Ha Tinh petroleum enterprises "join the race" to issue invoices after each sale

Many petroleum businesses in Ha Tinh are upgrading their infrastructure and installing software to issue electronic invoices after each sale according to regulations.

After the Ha Tinh tax sector organized a thorough understanding of the management and use of electronic invoices for petroleum business and retail activities, Vung Ang Petroleum Joint Stock Company (Ha Tinh City) has started to "join the race" to upgrade its infrastructure to meet the goal of issuing electronic invoices after each sale.

Vung Ang Petroleum Joint Stock Company replaces 47 old pump stations to meet infrastructure requirements for issuing electronic invoices after each shipment.

With 41 petrol stations in the provinces of Ha Tinh, Nghe An, Quang Binh, Vung Ang Petroleum Joint Stock Company has coordinated with Smart Software Vietnam Joint Stock Company (Hanoi) to conduct a survey of the petrol pumps. Out of a total of 139 petrol pumps, there are currently 47 old petrol pumps that do not meet the requirements for issuing electronic invoices for each sale, so Vung Ang Petroleum Joint Stock Company will replace them.

Ms. Nguyen Thi Phuong, Deputy Head of Finance - Accounting Department, Vung Ang Petroleum Joint Stock Company said: "Currently, 1 store in Quang Binh province has installed infrastructure to meet the requirements of issuing electronic invoices for each sale. The rest, we are surveying and installing at other stores. On average, each new pump column, installing invoice software for each pump log, upgrading the pump column electronic system, equipping the pump column signal receiver cabinet... will cost over 100 million VND. The cost to upgrade the technical infrastructure is quite large, so the company is developing a rolling implementation plan, ensuring the completion of issuing electronic invoices for each sale in January 2024".

Minh Phuong.MP Trading and Service Company Limited will implement electronic invoice issuance for each sale in January 2024.

Also “joining the race” to deploy electronic invoices for each sale, Minh Phuong.MP Trading and Service Company Limited (Thach Dai, Thach Ha) is implementing training to thoroughly educate staff and employees on the solution of issuing invoices for each sale. The company is also coordinating with network operators to conduct surveys of pumping stations to be ready for installation in January.

“Issuing electronic invoices for each sale will increase the business's costs many times, especially the cost of investing in an electronic invoice system at each pump. However, when implemented synchronously, businesses will easily manage sales, control the quantity of input and output goods accurately and easily. Currently, the Government has regulations, so we will implement them in January 2024" - Ms. Nguyen Thi Thoa, accountant of Minh Phuong.MP Trading and Service Company Limited said.

According to statistics, Ha Tinh currently has 82 enterprises with 222 petrol stations. Currently, 100% of the stations have implemented electronic invoices. Of these, 78 stations have implemented electronic invoices for each sale, and 72 stations are upgrading their infrastructure to implement electronic invoices for each sale.

At Ha Tinh Petroleum Company, after nearly 5 months of widespread application, the enterprise has smoothly operated the process of issuing electronic invoices for each sale at 100% of stores. Accordingly, after completing the sales process, information (time, quantity, unit price, total amount) from the pump will be transmitted and connected to the store management software. For customers who get invoices, the store selects the transaction that has shipped goods to the customer and updates the buyer's information to issue invoices. For customers who do not need to get invoices, the electronic invoice issuance application system will automatically process, issue invoices and store them in a separate form, then transmit them to the tax authority.

Ha Tinh Petroleum Company has now smoothly operated the process of issuing electronic invoices for each sale at 100% of stores.

Mr. Nguyen Hong Linh - Deputy Director of the Tax Department of Ha Tinh province said: "Issuing electronic invoices for each sale of gasoline contributes to strengthening control over invoice issuance, revenue management and tax obligations of enterprises; thereby contributing to preventing fraud in the gasoline business.

Currently, the tax sector is actively promoting, strengthening inspection and supervision so that businesses strictly implement the regulations on issuing electronic invoices for each sale. When implementing, businesses trading and retailing gasoline need to research and choose a solution provider that is suitable for the infrastructure conditions of the unit.

On December 1, 2023, the Prime Minister issued Official Dispatch No. 1284/CD-TTg on strengthening the management and issuance of electronic invoices when trading and retailing gasoline. On December 5, 2023, the General Department of Taxation also continued to issue Official Dispatch No. 5468/TCT-DNL on implementing regulations on electronic invoices for each sale for gasoline retail business activities. Accordingly, the Ha Tinh Provincial Tax Department thoroughly instructed all gasoline businesses to install a complete system of machinery, equipment, and information technology software to ensure that each sale is an invoice, and to fully store data for each sale in accordance with regulations.
