
The working delegation of the National Assembly's Committee on Science , Technology and Environment has just deployed a program to survey the implementation of the Law on Economical and Efficient Use of Energy in the provinces of Tien Giang, Long An and Dong Nai.
The delegation included Nguyen Phuong Tuan, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment; leaders of the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ), as well as leaders of Vietnam Electricity (EVN) and Southern Power Corporation (EVNSPC).
Electricity industry accompanies customers and businesses
According to EVNSPC's report, during its operations, the unit has always focused on strictly implementing the provisions of the Law on Economical and Efficient Use of Energy. At the same time, EVNSPC has also accompanied and supported people and businesses in 21 southern provinces and cities to implement electricity saving solutions. In Tien Giang, Dong Nai, and Long An provinces, many programs and activities bringing practical benefits to customers and the electricity industry have been implemented.
Typically, in the period 2014-2016, EVNSPC implemented the Program to Support Dragon Fruit Farmers to Replace Incandescent Lamps with Energy-saving Compact Lamps in the provinces of Binh Thuan, Long An, and Tien Giang. As a result, 2,323 households were supported with a total of 2,065,269 compact lamps, helping to save 54,523 MWh/year, equivalent to more than 82 billion VND in electricity bills each year. For the electricity sector, the program reduced the peak capacity of the system by 56 MW, contributing to saving capital for investment in power sources and grids.

In addition, the program also helps reduce more than 145,000 tons of CO2, raise public awareness in using electricity economically and effectively, and at the same time create a competitive effect, reducing the market price of compact lamps.
In Long An and Dong Nai, EVNSPC's member units regularly provide timely information to businesses and electricity users about Directives, Circulars, and guidance documents from all levels on energy saving and efficiency. EVNSPC also advises and coordinates with customers to develop reasonable electricity usage plans, carry out equipment maintenance according to plans, and limit capacity during peak hours.
For key electricity customers, power companies have requested strict implementation of the Law on Economical and Efficient Use of Energy, including developing an electricity saving plan, appointing an energy manager and conducting periodic energy audits every 3 years as prescribed. At the same time, companies have also actively promoted and encouraged businesses to participate in programs on Demand Side Management (DSM), Load Adjustment (DR), etc.

Tien Giang, Dong Nai, Long An Electricity Companies also regularly coordinate with organizations and unions to conduct propaganda sessions on safe, economical and efficient use of electricity; distribute leaflets and handbooks on electricity saving to electricity users; regularly coordinate with local authorities in inspection work, instructing households and customers on safe and economical use of electricity, etc.
Tighter controls needed to improve energy efficiency
During field surveys at households lighting up off-season dragon fruit in Tien Giang; Thanh Chau Investment Joint Stock Company (Long An); Tan Cang Long Binh ICD Joint Stock Company and Saitex International Dong Nai Co., Ltd. (Dong Nai), the delegation heard reports on production and business situations and energy saving and environmental protection solutions.
According to businesses, in recent years, many energy saving solutions have been applied such as: Installing some devices to monitor electricity/water consumption; replacing some old devices with energy-saving devices; optimizing production processes; installing rooftop solar power systems; promoting and raising awareness among staff and workers in using energy economically and effectively... During their operations, businesses have always received active support from Electricity Companies in promoting and consulting on energy saving solutions.

However, some challenges still exist such as the need for large capital to convert technological lines, while the loan mechanism is still difficult. In addition, the awareness of a part of workers about the importance of energy saving is still limited.
During the surveys, the working group discussed and contributed ideas to help households and businesses implement the provisions of the Law on Economical and Efficient Use of Energy more seriously and effectively in the coming time. In particular, the group emphasized the importance of energy auditing and training of energy management teams.
Through the results of the actual survey, Vice Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Phuong Tuan acknowledged and highly appreciated the positive results of households and businesses in implementing energy saving solutions. Basically, households and businesses have proactively implemented solutions to reduce costs, lower production costs, and comply with the provisions of the Law on Economical and Efficient Use of Energy. However, there are still difficulties and challenges that need to be overcome soon to improve the effectiveness of law enforcement in the coming time.
The leaders of the National Assembly’s Committee on Science, Technology and Environment also asked businesses to contribute their opinions to the Draft Law amending and supplementing a number of articles of the Law on Economical and Efficient Use of Energy. These opinions will help perfect legal regulations, ensuring that the amendments bring practical benefits to energy use in Vietnam, while promoting a green economy and sustainable development.
