This morning (October 24), in Hanoi, the Vietnam Union of Science and Technology Associations (Vietnam Union of Associations) held a workshop on "Solutions to promote the role of intellectuals in disseminating scientific and technological knowledge".
Effective and appropriate propaganda in the new situation
Speaking at the opening of the workshop, Associate Professor, Dr. Pham Quang Thao, Vice President of the Vietnam Union of Science and Technology Associations, affirmed that knowledge dissemination is an important task in the context of implementing the principles and goals assigned by the Party and the State; it has the task of uniting and gathering the scientific and technological (S&T) intellectual team to promote and be creative in building and defending the Fatherland.
In the Proposal for the list of tasks of communication and dissemination of science and technology knowledge of the Vietnam Union of Science and Technology Associations assigned by the Party and the State for the period 2025 - 2030 (draft), the purpose is to promote the dissemination of the Party's guidelines and policies and the State's laws in the field of science and technology to the people. In addition, promote the pioneering role, creativity, strengths and dedication of the intellectuals and scientists of the Vietnam Union of Science and Technology Associations system and member organizations in implementing communication and dissemination of science and technology knowledge to members and the community. At the same time, promote people to participate in learning, research, innovation; enhance the application of science and technology knowledge, techniques and new technologies in all areas of life, contributing to socio-economic development, improving the quality of life for people.
Mr. Pham Quang Thao hopes that the Workshop will focus on finding solutions to promote the role of science and technology intellectuals of the Union of Associations. "There needs to be more practical innovative solutions in the coming time, building projects and forms of knowledge dissemination that are effective and suitable for the new situation," Mr. Pham Quang Thao emphasized.
At the same time, Associate Professor, Dr. Pham Quang Thao also quoted the direction of the late General Secretary Nguyen Phu Trong at the Ceremony to celebrate the 60th anniversary of President Ho Chi Minh's meeting with intellectuals (May 18, 1963 - May 18, 2023) and the 40th anniversary of the founding of the Vietnam Union of Science and Technology Associations (March 26, 1983 - March 26, 2023). That is, our Party and State welcome, commend and highly appreciate the activities and contributions of the Vietnam Union of Science and Technology Associations; acknowledge the great efforts, endeavors and achievements, and great contributions of the scientific and technological intellectuals of the Vietnam Union of Science and Technology Associations.
The late General Secretary Nguyen Phu Trong also emphasized: Strengthening the organization, improving the operational efficiency of the Vietnam Union of Science and Technology Associations from the central to local levels; advising on the development of mechanisms and policies, creating favorable conditions for intellectuals to operate and contribute to the development of the country. Enhancing the leadership role of the Party Central Committee and Party committees at all levels in leading, directing, creating conditions for intellectuals to disseminate knowledge, guiding the masses to advance into science and technology to solve urgent problems in life, production, business and environmental protection. It is necessary to proactively continue to innovate, improve the quality and efficiency of operations, do better in mobilizing intellectuals in the new situation, clearly demonstrating its leading role in mobilizing, gathering, uniting and maximizing the potential and creativity of the intellectuals.
Sharing at the workshop, Prof. Dr. Tran Dinh Long, Chairman of the Vietnam Plant Variety Association, said that in order to effectively disseminate knowledge, it is necessary to implement synchronous solutions from organization, methods, and forms. Diversify forms of knowledge dissemination, and publish publications. In particular, there needs to be a breakthrough in the application of digital technology, electronic information, dissemination via the Internet, books, and electronic newspapers.
Prof. Dr. Tran Dinh Long suggested that there should be a breakthrough in mobilizing resources for knowledge dissemination from businesses, especially science and technology businesses; international organizations. Strengthening sections on information and dissemination of scientific knowledge on socio-economic development, especially sections related to livelihoods for farmers and the urban poor.

Promoting digital transformation in knowledge dissemination
Proposing solutions to promote the role of intellectuals, Mr. Ho Dinh Luong, Chairman of the Union of Science and Technology Associations of Phu Tho province affirmed that it is necessary to identify the role of intellectuals in disseminating scientific and technological knowledge as a regular, continuous and central task, contributing to bringing knowledge to the people and the community and must always be new, topical, useful and practical.
In particular, continue to research and propose competent authorities to amend and supplement the financial mechanism for knowledge dissemination activities to mobilize intellectual resources of intellectuals, experts, and experienced scientists to participate in this activity. Integrate traditional communication activities (newspapers, magazines, handbooks, notebooks, journals) with modern communication activities on digital technology platforms to maximize the gathering of intellectuals, while widely covering the communication objects.
In addition, there is close and regular coordination between the Vietnam Union of Science and Technology Associations and the Unions of provinces and cities in exchanging experts, reporters, and scientists in the dissemination of scientific and technological knowledge. Gradually socialize funding for the dissemination of scientific and technological knowledge through coordination with foreign enterprises, large domestic enterprises, and localities in promoting, introducing products, and propagating new scientific and technological advances suitable for the locality to transfer to the people and the community.
Promote the intelligence of intellectuals and scientists currently working at national industry associations and provincial science and technology associations in coordinating the implementation of activities to disseminate specialized and in-depth scientific and technological knowledge in some areas of local strengths or emerging issues such as green economy, digital transformation, and circular economy. Promote digital transformation in the dissemination of scientific and technological knowledge in line with the strong development trend of technology and the digital age, in line with the people's increasing ability to receive information.
Expressing his opinion, Mr. Bui Trung Kien, Vice President of the Union of Science and Technology Associations of Thai Binh province, said that in the coming time, to further promote the role of science and technology intellectuals in knowledge dissemination activities, the Union of Associations needs to implement synchronous solutions.
First, develop a propaganda plan for each specific stage, closely following the key political tasks. Innovate the forms and methods of propaganda, flexibly apply propaganda forms to suit practical circumstances, and actively apply the achievements of the 4th Industrial Revolution in information work.
In addition to propaganda through official information channels, the Association can take advantage of the strengths of social networks such as Zalo, Facebook... to expand the reach to many audiences, to widely spread knowledge in the community, focusing on choosing propaganda content that is accurate, correct, and suitable for each audience to achieve the best propaganda effect.
In addition, it is important to focus on training and improving the capacity, expertise and professionalism of propaganda staff. This is an extremely important factor in imparting knowledge and creating success for activities.
