Sharing with logistics businesses in Hanoi, experts said that businesses must know how to connect with each other, they cannot "be alone in the market".
Strongly developed logistics infrastructure network
At the conference to review 2024 and deploy activities in 2025 of the Hanoi Logistics Association (HNLA) held on the afternoon of February 28, Mr. Nguyen The Hiep, Deputy Director of the Department of Industry and Trade of Hanoi City, said that Hanoi is the economic, trade and service center of the whole country, with a strategic position in the supply chain of goods in Vietnam and the region.

As an important traffic hub, Hanoi has a strongly developed logistics infrastructure network, including an inland container depot (ICD) system, logistics centers, warehouses, inter-regional and international roads and railways.
"Therefore, the development of the logistics industry is important in improving competitiveness, reducing transportation costs and increasing value for the economy," Mr. Nguyen The Hiep emphasized.
In the context of strong integration and digital transformation, the logistics industry is facing many opportunities and challenges. Optimizing the supply chain, applying technology to logistics management and developing a high-quality service system are urgent requirements to improve the competitiveness of domestic enterprises.
Mr. Tran Duc Nghia, Chairman of the Hanoi Logistics Association, said that currently, about 40% of the goods flow from other localities is circulating through Hanoi. In addition, Hanoi currently has 10 industrial parks established and put into operation, more than 100 industrial clusters have been and are being formed; along with nearly 150 supermarkets, 454 markets and more than 10,000 convenience stores serving the daily needs of millions of urban residents.

These figures show that logistics activities are taking place in Hanoi at a level that is superior to other localities in the Northern region and nationwide.
“Operating in a large-scale logistics market, ranked second after Ho Chi Minh City, brings many advantages for Hanoi logistics enterprises to develop, promoting the development of the industry,” said Mr. Nghia.
However, in the context of the logistics market still facing many difficulties, the Association has identified one of its key tasks as creating networking opportunities to promote trade, learning, and experience sharing between its members and stakeholders. The Association has organized many multi-dimensional exchange and networking activities with state management agencies, logistics associations, other industry associations, and foreign partners.
Want to go far, need to strengthen the connection
According to statistics, in Hanoi, there are about 25,000 enterprises operating in the logistics sector with different scales, levels, types, and logistics service industries. Logistics enterprises in the capital are divided into 3 main groups: state-invested enterprises, foreign joint venture enterprises, and private enterprises.
At the conference, some logistics enterprises in Hanoi expressed that due to their small scale and lack of capital, they face difficulties in operating and competing with foreign enterprises.

Regarding this issue, Dr. Can Van Luc, chief economist of BIDV and member of the National Financial and Monetary Policy Advisory Council, said that small and medium-sized enterprises should not be pessimistic about the difficulties because we are not special individuals - 98% of Vietnamese enterprises are small and medium-sized. Vietnam is also a rare country with a Law on Support for Small and Medium-sized Enterprises, which is in the process of proposing amendments.
According to Mr. Luc, businesses must know how to connect and link together. "One tree cannot make a forest, three trees together can make a high mountain", especially in the logistics chain. It is impossible to "play a single market, play a single game", it will be very difficult to develop sustainably.
"I hope that in the near future, the Government and the National Assembly will have some better incentive mechanisms for small and medium-sized enterprises. For example, the Law on Support for Small and Medium-sized Enterprises will be amended to reduce taxes for businesses," Dr. Can Van Luc suggested.
In addition, Dr. Can Van Luc proposed a number of solutions in 2025 for logistics enterprises in general and HNLA members in particular, including cost reduction, process streamlining, capturing the dual transformation trend of "Greening and Digitalization", diversifying markets and partners, increasing competitiveness to increase market share and risk management. In particular, Dr. Can Van Luc asked businesses to actively contribute ideas to improve mechanisms and policies for the industry and related fields.
Mr. Tran Duc Nghia also commented that the ability to connect between Vietnamese enterprises is still not high. We tend to compete with each other more, however, after many efforts in the recent past, this has changed. Right at the HNLA Association, there are internal teams taking place, building cooperative relationships for development.

Sharing with reporters of the Industry and Trade Newspaper, Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department, Ministry of Industry and Trade, informed that as the center of the Northern Key Economic Zone, Hanoi has a fairly synchronously developed transportation system, including roads, waterways, aviation and railways. This is very favorable for Hanoi to develop and become the logistics center of the Northern region.
Not only focusing on investing in the port and warehouse system, Hanoi also focuses on synchronous development from the transportation system, administrative procedure reform, technology application in management to incentive policies to attract foreign logistics service providers to invest in Vietnam...
Although the number of enterprises is large, Hanoi logistics enterprises are mainly small enterprises, with limited scale in terms of capital and human resources as well as international operating experience. There is no connection between stages in the logistics supply chain and between logistics service enterprises and import-export enterprises.
Accordingly, Mr. Hai suggested that logistics enterprises in the area need to promote the provision of 3PL and 4PL full-package logistics services; deploy logistics services on the basis of applying modern information technology and electronic transactions to aim at providing 5PL full-package logistics services.
“Enterprises must actively apply the achievements of the 4.0 scientific and technological revolution in management, supply chain operations and professional logistics services to enhance competitiveness, improve service quality and reduce costs,” Mr. Hai emphasized.
