Urge Da Bac district to speed up the implementation of national target programs

Comrade Dinh Cong Su, Vice Chairman of the Provincial People's Committee, and the working delegation inspected the progress of road repair from Trung Thanh commune to Yen Hoa commune (Da Bac).

Up to now, the People's Committee of Da Bac district has issued synchronous documents directing and guiding the implementation of the National Target Programs and the 2025 plan. At the same time, it has focused on directing and urging the acceleration of the disbursement progress of capital sources in 2024, which are allowed to be extended to 2025, and the capital plan for 2025 must ensure the set progress. The total capital plan assigned in 2025 of the National Target Programs is 123,948 billion VND; currently, it has not been disbursed, and is submitting to the District People's Council to supplement the 2025 Public Investment Plan according to regulations.

Working with the delegation, the leaders of Da Bac district reported specifically on the implementation of projects in the National Target Program in 2024. In particular, they mentioned difficulties and obstacles for some sub-projects assigned to the Commune People's Committee as the investor; projects supporting production development according to the value chain; some projects under the National Target Program for Sustainable Poverty Reduction... In addition, because the career capital of the National Target Programs is often allocated late, it affects the progress of program implementation. Based on the reality, the District People's Committee proposed to the Provincial People's Committee a number of contents related to increasing development investment capital for Project 4, the National Target Program for socio-economic development in ethnic minority and mountainous areas; considering reducing the local budget counterpart ratio to implement the National Target Programs for special districts such as Da Bac.

The provincial working group analyzed the obstacles that need to be resolved to speed up the implementation and disbursement of projects from now until the end of June 2025. Thereby, urging Da Bac district to urgently review the contents, have a suitable capital transfer plan to increase the workload, strive to complete the capital disbursement plan of 3 National Target Programs, and improve the efficiency of capital use.

Concluding the working session, Mr. Dinh Cong Su, Vice Chairman of the Provincial People's Committee, requested the leaders of the Da Bac District People's Committee to absorb the opinions of the working group, review the contents with the determination to speed up the progress and ensure the quality of the implementation of the National Target Programs. According to the Vice Chairman of the Provincial People's Committee, Da Bac District closely follows the direction in Official Dispatch No. 275/UBND-KTTH, dated February 24, 2025 on the implementation of the National Target Programs in 2025 in the province. In particular, focusing on reviewing the implementation and disbursement of programs, sending proposals for adjustment and capital transfer to the Department of Finance before April 9, 2025 for synthesis in the whole province, and submitting to the Provincial People's Committee before April 15.

The Vice Chairman of the Provincial People's Committee assigned the Department of Construction to urgently appraise and coordinate with Da Bac district in speeding up the progress of resettlement projects in the district. He requested the Department of Agriculture and Environment and the Department of Ethnic Minorities and Religions to strengthen coordination and unify the approach with the locality to increase the disbursement rate of capital for the 3 National Target Programs from now until the end of June 2025.

Emphasizing the determination of the Provincial People's Committee, the Vice Chairman of the Provincial People's Committee requested Da Bac district to have the highest political determination in implementing public investment projects in general, implementing national target programs in the district in particular, striving to complete the capital plan for 2024 - 2025, and soon putting works and projects into operation so that people can benefit.
