Urging to promote disbursement of public investment capital in 2025

Accordingly, the Chairman of the Provincial People's Committee requested the departments and agencies under the Provincial People's Committee, the People's Committees of districts, towns and cities to seriously, drastically, synchronously and effectively implement the tasks and solutions according to Official Dispatch No. 32/CD-TTg dated April 5, 2025 of the Prime Minister and Directive No. 01/CT-UBND dated March 18, 2025 of the Chairman of the Provincial People's Committee; identifying this as one of the top key political tasks that need to be prioritized for leadership and direction in 2025.

Focus on implementing flexible, creative, timely and effective measures and solutions to drastically promote the implementation and disbursement of public investment capital and the three national target programs; speed up the progress of major and key projects and works.

Focus on accelerating site clearance and construction progress, removing difficulties and obstacles related to land and resources. Proactively review and advise on transferring capital between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations.

Continue to effectively implement the activities of the Inter-sectoral Working Group to promote the disbursement of public investment capital plans and national target programs in 2025 in the province according to Decision No. 427/QD-UBND dated March 21, 2025 of the Provincial People's Committee Chairman to inspect, urge, remove difficulties and obstacles, and accelerate the disbursement of public investment capital in 2025 at departments, branches, district and commune levels and investors.

The Chairman of the Provincial People's Committee assigned the Department of Finance to monitor and urge the implementation of the above contents by agencies and units; promptly report to the Chairman of the Provincial People's Committee and the Provincial People's Committee on issues that are difficult or beyond their authority. Preside over and prepare detailed reports and assessments on the disbursement of public investment capital, 3 national target programs of departments, branches, People's Committees of districts, towns, cities, and investors; propose the Provincial People's Committee and the Chairman of the Provincial People's Committee to commend branches and localities with good disbursement, criticize and review the responsibilities of agencies and localities with slow disbursement at the regular monthly meetings of the Provincial People's Committee.
