(QBĐT) - In the 2020-2025 term, the Party Committee of Quang Ninh District General Hospital has promoted its leadership role, bringing the Party's guidelines and policies, the State's policies and laws into the hospital's operations; leading cadres and party members to complete and excellently complete assigned tasks. Medical examination and treatment (KCB) work has been increasingly improved, meeting the health care needs of the people; gradually building trust in the quality of services and the hospital's brand, improving patient satisfaction.
Over the past 5 years, the Party Committee of Quang Ninh District General Hospital has strived to overcome difficulties, strived to fulfill its goals and tasks, and achieved important results. The targets set out in the resolution have all been achieved and exceeded the plan, modern and synchronous equipment has been invested; the landscape and campus have been renovated, the agency's apparatus has been arranged in a streamlined direction for effective and efficient operations; the leadership capacity and fighting strength of the Party organization have been enhanced; medical examination and treatment activities have been gradually improved, stabilized and developed, professional quality has had many positive changes; Party building and government building have been implemented synchronously; the quality of cadres and party members has been increasingly improved; the implementation of the code of conduct and service attitude have been significantly improved; the internal solidarity of the unit and the renewed appearance of the agency have brought real trust to patients and people in the district.

In the work of Party building, the Party Committee of the General Hospital always focuses on consolidating, perfecting, and arranging the grassroots Party organization, improving the quality of Party members, and training and fostering revolutionary ethics and medical ethics for cadres, Party members, and medical staff according to the requirements of the construction and development of the hospital. Every year, the Party Committee directs the review, training, and fostering of both red and professional cadres; enhancing the responsibility of exemplary cadres and Party members in performing political tasks, ensuring the completion of assigned duties and tasks.
The arrangement of the organization of departments, offices, and party cells according to Decree No. 120/2020/ND-CP, ensuring streamlined, effective and efficient operations, has promoted responsibility, creativity and efficiency in work; the medical examination and treatment process according to Decision No. 1313/QD-BYT has been well implemented by the unit, which has really reduced waiting time for patients; the system of signs, instruction tables, and diagrams of departments and offices has been rearranged scientifically and reasonably; the examination desk, reception area, guidance desk, priority subjects, waiting area, etc. have been arranged appropriately, creating favorable conditions for patients when coming for examination and treatment.

Quang Ninh District General Hospital is a grade II district-level hospital with a scale of 175 beds, with 214 actual beds. During the past term, the unit has focused on investing in the construction of a new internal medicine-pediatrics treatment area and an imaging diagnostic area; the campus, landscape, and internal traffic have been renovated to be airy, creating a friendly working environment; the internal medicine-pediatrics department, the district staff health protection room, the operating room, and the imaging diagnostic area have been rearranged to ensure consistency and science.
To improve the quality of medical examination and treatment for people, the District General Hospital has invested in machinery and equipment, applying technology to examination and treatment. In the past 3 years, the unit has invested in a new central oxygen system, digital X-ray machine, 32-row CT scanner, cardiac ultrasound machine, vascular ultrasound machine; digestive endoscopy machine..., gradually improving the quality of medical examination and treatment and serving people better and better. The unit has also proactively installed fan and air conditioning systems, provided domestic water, blankets, sheets, pillows, mattresses, security cameras, and a free wifi network covering all departments and rooms to ensure the rights of patients and people coming for medical examination and treatment. The bidding and supply of drugs, materials, and biological products have always been innovated and implemented promptly and fully; comprehensive patient care, infection control, waste management, and environmental sanitation have been maintained regularly, achieving good results.
Digital transformation and information technology application have been drastically implemented, medical examination and treatment data are increasingly complete, nearly 100% of document management and operation systems are in electronic document form; more than 90% of people use citizen identification cards to complete health insurance medical examination and treatment procedures; completing the roadmap for cashless electronic payments, implementing electronic prescriptions well; connecting health examination certificates for drivers, connecting birth certificates, death certificates, etc. have really contributed to bringing convenience and benefits to people when performing public administrative procedures.

The construction of a "green-clean-beautiful" hospital environment and the 5S movement according to Decision No. 5959/2021/QD-BYT of the Ministry of Health have been directed with attention. Departments and rooms are arranged with flower pots and ornamental plants to create a friendly, airy, green and clean environment and fresh space, creating a comfortable working atmosphere for medical staff and people coming for medical examination and treatment.
In the past term, the Party Committee of Quang Ninh District General Hospital has focused on leading cadres, party members and workers to uphold the spirit, responsibility, service spirit, and promote the initiative and creativity of cadres and party members. Scientific research and experience initiatives have been of interest to the unit's leaders. In the past 5 years, there have been 30 grassroots scientific research topics and 5 experience initiatives participating in the Quang Binh Provincial Scientific Innovation Contest, of which 2 initiatives won consolation prizes.
| Main targets for the 2025-2030 term: Every year, the agency meets cultural standards, is assessed to have completed its tasks well or better and is awarded the title of "Advanced Labor Collective"; over 98% of cadres and civil servants complete their tasks well or better and are awarded the title of "Advanced Labor"; the average total number of medical examinations is 58,300 times/year, the average inpatient treatment is 7,900 times/year, the average outpatient treatment is 1,200 times/year, the surgery is 830 times/year, all types of tests are 140,000 times/year, X-rays are 17,000 times/year, ultrasounds are 24,000 times/year, etc. |
Charitable and humanitarian activities continued to be maintained and achieved good results. During the term, charitable and humanitarian activities attracted many units and businesses to contribute with a budget of more than 412 million VND; the model of "Charity Meal" for poor patients and ethnic minority patients has been maintained for more than 10 years and has been effective, reducing difficulties for patients. Through the model of "Charity Meal", 8,250 free meals have been sent to patients and their families in difficult circumstances.
With the spirit of "Continuing to innovate, improve the leadership capacity and fighting strength of the Party Committee; democracy, solidarity, intelligence, building a prestigious and quality hospital" for the 2025-2030 term, the Party Committee of Quang Ninh District General Hospital continues to improve the leadership capacity and fighting strength of the Party Committee, promote democracy and solidarity, focus on training to improve the quality of human resources, create further changes in the implementation of the code of conduct, promote digital transformation and information technology; focus on leading, directing and organizing the synchronous and effective implementation of breakthroughs, key and focal programs, determined to build a prestigious and quality hospital, towards patient satisfaction.
