- In recent years, with the high determination of the entire political system from the province to the grassroots level and the consensus of the people, Lang Son province has effectively organized and implemented ethnic work and achieved important results.

Lang Son is a mountainous and border province with a natural area of ​​831,018 hectares, and the province's population in 2024 will be over 812,000 people. Of which, the Kinh ethnic group accounts for 16.09% of the population, and ethnic minorities account for 83.91% of the population. The whole province has 11 district-level administrative units; 200 communes, wards and towns, of which 199 communes are in ethnic minority and mountainous areas, including 103 communes in area I, 8 communes in area II and 88 communes in area III according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister.

In the period of 2019 - 2024, despite facing many difficulties and challenges such as the impact of the COVID-19 pandemic, natural disasters, and climate change, with the close and timely leadership and direction of the Provincial Party Committee, the close and effective supervision and coordination of the Provincial People's Council and agencies in the political system, the efforts of the People, the Provincial People's Committee has focused on directing the implementation of ethnic work, ethnic programs and policies, socio-economic development tasks, ensuring synchronous and comprehensive national defense and security, with many flexible and creative management solutions, suitable to the actual situation.

Thereby, the socio-economic situation, material and spiritual life of the people in ethnic minority and mountainous areas in the province are stable, gradually developing, social security is ensured, political security, social order and safety, national border sovereignty are maintained. Ethnic people are excited, confident in the leadership of the Party, management and administration of the State; always uphold the spirit of solidarity, promote internal strength, actively work, produce, and build the homeland.

The province's economy is developing steadily, with an average GDP growth rate of 6.27% in the 2019-2023 period. The economic structure is shifting towards increasing the proportion of industry and decreasing the proportion of agriculture and forestry. The average income per capita in 2019 reached 43.4 million VND, estimated to reach 61.9 million VND by the end of 2024.

The socio-economic infrastructure in the province has received investment attention, many key works and projects have been completed and put into use, creating growth momentum, promoting socio-economic development, notably the Bac Giang - Lang Son expressway (Bac Giang - Chi Lang section); has started and is speeding up the construction progress of the Huu Nghi - Chi Lang border gate expressway, the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, renovating and upgrading National Highway 4B section Km3+700-Km18 and section Km18-Km80...

The movement to build rural roads and bridges continues to receive attention and is supported by the people, bringing many positive results. The rate of communes with asphalt or concrete roads to the commune center increased from 77.6% in 2019 to 98.3% in 2024; the rate of villages with hardened roads to the village center increased from 41.8% in 2019 to over 87% in 2024; up to now, 100% of communes have national grid electricity, the rate of households using electricity is over 99%, the rate of rural people using clean water is 98.5%.

National target programs are focused on drastic direction, organized and implemented synchronously and effectively. The number of communes meeting new rural standards as of 2019 was 61/207 communes, accounting for 29.5%, by the end of 2023, 98/181 communes met new rural standards, accounting for 54.1%, it is estimated that in 2024, the whole province will have 11 more communes meeting new rural standards. The average poverty reduction rate is over 2.9%/year; the poverty rate of the province in 2019 was 10.89%, by the end of 2024 it is estimated to decrease to 4.02%, achieving the set plan target. The appearance of the countryside has changed significantly, the material and spiritual life of the people has been improved, social security has been ensured; the gap in living standards between ethnic groups and regions in the province has been gradually reduced.

The work of preserving and promoting the value of revolutionary historical relics and national cultural heritages associated with tourism development has been implemented synchronously and effectively. The quality of education in ethnic minority and mountainous areas continues to be improved. The scale and network of schools and classrooms have been expanded; facilities and equipment for teaching, learning and daily activities of ethnic boarding and semi-boarding schools, and schools in particularly disadvantaged communes have been invested in towards national standard schools. The number of preschool children attending school and students attending general education has been maintained at over 99%; to date, the province has 295 national standard schools (including: 102 preschools, 87 primary schools, 94 secondary schools, and 12 high schools). The work of protecting and taking care of people's health, especially ethnic minorities, has been given attention and focus. The system of commune health stations and district-level general hospitals has been invested in and upgraded; the team of doctors and nurses continues to be supplemented to ensure quantity and quality to meet the people's medical examination and treatment needs. It is estimated that by the end of 2024, 200 communes will meet the National Criteria for Commune Health, with 11.4 doctors and 33.6 hospital beds per 10,000 people, the rate of people participating in health insurance is estimated at 94.45%; 100% of the poor and ethnic minorities in extremely disadvantaged communes, and children under 6 years old will be granted free health insurance cards.

The socio-political situation is stable, national defense and security are ensured, and national border sovereignty is maintained. Party building and political system building have achieved many positive results; the great national unity bloc continues to be consolidated and strengthened, and people's trust in the Party and State is increasingly enhanced.

Promoting the achieved results, in the period of 2024 - 2029, the Provincial Party Committee, Provincial People's Council, Provincial People's Committee will continue to focus on leading and directing the implementation of ethnic work and ethnic policies associated with socio-economic development goals, ensuring national defense and security. Therein, focusing on the following 10 key groups of tasks and solutions:

Firstly, continue to thoroughly grasp and effectively implement the Party's policies and the State's laws on ethnic affairs and ethnic policies, raise awareness and responsibility of all levels and sectors in organizing implementation; pay attention to promoting the implementation of propaganda and dissemination of laws for ethnic minority and mountainous areas.

Second, promote the development of agricultural and forestry economy to increase people's income. Effectively organize and implement projects to develop agricultural and forestry production, promote the potential and strengths of regions to produce goods according to the value chain; implement models of linking production, processing and consumption of products. Invest in building infrastructure to serve agricultural and forestry production; encourage investment in developing supporting industries in agriculture.

Third, increase investment in building infrastructure to serve production and life of people in ethnic minority and mountainous areas, focusing on synchronous development of transport infrastructure, irrigation, electricity systems, telecommunications services... Continue to implement planning to arrange and stabilize population associated with investment in infrastructure development and new rural construction.

Fourth, promote research, application and transfer of scientific and technological advances to serve the socio-economic development of ethnic minority areas. Build, maintain and develop collective brands, certification brands, geographical indications for key products and local specialties.

Fifth, promote the development of trade, services and tourism in ethnic minority areas. Step up the implementation of support for agricultural production households, individual business households, cooperatives and cooperative groups to register to participate in e-commerce platforms. Develop eco-tourism, historical tourism, community tourism and discovery tourism products. Attract investment projects to exploit and develop tourism products with strengths of the province and ethnic minority and mountainous areas.

Sixth, improve the quality of human resources in ethnic minority areas, increase investment in facilities, teaching and learning equipment, and living services for ethnic boarding and semi-boarding schools, and schools in particularly difficult areas towards national standard schools. Improve the quality of vocational education, create jobs for ethnic minorities; focus on training, planning, building and developing on-site staff of ethnic minorities. Build a database on ethnic work.

Seventh, continue to carry out well the work of health - population, health care for people in ethnic minority and mountainous areas; improve the quality of medical examination, treatment and health care for the people; pay attention to primary health care and prevention work, proactively prevent diseases, promptly handle situations when epidemics occur.

Eighth, preserve and promote the fine traditional cultural identity of ethnic minorities, increase State investment and promote socialized resources for cultural development; promote the role of artisans and subjects in preserving and developing ethnic cultures in conjunction with local economic, social, tourism and service development.

Ninth, strengthen national defense, security, social order and safety in ethnic minority and mountainous areas. Focus on propaganda, mobilization, and raising awareness of ethnic minorities to promptly identify, proactively fight, prevent, and neutralize the plots, tricks, and activities of hostile forces. Continue to promote the role of prestigious people among ethnic minorities.

Tenth, improve the effectiveness of coordination between all levels and sectors with the Fatherland Front and socio-political organizations in implementing ethnic work and ethnic policies; promote the initiative, self-awareness, will and aspiration of ethnic minorities.

With patriotism, self-reliance, aspiration to rise up, national pride of ethnic minorities, together with the attention of the Party, State and the whole society, we believe that ethnic minorities in Lang Son province will continue to unite, promote potential, advantages, innovate, create, strive to improve the quality of life and make greater contributions to the rapid, comprehensive and sustainable development of Lang Son province in the coming time.
