• STRICTLY HANDLING NEGATIVE BEHAVIORS IN HANDLING ADMINISTRATIVE PROCEDURES
Accordingly, the Chairman of the Provincial People's Committee requested departments and agencies under the Provincial People's Committee, the Provincial Police, and People's Committees of districts and cities to proactively and synchronously organize the implementation of tasks and solutions in the Government's resolutions and the Prime Minister's directives on socio-economic development; at the same time, promote more strongly and drastically the reform of administrative procedures and improve the business environment substantially and effectively.
Focus on thoroughly reviewing, recommending and reporting to competent authorities on plans to reduce and simplify regulations and administrative procedures related to investment, production, business activities and people's lives, ensuring a reduction of at least 30% of administrative procedure processing time and at least 30% of business costs; recommending the abolition of 30% of unnecessary business conditions; reporting implementation results to the Department of Finance according to regulations; implementing procedures related to enterprises in the electronic environment, ensuring smoothness, continuity and efficiency.
Regularly and promptly advise the Chairman of the Provincial People's Committee to announce and fully and accurately publicize information on administrative procedures on the National Database on Administrative Procedures, the Provincial Administrative Procedure Information System, the Provincial Electronic Information Portal and the websites of agencies, units and localities. Continue to review and advise on the full publication of internal administrative procedures between state administrative agencies under the direction of the Chairman of the Provincial People's Committee.
Correctly determine the scope and authority to issue internal administrative procedures for review and simplification according to authority or submit to competent authorities for approval of simplification plans. Focus on reviewing, developing and advising the Provincial People's Committee to issue documents to implement plans to reduce and simplify internal administrative procedures approved by the Prime Minister, Ministers, Heads of ministerial-level agencies and Chairman of the Provincial People's Committee.
The Department of Industry and Trade proactively coordinates with functional units of the Ministry of Industry and Trade and relevant agencies to monitor and closely follow the situation, have appropriate and timely management solutions and measures to ensure a stable supply of gasoline and oil, provide enough electricity to serve production, business and people's lives; and avoid shortages and interruptions in any situation.
In addition, promptly and substantially resolve difficulties, obstacles and recommendations of people and businesses. Strictly implement administrative discipline and order, create strong changes in working style and manners; proactively resolve work according to assigned functions, tasks and powers with the highest sense of responsibility, resolutely not allowing the situation of shirking or avoiding responsibility; promptly detect and strictly handle acts of harassment, annoyance and negativity to consolidate and strengthen the trust of people, businesses and investors.
Continue to improve the effectiveness of receiving and resolving feedback and recommendations from citizens and businesses in the process of handling administrative procedures by administrative agencies at all levels. Strictly handle officials, civil servants and public employees with negative attitudes and behaviors, harassment in performing official duties and handling administrative procedures.

• PROMOTING COMPREHENSIVE DIGITAL TRANSFORMATION OF THE PROVINCE
The Chairman of the Provincial People's Committee also requested the synchronous implementation of strong and breakthrough solutions to develop science and technology, innovation, creativity, digital transformation, and high-quality human resources. Agencies, units, and localities urgently carry out the assigned tasks in Plan No. 09/KH-UBND dated January 24, 2025 of the Provincial People's Committee to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 193/2025/QH15 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation, creativity and national digital transformation.
The Provincial Police Department presides over and coordinates with relevant agencies and units to promptly advise the Provincial People's Committee to direct and organize the implementation of Project 06 tasks in the province and share data among sectors, promote comprehensive digital transformation of the province, create economic growth momentum based on science and technology, data, digital technology and innovation.
Strengthen economic diplomacy and technological diplomacy, especially in the fields of semiconductors, digital transformation, innovation, startups... to attract investment, promote trade, develop science and technology and emerging industries suitable for the locality.
