Speaking at the conference, Minister of Transport Tran Hong Minh highly appreciated the results achieved by the Railway Project Management Board in 2024. The Board's leadership, officers and employees have made efforts, overcome difficulties, and completed extremely important tasks. In addition to managing projects under construction to ensure quality and disbursement progress reaching up to 95%, the Board has done a good job of preparing investment projects on schedule.
The high-speed railway project on the North-South axis has been approved by the National Assembly in principle. The Lao Cai-Hanoi-Hai Phong railway project has been submitted to the Ministry of Transport, according to the plan in January 2025 to submit to the Government and the Politburo, and in February to submit to the National Assembly for consideration and approval of the investment policy.

Emphasizing that the upcoming tasks are extremely difficult, the Minister emphasized: The Railway Project Management Board must be united, unanimous, innovate thinking and working methods, focus resources, and speed up the progress of projects.
Investment management of construction projects must ensure progress and quality, but must also ensure safety in all aspects, including settlement safety. Focus on human resource training; anti-corruption and negativity work.
As for the North-South high-speed railway project, which is a large, new and very complex project, the Minister requested the Railway Project Management Board to strive to master the technology.
“The Railway Project Management Board must invest in science and technology (S&T), train qualified human resources, and invest in technical facilities. It must develop standards, norms, processes, regulations, norms, unit prices, etc., as a basis for selecting technology,” the Minister said, requesting the Railway Project Management Board to closely coordinate with relevant agencies to advise and complete the draft Resolution of the Government implementing the Resolution of the National Assembly, followed by implementation instructions.

Previously, reporting at the Conference, Director of the Railway Project Management Board Vu Hong Phuong said that in 2024, the Board was assigned to manage VND 2,447 billion with domestic capital of VND 2,057 billion and ODA capital of VND 390 billion.
By the end of fiscal year 2024, the Board's disbursement work basically achieved the set plan, except for some localities with problems in site clearance and due to reduced package value after bidding.
Investment preparation work is carried out urgently, methodically, strictly and resolutely to meet requirements on quality and progress.

In particular, with the North-South high-speed railway project, under the direction of the Ministry of Transport, the Board, together with departments and divisions, has organized thorough and comprehensive research and evaluation, synthesized experiences in high-speed railway development from countries around the world, and participated in many interdisciplinary working groups to directly survey and develop scenarios for implementation.
At the same time, prepare content, attend many meetings, seminars, in-depth discussions with experts, associations, the State Appraisal Council, and National Assembly Committees to absorb, complete and have the National Assembly approve the investment policy by November 30, 2024.
For the Lao Cai – Hanoi – Hai Phong Railway Project, the Board has directed consultants to shorten the time for preparing the pre-feasibility study report from 9 months to 3 months. To date, it has been completed and submitted to the Ministry of Transport.
In a short time, the Board has completed and had the Ministry of Transport approve the pre-feasibility study reports for two road projects; the Thu Thiem - Long Thanh railway project has been submitted to the Ministry of Transport for internal appraisal, and the technical support non-project documents have been prepared and approved. The Ho Chi Minh City - Can Tho and Bien Hoa - Vung Tau railway projects have been submitted to the Ministry of Transport for final reports; the Yen Vien - Pha Lai - Ha Long - Cai Lan project has basically completed the adjusted feasibility study report to report to the Ministry of Transport.
The Board always focuses on the management of project progress, quality and safety; assigning tasks to project directors to regularly follow the site to inspect, urge and control progress, quality and safety. At the same time, closely coordinate with relevant agencies and units to resolve and remove difficulties and obstacles.
In addition, according to Mr. Phuong, the completion of the handover of the 7,000 billion VND projects basically minimizes the risk of traffic insecurity for weak bridges and tunnels; Gradually unifies the operating load on the entire route from 3.6 tons/m to 4.2 tons/m; Minimizes the risk of traffic insecurity; Increases the throughput capacity from the current 18 pairs of trains/day and night to 23-25 pairs of trains/day and night.
In terms of transport capacity, on the North-South railway axis, the volume of freight transport on the entire route will increase by 1.3 - 1.5 times and the volume of passenger transport will increase by 1.5 - 1.6 times; Increase train speed on the entire route, shorten travel time, save costs of transporting goods and passengers; create conditions for socio-economic development, strengthen national defense and security for the region, and change the face of the railway industry.
