Faced with governance stagnation, UN chief urges action to 'level up' continent

Governance progress in Africa has been stalled by insecurity and a backdrop of democratic decline in many countries on the continent.

In a report released by the Mo Ibrahim Foundation on October 22, the foundation's chairman Mohammed Ibrahim said that Africa has made great progress in governance in the early years of this century.

However, over the past 10 years, the continent has made little progress, and over the past five years, governance in Africa has begun to stagnate, even worsening in some cases.

According to the report, 33 African countries have improved governance between 2014 and 2023, but for the remaining 21 countries, the current situation is worse than in 2014.

The island nation of Seychelles has overtaken Mauritius to take the top spot in the rankings thanks to notable improvements in a number of areas, including infrastructure, gender equality, health and education.

In contrast, some countries such as Sudan, South Sudan and Ethiopia have faced devastating conflicts over the past decade, while a series of military coups in the West and Central African regions have highlighted the instability of the political process.

Founded in 2006 with the aim of creating governance indices, assessing the performance of countries and encouraging improved governance in Africa, the Mo Ibrahim Foundation provides data and analysis on issues facing Africa.

The fund's biannual report, published since 2007, is considered the most comprehensive overview, collecting data on 322 variables, including public services, justice, corruption and security in 54 countries in Africa.

Regarding the situation in Africa, recently, Xinhua news agency quoted United Nations (UN) Secretary-General Antonio Guterres as saying that the continent is facing challenges that have deep roots in history and are increasingly aggravated by climate change, conflict and debt burden.

At a joint press conference with Chairman of the African Union (AU) Commission Moussa Faki Mahamat on the results of the AU-UN annual conference on October 21 at the AU headquarters in Addis Ababa, Ethiopia, Mr. Guterres called for reform of the international financial structure to expand stronger financial support for Africa to address the continent's development challenges.

According to the UN chief, current global institutions were built at a time when much of Africa was under colonial rule, so many institutions now need to be reformed to help Africa achieve the UN's Sustainable Development Goals (SDGs).

Therefore, it is necessary to adjust the international financial structure to give more voice and power to developing countries in general and African countries in particular, while noting the need to increase financial support to help developing countries mobilize resources and achieve the SDGs.

The UN Secretary-General also announced the establishment of a joint working group between the UN Economic Commission for Africa, the AU and the UN to help Africa bridge the digital divide, with the aim of ensuring that artificial intelligence serves as a vehicle for development, allowing African countries to “catch up” and accelerate economic progress.

Highlighting the significant progress made in AU-UN cooperation, AU Commission Chairperson Moussa Faki Mahamat praised the UN’s commitment to putting Africa at the forefront of global decision-making.

However, Africa is still struggling with economic problems, he said, calling for continued efforts to reform the UN Security Council and global financial institutions.
