On the flower-filled streets of Hoa An commune (Phu Hoa district) these days, red flags with yellow stars flutter in the wind to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day. The people of Hoa An commune now not only worry about food and clothing like many years ago but also contribute and join hands in important political events of the country.

Excited when the locality just received the certificate of recognition as a model new rural commune, Ms. Dang Thi Phin in Dong Binh village said: I am very happy and excited about the remarkable changes of my commune, especially the convenient transportation system for people to travel and transport agricultural products.

Building a new rural area has brought Hoa An many advantages in economic development, creating motivation to help people feel secure in taking care of production, gradually improving income and improving life.

According to Mr. Nguyen Ngoc Dang Khoa, Chairman of Hoa An Commune People's Committee, clearly identifying the important significance of building new rural areas in promoting sustainable socio-economic development and improving people's lives, after achieving the advanced new rural standards in 2021, the commune will continue the roadmap to build a model new rural area. To achieve the set goals, the locality mobilizes many resources to invest in infrastructure, transportation, irrigation to serve production and replicate model models.

“Thanks to the synchronous implementation of many solutions, the value of agricultural production in the commune has increased annually. The commune has 3/5 villages achieving model new-style rural residential areas, 4 model new-style rural gardens and 1 smart village; the average income per capita reaches more than 66.59 million VND/person/year; the multidimensional poverty rate is 2.57%; there are 4 products recognized as OCOP and many models applying high technology, 4.0 technology into production…”, Mr. Khoa said.

Coming to the advanced rural commune of Hoa Thinh (Tay Hoa district) today, everyone can easily feel the new vitality as well as the prosperous life present in every house. The narrow, bumpy, potholed inter-village and inter-hamlet roads have now been upgraded to be spacious and smooth. The abandoned mixed lands have been transformed into lush fruit gardens.

Welfare facilities, schools, medical stations, cultural houses, etc. have been invested in and built spaciously. Rows of straight lamp posts, illuminating every alley, contribute to creating a new look and new spirit of a rich and beautiful countryside.

Talking about the changes in the countryside, Mr. Nguyen Tan Luc, Party Cell Secretary and Head of My Xuan 1 Village said: The New Rural Development Program has brought practical benefits, in line with the wishes of the people.

Previously, Hoa Thinh commune was poor, life was difficult, the village roads were small and narrow, there was no electricity, people just made a living day by day. But now it has changed completely, people are very excited, grateful for the attention of all levels and sectors to support the people to build the village more and more civilized and beautiful.

There is no end point

It can be affirmed that the program of building new rural areas is a major and correct policy of the Party and the State, comprehensively changing the rural areas, and at the same time creating livable countryside. Through building new rural areas, the role of the people is increasingly affirmed, the infrastructure system is increasingly invested and promoted effectively, meeting the needs of production development and serving people's lives. Also from new rural areas, many good models and new production methods in the direction of linkage and integration of multi-values ​​have contributed to increasing income for rural people.

To date, the province has 64 communes meeting NTM standards, 20 communes recognized as meeting advanced NTM standards and 4 communes meeting model NTM standards; there are 5 smart NTM villages, 29 model NTM residential areas and 35 model NTM gardens.

In 2025, the province will continue to focus resources on building new rural areas, striving to have no communes with less than 15 criteria. Communes that have met new rural standards will continue to strive to improve the quality of criteria, build advanced new rural areas, and models associated with civilized urban areas.

Although there are many difficulties and challenges ahead, with high determination, Phu Yen strives not to interrupt the program of building new rural areas when organizing and rearranging administrative units, aiming to build increasingly prosperous rural areas in the province.

From the achieved results, the province is actively striving to complete the goals for the 2021-2025 period.

Currently, the entire political system is focusing on implementing the arrangement of administrative units and moving towards merging provinces and communes and not organizing the district level. In the immediate future, as soon as the merger is completed, the Provincial New Rural Area Coordination Office will proactively review and advise the Provincial People's Committee on relevant documents to ensure that they are suitable to the situation, so that the work of building new rural areas is not interrupted.

According to Mr. Nhan, in the coming time, the unit will continue to closely follow the viewpoints, goals and directions that have been set out in the implementation of new rural construction in the province. At the same time, closely monitor the implementation of merging provinces and communes and not organizing at the district level to advise on adjusting targets and tasks to ensure they are consistent with reality; strive with the highest determination to achieve the goals set out according to the plan of the Provincial People's Committee.
