The draft report on the implementation of Decision No. 623-QD/TU of the Provincial Party Committee on promulgating the Thanh Hoa Tourism Development Program for the period 2021-2025 sets out specific targets on the total number of visitors, total tourism revenue, tourist accommodation establishments, and tourism workers in Thanh Hoa in each period.

In the 2021-2023 period, 2/4 groups of targets achieved the plan, including: Group of targets on accommodation facilities and tourism workers. Up to now, the whole province has 1,200 motels and hotels (reaching 122.7% of the 2023 tourism development plan and 114.3% of the 2025 tourism development plan) with a total of 47,300 rooms (reaching 103.9% of the 2023 tourism development plan and 105.7% of the 2025 tourism development plan). There are 51,800 workers in the tourism industry (reaching 100.38% of the 2023 tourism development plan and 83.5% of the 2025 tourism development plan); The number of trained and fostered workers is 42,560 (achieving 100.37% of the 2023 CTPTDL plan and 82.0% of the 2025 CTPTDL plan).

The remaining indicators including the number of visitors and total tourism revenue may not reach the planned target in the 2021-2025 period, due to the impact of the COVID-19 pandemic in 2021. It is estimated that from 2021 to the end of 2023, the whole province will welcome 26.46 million visitors. Total tourism revenue is estimated at VND49,266 billion.
In 3 years (2021-2023), the budget for implementing tasks from the CTPTDL source is 137,259 million VND, with the following task groups: Tourism product development project, tourism promotion, tourism environment improvement, tourism human resource development.

The planning work for the development of tourist areas and spots has basically ensured the progress and quality of planning, and the management of planning has been strengthened. Up to now, the whole province has 55 plans for tourism development, of which 45 have been approved and 10 are being researched, with about 26 planned tourist areas and spots.
In the 2021-2023 period, 3 investors were approved and the investment policy approval for 1 project expired, bringing the total number of tourism investment projects currently being implemented in the province to 81 projects, with a total registered capital of more than 146,400 billion VND. Up to now, the whole province has 58 tourism infrastructure investment projects.

Notably, resources have been mobilized to restore, embellish and promote the value of relics. At the conference, delegates basically agreed with the Draft report on the implementation of Decision No. 623-QD/TU of the Provincial Party Committee on promulgating the Thanh Hoa Tourism Development Program for the period 2021-2025. He suggested that the Department of Culture, Sports and Tourism, members of the Provincial Tourism Development Steering Committee, and some localities need to supplement assessments of objective and subjective aspects related to human resources in tourism development, especially after the COVID-19 pandemic; after recovery, the labor force working in the tourism sector is still weak and the quality is not guaranteed.
At the same time, it is necessary to have solutions to improve the quality of operations at resorts, pay attention to prices and quality of tourist services; and remove obstacles and create favorable conditions for businesses to invest in the tourism sector in the province.
Environmental management of tourism needs to be focused on, especially replacing with environmentally friendly products, aiming to build Thanh Hoa tourism green, clean, beautiful; strengthening the treatment of waste and waste in tourist areas and spots. For Cam Thuy district, there needs to be a solution to protect the water environment of Cam Luong fish stream.
In addition, it is necessary to promote the application of all Thanh Hoa tourist areas and spots to smart digital platforms. Continue to raise awareness among people and businesses in tourism development, and promote propaganda in tourism development.
