Concentrating on construction ahead of schedule for Quang Ngai - Hoai Nhon Expressway Project

Construction units of the Quang Ngai - Hoai Nhon Expressway Project are increasing personnel and equipment, organizing construction in 3 shifts and 4 crews to complete the project by the end of 2025, 8 months ahead of schedule compared to the contract.





Construction of North - South Expressway Project
Construction units are paving the first kilometers of asphalt concrete at the Quang Ngai - Hoai Nhon Expressway Project.

Quang Ngai – Hoai Nhon Expressway is one of 12 component projects of the North-South Expressway in the East, which started construction in 2023 and is the section with the largest investment capital, of which the highlight is the 3 tunnels through the mountains. Tunnel No. 3 connecting Quang Ngai and Binh Dinh provinces is 3.2 km long, and when put into use, it will be the 3rd longest road tunnel in the country after Hai Van Tunnel and Deo Ca Tunnel.

Mobilizing huge resources

To speed up the construction progress of the Quang Ngai - Hoai Nhon Expressway Component Project, the construction units mobilized more than 4,000 personnel and 1,750 machines and equipment to organize 50 construction teams along the entire route, working in 3 shifts, with tunnel items under construction 24/7.

A representative of Deo Ca Group (the leading unit of the consortium) said that up to now, the entire project has completed the construction of the main roadbed with more than 9 million m3 of fill. In the XL1 package, the contractor is carrying out asphalt concrete paving, aiming to complete the asphalt concrete paving of about 20% of the route length by the end of this year, if the weather conditions are favorable, to be eligible to implement traffic safety items.

Regarding the tunnels, tunnels No. 1 and No. 2 have completed construction, while tunnel 3 has excavated 3,500 m out of a total length of 6,400 m (reaching more than 53% of the volume). Regarding the bridge system, 77 bridges have been constructed simultaneously, of which 27 bridges have deployed girder installation and bridge deck construction.

Regarding the road, immediately after receiving the full handover of the site and materials from the locality in June 2024, taking advantage of the little remaining time of the dry season, in just over 2 months, the contractor mobilized maximum equipment to fill more than 4 million cubic meters of soil, an average of about 75,000 cubic meters of soil per day, and has basically completed the roadbed.

In addition to increasing resources, as the main contractor, Deo Ca Group has reduced the workload of slow-progressing subcontractors, added 7 new construction points directly implemented and controlled by Deo Ca.

At the same time, 13 cement concrete stations will be arranged along the route to promptly serve the construction of the cement reinforcement layer, install 2 asphalt concrete stations and continue to install 3 more stations in the fourth quarter of 2024 to serve the project. Precast components, traffic safety equipment, and electromechanical equipment will also be produced in parallel and gathered at the construction site to be ready for installation upon completion of the construction.

According to Mr. Nguyen Quang Huy - General Director of Deo Ca Group, up to now, the construction output of the entire Project has reached nearly 6,000 billion VND, equivalent to about 45% of the total volume. It is expected that by the end of 2024, the project output will reach more than 8,000 billion VND, equivalent to 60% of the total construction volume.

Try to finish 8 months early

Not only mobilizing increased resources, Deo Ca Group also combined other measures to speed up the progress of the entire project.

In particular, the NATM tunnel construction method - Deo Ca system researched and improved by Deo Ca engineers was applied to tunnels 1 and 2, helping to speed up the excavation and tunneling work 3 - 5 months earlier than required.

This construction method is also being applied to speed up the progress of tunnel No. 3 - the critical path to complete the project by the end of 2025. The NATM tunnel construction method - Deo Ca system has been approved by the Intellectual Property Office in the form of a patent application in Decision No. 86294/QD-SHTT dated July 18, 2024.

Responding to the 500-day and night campaign to complete 3,000 km of the North-South Expressway by 2025 launched by the Prime Minister, the contractor has increased personnel, machinery and equipment, and organized scientific and continuous construction to speed up production.

Mr. Nguyen Quang Huy said that the contractor was only handed over the entire cleared site at the end of June 2024. Immediately after receiving the full site handover and the material mines were fully provided, the contractors are speeding up the construction of all items on the site. Deo Ca Group has re-established the overall schedule with the goal of completing the project 8 months ahead of schedule.

Specifically, by September 30, 2024, the embankment will be completed; by December 31, 2024, tunnel 1 and tunnel 2 will be completed; and by April 30, 2025, tunnel 3 will be opened, aiming to complete the project by December 31, 2025.

Previously, the site handover work of Quang Ngai had repeatedly "broken" the progress when the handover date was repeatedly postponed from December 31, 2023 to April 30, 2024. However, in reality, the clean site handover was not completed until June 30, 2024, and by the end of August 2024, there were still some residential power lines and technical infrastructure works on the route that had not been relocated.

According to the contractor representative, the site handover was later than planned, causing the contractor to miss the “golden time” of the dry season to carry out the embankment work. From the time the site was handed over to now, about 2 months have passed, which is also the time of entering the rainy season, making it difficult for the road construction.

“According to the contract, August 2026 is the deadline for completing the project. However, with the capacity and efforts of the consortium of contractors, the strong direction of the Ministry of Transport and the support of the locality, we will speed up the progress to complete the project on December 31, 2025. If the site is handed over as planned and the material mines are resolved earlier, the project can be completed even earlier,” said Mr. Huy.
