According to information from the Labor Federations of districts, cities, and industry unions, the labor and employment situation in enterprises continues to face difficulties. Dozens of enterprises still have to cut labor, with thousands of workers having to temporarily quit their jobs or terminate their labor contracts, many of whom are 35 years old or older. Enterprises are affected a lot, mainly in industries and occupations such as textiles, footwear, electronics, wood processing, etc.

In addition to businesses having to reduce working hours and cut labor due to lack of orders, scarcity of input materials and fuels, inflation, high interest rates, difficulty in accessing loans, etc., leading to increased production costs, reduced product prices, and increased inventories; some businesses in industrial parks and industrial clusters also have to temporarily suspend operations due to financial difficulties, unsold products, and lack of orders.

Faced with these common difficulties, some businesses have focused on improving their online business skills; building trust with customers, building quality stores on e-commerce platforms to optimize revenue and reach customers; on the other hand, researching and improving product designs and quality to increase competitiveness, linking businesses in the same industry to develop together.

Regarding the issue of lack of orders, enterprises have implemented plans for employees to take annual leave, take turns off; take unpaid leave; take unpaid Saturday and Sunday leave; pay for suspension of work or pay 70-90% of salary. Some enterprises have maintained employment for employees 5 days/week or 15 days/month. Some enterprises have encouraged employees to proactively find other jobs, enterprises have resolved social insurance regimes, paid salaries to employees in accordance with regulations...

On the part of trade unions at all levels, the Provincial Federation of Labor has directed the Federation of Labor in districts and cities to grasp the thoughts and aspirations of workers, and promptly work with enterprises to resolve difficulties. At the same time, it propagates and mobilizes workers to understand the situation of enterprises in order to share difficulties with enterprises. Organize dialogues, negotiations, and promptly handle arising problems right at the grassroots level. Advise and guide enterprises on resolving policies for workers. Visit, encourage and share difficulties with workers in difficult circumstances...

Along with that, direct and guide the grassroots trade unions to monitor the situation of orders, reduced working hours, labor cuts, salary arrears, social insurance arrears at enterprises, mobilize workers to care and share temporary difficulties with enterprises; report to the higher-level trade unions for timely coordination to resolve when problems arise in labor relations. At the same time, support workers to proactively seek jobs by introducing recruitment needs of other enterprises in the area, posting recruitment information on the website, facebook, zalo of Ninh Binh Trade Union...

According to representatives of many businesses, the last months of 2023 and the first months of 2024 are expected to still have difficulties. This requires businesses to be more proactive and dynamic in finding orders, including both main and secondary orders, to be able to adapt to the current difficult situation. At the same time, businesses need to balance and have a preferential treatment regime to retain employees, when the market recovers, businesses through the difficult period have a stable source of labor to work.
