The Department of Science and Technology is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister in state management of science, technology and innovation activities; product and goods quality; technical standards and regulations; measurement, intellectual property; technology transfer activities; food safety in the industry and trade sector according to the provisions of law.

The Department of Science and Technology was established on November 1, 1995 under Decree No. 74/ND-CP with the name of the Department of Technology Management and Product Quality. In Decree No. 55/2003/ND-CP dated May 28, 2003, the Department was renamed the Department of Science and Technology. From Decree No. 189/2007/ND-CP dated December 27, 2007, the Department was named the Department of Science and Technology until now.
Through each period of development, the Department of Science and Technology has always been recognized as a united, dedicated, intelligent and creative collective, thanks to which it has achieved many successes and made important contributions to the advisory work and implementation of the Ministry's state management functions in the assigned fields. The Department has been awarded many noble titles such as the First, Second and Third Class Labor Medals and many Certificates of Merit, Certificates of Merit and other emulation titles.
In recent times, in order to meet the tasks and requirements from practice, the Department of Science and Technology has advised and proposed to the Ministry's leaders many solutions to strongly innovate the management mechanism, organization, and guidance on the implementation of science and technology tasks, closely following the orientation and policies of the Party, the Government, and the Ministry's direction on science and technology activities, thereby building and implementing activities effectively.
Thanks to that, in 2023 and the first 6 months of 2024, many positive changes and improvements continued to be recorded in the management and implementation of science and technology tasks at all levels of the Ministry of Industry and Trade, with the goal of improving the effectiveness of applying scientific research results and technology development in production, improving the efficiency and effectiveness of state management in sectors and fields.
Some specific results are as follows: Developing and approving the Strategy for science, technology and innovation to serve the development of the industry and trade sector to 2030 in Decision No. 2795/QD-BCT dated October 30, 2023. The Strategy has specified the goals, orientations, tasks and solutions related to the National Strategy for Science, Technology and Innovation Development to 2030 into the Industry and Trade development strategy; aiming to implement the tasks and solutions for restructuring the industry and trade sector to 2030; along with the science and technology programs and projects approved by competent authorities, which have become the consistent orientation for the organization and implementation of the Ministry's activities in line with the goals and requirements for science and technology development to serve the restructuring of the industry and trade sector from now to 2030.
With the general orientation of the country and the requirements of restructuring public science and technology organizations under the Ministry, the Department has conducted research and reported to the Party Executive Committee on the development orientation and restructuring roadmap of science and technology organizations under the Ministry; in which, restructuring science and technology organizations ensures the ability to support and symbiosis between units for mutual development; the goal by 2030 is to form a multi-disciplinary applied science and technology organization system, associated with the requirements of state management, development of priority sectors and fields and development trends of sectors and technology in the world.
Based on the proposal of the Department, the Party Committee of the Ministry of Industry and Trade approved the plan to merge 2 Institutes (including the Institute of Oil and Oil Plants Research, Institute of Agricultural Machinery Research, Design and Manufacturing) into 2 Schools of the Ministry to develop the strengths of each unit as well as the ability to exploit and develop together.
The Ministry of Industry and Trade's science and technology management has been comprehensively innovated from content to management methods. In terms of content, the tasks have focused on supporting enterprises in applying and innovating technology, managing production, developing products according to the value chain to create products and goods with Vietnamese brands with high added value and competitiveness in the market, improving productivity, quality and competitiveness. In terms of implementation, the selection method has been strengthened, focusing on building large-scale science and technology tasks, in clusters of tasks to solve urgent and key issues.

The Department of Science and Technology continues to effectively organize and implement the National Science and Technology Program on innovation and modernization in the mining industry; many results of task implementation are directly applied in enterprises, bringing extremely positive impacts on production and business results. For the group of ministerial-level tasks, the budget allocated for R&D topics, pilot production projects and tasks to implement key ministerial-level programs accounts for a large proportion of the total budget for science and technology at the ministerial level. The basic method of assigning tasks is through selection, only directly assigning a number of specific tasks on scientific and technological information.
In order to unify the management of science and technology activities of the Ministry of Industry and Trade, standardize the process and implementation methods, based on the general guidance of the Ministry of Science and Technology, the specific science and technology activities of the industry and field, the Minister of Industry and Trade signed and approved Decision No. 1320/QD-BCT dated May 31, 2024 promulgating the Regulation on management of ministerial-level science and technology tasks of the Ministry of Industry and Trade. The Regulation ensures consistency with the general regulations on management of science and technology tasks, and at the same time, specifies the specific conditions and requirements of science and technology activities of the Ministry of Industry and Trade.
In the first 6 months of 2024, the Department has proactively reviewed and evaluated current documents under the Department's management to make recommendations and proposals for the Ministry's leaders to soon issue in the coming time, such as: Reviewing and evaluating the implementation of Circular No. 36/2019/TT-BCT regulating quality management for goods under the management of the Ministry of Industry and Trade; developing and promulgating a Circular on the list of HS codes for food products under the state management of the Ministry of Industry and Trade; developing a draft National Technical Regulation on QCVNs in the field of food safety under the management of the Ministry; developing and promulgating a Circular regulating food traceability; developing a decision amending Decision No. 688a/QD-BCT dated February 28, 2020 on promulgating administrative procedures in the field of food safety.
The Department also presides over, coordinates in giving opinions and appraising proposals for law amendments and draft legal documents chaired and consulted by other Ministries, branches or units under the Ministry. Legal documents in the assigned management areas such as: Law on Technical Standards and Regulations, Law on Product and Goods Quality, Law on Science and Technology, Law on Management and Use of Weapons, Explosives and Supporting Tools (amended)...; actively participates as a member of the Drafting Committees and Editorial Teams of Decrees and Circulars guiding documents in the management areas of the Department.
In addition, in 2023 and the first 6 months of 2024, the Ministry of Industry and Trade actively coordinated and requested the Ministry of Science and Technology to appraise and promulgate 13 more TCVNs under the state management of the Ministry of Industry and Trade, including 7 TCVNs on liquefied natural gas (LNG), 3 TCVNs on diesel engines, 11 TCVNs on ceramics and glass, 8 TCVNs on energy efficiency; promulgated 12 QCVNs to serve the state management requirements of the Ministry of Industry and Trade and fully implemented the registration of QCVNs after promulgation to the Ministry of Science and Technology.
Implementing the Intellectual Property Strategy to 2030 according to Decision No. 1068/QD-TTg dated August 22, 2019 of the Prime Minister, the Minister of Industry and Trade approved Decision No. 828/QD-BCT dated March 9, 2021 promulgating the Plan to implement the Intellectual Property Strategy to 2030 of the Industry and Trade sector.
In recent times, the Ministry of Industry and Trade has actively implemented the above Plan, focusing on the following tasks: Researching and proposing an evaluation mechanism to encourage intellectual property content in the science and technology tasks of the Ministry of Industry and Trade; developing a Project to organize innovation and creativity competitions in the industry and trade sector. Proposing to use Industry and Trade Innovation Day to award prizes to outstanding individuals and groups; developing a plan and organizing activities on training, coaching, and exchanging experiences with countries on intellectual property.
