Due to the impact of storm No. 3, from September 7-8, the province experienced heavy rain and thunderstorms, causing some damage to property and crops. This storm is assessed to have complex developments, wide circulation, and great impact, so proactive response work before and after the storm is focused on by all levels and sectors.

The Provincial People's Committee has issued documents and telegrams on focusing on urgent response to storm No. 3, proactively preventing, promptly responding, protecting the safety of State assets and people's lives and assets. Right from the morning of September 7, when the storm was about to make landfall, Chairman of the Provincial People's Committee Bui Van Quang and leaders of departments and branches directly inspected and directed the response to storm No. 3 in some localities in the province.

As of 6:00 a.m. on September 8, storm No. 3 had affected and caused damage in most districts, cities and towns in the province. Specifically, 2 people in Tam Nong and Thanh Thuy districts were injured; 178 houses were damaged by fallen trees and roofs; 4 houses were affected by landslides. Regarding agriculture, 21 fish cages in Thanh Thuy district were broken; in Viet Tri city and Thanh Thuy, Thanh Son, Yen Lap, Phu Ninh districts, many rice and crop areas were flooded, urban trees were fallen and broken. Natural disasters also caused 9 schools, 3 cultural houses, many low-voltage power poles to fall... along with some other damages.

Authorities supported Mr. Nguyen Xuan Huy's family - Zone 2, Te Le Commune (Tam Nong District) to move their assets to a safe location.

Immediately after grasping the situation, all levels, sectors and localities focused on directing, increasing human and material resources, mobilizing forces to support people to quickly overcome the consequences, stabilize their lives and production.

Yen Lap is one of the areas heavily affected by this natural disaster, with 121 houses having their roofs blown off, 19,300 m3 of soil and rock were eroded; 7 cultural houses, schools, and the commune People's Committee office were blown off and damaged; over 2,000 hectares of rice, corn, and forestry trees were broken and flooded. For households whose roofs were blown off, the district directed localities to mobilize on-site forces and means to urgently support people to overcome the consequences.

In the immediate future, help households whose roofs have been blown off or whose walls have collapsed to move to safe areas. For households whose roofs have been partially blown off, urgently support them with roofing and rebuilding so that they can stabilize their lives. At the same time, coordinate with other forces to support people with food and supplies, ensuring their lives during the time of sheltering from storms and floods. In particular, affected schools are urgently being repaired to ensure teaching and learning activities.

The storm knocked down trees and crashed into the multi-purpose roof of Ngoc Lap Secondary School, completely damaging the iron frame, corrugated iron roof, and breaking the pillar system. Teacher Hoang Duc Giang - Principal of Ngoc Lap Secondary School said: "After the natural disaster occurred, the school made a preliminary assessment of the damage, reported to the district, local authorities, and the Department of Education and Training. At the same time, the school had a proactive plan to overcome the situation, mobilize forces to clear the corridor, and ensure that students can return to school tomorrow.

However, there are still some sections of the road leading to the area that are flooded and cut off by rapids and streams. We are closely monitoring the weather and will issue the most appropriate announcements based on the specific situation to ensure the safety of students when they return to school.

In Thanh Thuy, the entire district had 9 classrooms, 21 houses with roofs blown off, 6 households had trees falling on their houses; 18 hectares of rice and corn were broken and partially flooded. Notably, the entire district had 20 fish cages on Phuong Mao Lake, Tu Vu Commune broken, 1 fish cage on Da River in Doan Ha Commune sank, losing over 11 tons of commercial fish. Preliminary estimates show that the total damage caused by storm No. 3 in the district is about 5 billion VND.

It is known that immediately after the storm occurred, the leaders of Thanh Thuy district, together with local leaders, directly went to inspect the situation, overcome and count the damage; directed the People's Committees of communes and towns to mobilize forces to support households in evacuating people and property to safe places and promptly take the injured to the District Medical Center for emergency treatment; quickly cleared fallen trees on the road to avoid affecting traffic on the routes.

Along with Thanh Thuy district, Thanh Son district also proactively took measures to respond to storm No. 3 such as evacuating 142 households in Yen Son, Thuc Luyen, Son Hung, Van Mieu communes and Thanh Son town out of flooded areas and areas at high risk of flooding.

Tam Nong district suffered 8 houses damaged, of which 1 collapsed, 7 houses had their roofs blown off; nearly 200 hectares of rice, crops, and bananas were broken and flooded; 10 electric poles were broken. We were present in Te Le commune, 1 of 3 communes in the low-lying area of ​​the district affected by storm No. 3, causing households in the riverside area to be flooded due to the rising water level of the Bua river.

Comrade Do Hung Son - Vice Chairman of the District People's Committee, Deputy Head of the District's Flood and Storm Prevention and Control Steering Committee informed: "In the face of the situation where the water level of the Bua River continues to rise rapidly, at 10:00 a.m. on September 8 it was above alert level 3, the District Flood and Storm Prevention and Control Steering Committee has directed the People's Committees of communes and towns, especially the three low-lying communes of Te Le, Quang Huc, and Bac Son, to concentrate human and material resources to overcome the consequences and promptly support flooded families to relocate their assets; focus on clearing fallen trees along the road so as not to affect traffic. At the same time, request localities and Tam Nong Irrigation Enterprise to clear the flow to drain the water and protect production".

Thunderstorms also affected the power grid, causing 139 power outages affecting nearly 739,800 customers. The Electricity Industry quickly inspected and assessed the situation, and developed plans to repair and overcome the damage. As of 11:00 a.m. on September 8, more than 59,400 customers had their power interrupted, 17 power lines had not been restored, and troubleshooting and incident detection work was still underway to restore power to customers as soon as possible.

Storm No. 3 has now weakened into a tropical depression in the Northwest region. From now until the end of the year, there is still a possibility of storms and storm circulations affecting the province, so it is necessary to actively and proactively take response measures.
