The National Assembly has just voted to pass the ID Law (effective from July 1, 2024), to replace the CCCD Law. With the name change from the CCCD Law to the ID Law, the CCCD card will also have a new name: ID card.
Currently, there are many types of identification documents coexisting, including: 9-digit identity card, 12-digit identity card, barcode CCCD card, and chip-embedded CCCD card.
Having another type of identification document called an ID card makes many people wonder: Is the issued ID card or CCCD card still valid, do we need to re-issue it?
From July 1, 2024, the CCCD card will have a new name: ID card.
Use until expiration date
Regarding the above issue, the Law on Identity Cards reserves Article 46 to regulate transitional provisions.
Accordingly, CCCD cards issued before the effective date of this law (July 1, 2024) are still valid until the expiration date printed on the card. Citizens, when in need, will be issued an ID card.
For ID cards that are still valid, the law clearly states that they can be used until December 31, 2024.
Legal documents issued using information from ID cards and CCCDs shall retain their validity; state agencies shall not require citizens to change or adjust information about ID cards and CCCDs in issued documents.
Another question is raised: after December 31, 2024, all types of ID cards will expire, but the new law will not take effect until July 1, 2024 (to issue ID cards - PV); so during this waiting period, how will people use their ID cards?
Clause 3, Article 46 of the Law on Identification stipulates: CCCD and ID cards that expire from January 15, 2024 to before June 30, 2024 will continue to be valid until June 30, 2024.
Previously, when discussing the draft Law on Identity Cards, some opinions suggested not to continue changing the name of the law and the name of the card to identity card.
However, the National Assembly Standing Committee said that changing the name to ID card also helps make state management more scientific, serving the digital transformation, digital economy, digital society; creating favorable conditions for people to participate in social activities, administrative and civil transactions.
"The National Assembly Party Delegation has asked the Politburo for opinions on this content and the Politburo has agreed and highly agreed on the use of the name of the Law on Identification and Identification Card as submitted by the Government," the National Assembly Standing Committee informed.
The National Assembly passed the Law on Identity Cards, replacing the 2014 Law on Citizen Identification Cards.
How has the CCCD card changed over the past 9 years?
In 2014, the National Assembly issued the CCCD Law, which took effect on January 1, 2016. The Ministry of Public Security has deployed the issuance of CCCD cards with barcodes to citizens, replacing 9-digit and 12-digit ID cards.
Due to limitations in facilities and technology, at this time only 16/63 provinces and cities are qualified to pilot the issuance of barcoded ID cards. In the remaining 47 localities, the issuance of ID cards is still carried out according to the old regulations.
This leads to 3 types of identification documents with the same validity, including: 9-digit ID card, 12-digit ID card and barcode CCCD.
In 2021, the Ministry of Public Security will issue chip-embedded ID cards instead of barcode ID cards. Chip-embedded ID cards are assessed to have high security and large storage capacity compared to barcode ID cards.
The chip-embedded CCCD also allows the integration of many accompanying applications such as digital signatures, public key security infrastructure, biometrics, one-time passwords, etc.
To complete the goal of issuing 50 million chip-embedded ID cards before July 2021, police forces nationwide have been working day and night, including weekends. People are continuously encouraged to go through the procedures, and many mobile ID card issuance campaigns have been deployed at the commune and ward levels.
Due to the large number of cards to be issued, some unexpected problems have occurred, including late payment of CCCD cards, incorrect information on the cards, inaccurate data on the system...
Up to now, thanks to the efforts of the police force and the people, the Ministry of Public Security has issued 83 million chip-embedded ID cards. This also leads to 4 types of identification documents with the same validity, including: 9-digit ID card, 12-digit ID card, barcode ID card and chip-embedded ID card.
When the Identity Law comes into effect (July 1, 2024), a new form of identification document, called the identity card, will be issued.
