conditions. For some other households that have not completed the procedures, the provincial finance department will direct specialized agencies to coordinate with investors to conduct inspection, review, verification and issue Land Use Right Certificates according to regulations.
