Chairman of the Provincial People's Committee Le Van Dung: Quang Nam has gone through 2024 with many difficulties and great challenges. In the first 6 months of the year, the apparatus of the Provincial People's Committee and many departments and branches lacked many key positions. At one point, the Provincial People's Committee only had two vice chairmen, some departments were also short of heads; in addition, the fear of making mistakes and fear of responsibility occurred among a number of cadres and civil servants at all levels, which significantly affected the leadership, direction and operation.

In 2023 and the first quarter of 2024, the province's economy grew negatively; many businesses fell into difficult situations; many investment projects encountered difficult-to-resolve obstacles, prolonged stagnation... However, the good news is that as the end of the year approached, the province's socio-economic picture had many brighter colors. And when 2024 ended, Quang Nam's GRDP growth reached 7.1%; thus stopping the prolonged negative growth. Along with that, the total state budget revenue reached more than 27,360 billion VND, far exceeding the set plan. The economic structure of the agriculture - forestry - fishery sector accounted for 13.8%; industry and construction accounted for nearly 34%, of which industry accounted for 28.6%; services nearly 34.1%; product taxes minus subsidies accounted for 18.1%. GRDP per capita in 2024 is more than 84 million VND, an increase of 10 million VND compared to 2023.

2024 also marks a boom in import and export activities with a total import and export turnover estimated at nearly 4.5 billion USD, of which exports are over 1.9 billion USD and imports are over 2.5 billion USD... In particular, the tourism sector has much good news, as last year it received many more titles awarded by international tourism organizations and the number of visitors and revenue both surpassed 2019 - the time before the COVID-19 pandemic. The total number of visitors and accommodation in 2024 is estimated at more than 8 million (7.5 million in 2019), of which international visitors are estimated at 5.5 million; revenue from visits and accommodation is estimated at 9,200 billion VND; social income from tourism is estimated at 21,620 billion VND...

Those are very encouraging results!

Could you please tell us what solutions the Provincial People's Committee and the Chairman of the Provincial People's Committee have to achieve this growth target?

Chairman of the Provincial People's Committee Le Van Dung: The results in 2024 are one of the bases and premises for the Provincial Party Committee and the Provincial People's Council to set economic growth targets for 2025. However, it must be affirmed that this is a huge challenge. Without determination, good leadership and management methods, the participation of the entire political system, and the joint efforts of the entire population, it will be very difficult to achieve the set growth targets.

The Provincial Party Committee, People's Council and People's Committee have also identified many groups of solutions in leadership, direction, management and operation. The problem is that the implementation must be truly synchronous, drastic and effective. I want to emphasize that, right from the beginning of the year, the entire political system must join in and call on businesses and people to join hands in action with high determination and great efforts. This is a solution that must be put first, in the solidarity, unanimity and confidence in the future of the Party Committee, government and people of the whole province.

Second, it is necessary to resolutely implement the Central Government's policy on preventing corruption and waste, especially focusing on effectively fighting waste. The Provincial People's Committee has established a steering committee and will soon conduct a review of all projects, works, and facilities; wherever there is waste, we will resolutely focus on directing thorough remediation. For delayed and prolonged investment projects and works, there will be effective solutions to overcome them, complete them soon, and put them into use.

Third, it is to focus on drastic solutions to disburse public investment capital in the area. Effective disbursement of public investment capital will also contribute to economic growth.

Fourth, the government will continue to accompany and remove difficulties for businesses, so that all types of businesses, especially small and medium enterprises, including cooperatives, have conditions for production and business, create jobs for workers and have stable output for products. Only then can businesses survive and develop; and if businesses survive and develop, the province's economy can grow and develop.

One of the areas that I think is extremely important at present that we have not yet opened up and exploited well to generate revenue for the budget and economic development is the mining industry. Solving the problems in the mining industry, we will greatly facilitate the implementation of investment projects of both the State and society; and contribute to increasing the budget revenue. Therefore, in the coming time, the Provincial People's Committee will be determined in directing and operating solutions to effectively exploit this field, contributing to achieving the economic growth target of the province.

Reporter: Improving the investment environment to attract businesses to Quang Nam has always been a major concern of the province; however, the results achieved in recent years have not been as expected. In 2025, what do you expect to attract investment capital to Quang Nam?

Chairman of the Provincial People's Committee Le Van Dung: Focusing on creating a good investment environment to call for and attract domestic and foreign investors is also an important solution identified in the management of the Provincial People's Committee. There is a positive signal in 2024 that many domestic and foreign enterprises and investors have expressed their confidence in the leadership and management of the province and want to invest in Quang Nam. We can believe that the upcoming investment flow will come to Quang Nam more, including many large projects.
The Provincial People's Committee will focus on creating a good investment environment that is capable of attracting and receiving this investment capital. It is encouraging that many FDI enterprises promise to implement many large projects. Attracting social investment will create a strong driving force for economic growth, job creation and increased budget revenue.

Quang Nam's investment attraction in 2024 will be more prosperous than in 2023, when 29 new domestic investment projects were granted, with a total registered capital of VND 4,915 billion; 10 new foreign direct investment (FDI) projects were granted with a total registered capital of USD 134.85 million. To date, there are 1,157 domestic investment projects, with a total registered capital of more than VND 226.89 trillion and 201 valid FDI projects, with a total registered capital of USD 6.36 billion. During the year, 1,008 newly registered enterprises with a total registered capital of nearly VND 5,811 billion, an increase of 4.3% (VND 236.9 billion); 458 enterprises returned to operation.
