Ms. Nguyen Van Hanh Thuc, Director of the Ho Chi Minh City Employment Service Center (hereinafter referred to as the center) said that the unit belongs to the network of employment service centers nationwide, with an important function in connecting jobs and supporting the development of the labor market through job consulting and referral activities, receiving and processing applications for unemployment benefits, and organizing job fairs.

In addition, the center also collects information for labor market information analysis and forecasting to provide relevant agencies in labor and employment policy making.

Could you please briefly review the information about the results of the unit's work in 2023 on organizing job fairs? How do you evaluate the effectiveness of organizing job fairs?

- Ms. Nguyen Van Hanh Thuc : Along with handling unemployment benefit applications, job creation and connecting labor supply and demand are also the top priorities of the center. The unit regularly organizes activities and events to provide job consultation and referrals to workers. In 2023, the center provided job consultation and referrals to 170,250 people, with 97,868 people receiving jobs, and organized 139/120 job fairs.

Personally, I think that organizing job fairs brings many positive effects to both workers and businesses. Up to now, job fairs have been considered a traditional address in connecting workers.

People come here with their application documents to be introduced to free jobs, participate in direct interviews, and learn more about salaries and the labor market. Businesses have the opportunity to promote their image, interview, and recruit workers directly.

Thereby, creating more job opportunities, saving time and costs for businesses. I also believe that improving the efficiency of job fairs will also contribute to reducing negative aspects in the labor market when job services are a lucrative form for subjects to take advantage of, defraud and exploit workers.

According to you, what are the advantages and disadvantages of job organization at present? Some opinions also assess that currently not many businesses and workers know about and participate in job platforms. What do you think about this opinion?

- It can be said that in the process of organizing job fairs, the center always receives attention, support and coordination from relevant parties. In recent years, the center has organized about 120 job fairs/year, so it has gained a lot of experience, especially in organizing large job fairs with the participation of many localities, businesses and workers.

However, we also assess that currently, the floors have not attracted a large number of workers and businesses. Meanwhile, the equipment to serve online interviews, database storage, and job referral consulting connections is still limited.

The reason why this still exists is because the communication work has not been widely promoted, not reaching workers and businesses. On the other hand, there are now many online platforms that provide convenient job search tools, so traditional job boards are less attractive.

Some job fairs will be held in 2023, with separate consulting fairs for demobilized soldiers and people with disabilities.

Currently, the center has the strength to connect jobs from the labor force receiving unemployment benefits. However, there is a reality that many unemployed workers do not have the need to find new jobs. What do you think about the above opinion and is there any solution to make job referrals for unemployed workers more effective?

- Currently, the labor market in Ho Chi Minh City is in a situation where thousands of people are unemployed, but businesses cannot recruit workers.

According to the center's statistics, in 2023, 166,226 workers in Ho Chi Minh City applied for unemployment benefits. However, the number of people who received job counseling and referrals from the center and who received jobs was still low.

The main reason is that workers tend to receive all their unemployment benefits, so they are not interested in finding new jobs. Instead, workers want to find freelance jobs so as not to sign labor contracts (because when paying social insurance, workers will stop receiving unemployment benefits - PV ).

Therefore, to increase the effectiveness of job introduction in general and for unemployed workers in particular, in the coming time, we will apply the following solutions:

Workers come to find jobs at the 2023 Ho Chi Minh City Job Fair. The event is jointly organized by the Labor Federation, Ho Chi Minh City Employment Service Center, City Youth Union, Ho Chi Minh City Business Association...

Firstly, promote communication about job platforms on the website (vieclamhcm.com.vn), Fanpage, Zalo of the center, of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City and the Department of Labor, Invalids and Social Affairs of districts, Thu Duc City;

Second, perfect and communicate to workers and businesses about the center's job connection software. This is also our core task to adapt to the digital technology context.

Third, build and create close relationships with businesses and employers to widely share job information.

Fourth, strengthen vocational training consultancy to help workers improve their skills and increase their competitiveness in the labor market.

For unemployed workers, we will provide job counseling for those who are about to finish their benefits. For example, for those who have received benefits for 3 months, at the end of the 2nd month, the center will contact them and provide job counseling, closely following the previous industries the workers worked in to increase recruitment efficiency.

In 2024, what breakthrough policies will the center have in organizing job fairs?

- In 2024, the center will organize 50 job fairs. The highlight is that we will reduce the quantity target to focus on the quality of the organization.

In addition to the solutions I just mentioned, the center also has specific plans such as decorating recruitment information in an eye-catching, complete, and easy-to-understand way to attract workers; organizing job fairs in association with districts, other agencies, and neighboring provinces and cities.

In particular, it will connect universities, colleges, and vocational schools to participate in job fairs. Thereby, aiming to provide job counseling for students.

We are also aware of the human factor, so in the coming time we will focus on professional training for staff doing consulting and job referral work.
