On the afternoon of December 5, Deputy Minister of Transport Nguyen Danh Huy received and worked with Mr. Kim Won Eung, Deputy General Director in charge of overseas business of Korea Railway Corporation (KORAIL) on the possibility of cooperation in the railway sector.
At the meeting, Mr. Kim Won Eung shared that KORAIL is a 100% state-owned corporation, responsible for managing, maintaining and operating the Korean national railway network with more than 3,500km of conventional railways and nearly 600km of high-speed railways.
Regarding investment in high-speed railway development, Korea received technology transfer from France; managed and operated the first high-speed railway line, 417km long, from Seoul to Busan since 2004.
From here, Korea has researched, mastered the manufacturing technology and put into operation the KTX-Sancheon high-speed train with a commercial speed of 300km/h from 2022.

Knowing that the Vietnamese National Assembly has just approved the policy of investing in high-speed railways, KORAIL wishes to introduce high-speed railway technology to Vietnam.
"The current trend in the world and also the practical experience of Korea is: High-speed railway operators will participate right from the project design stage, thus helping to save and increase efficiency when operating the system.
"Korea's high-speed railway is currently very developed and Korea is one of four countries in the world that is self-sufficient in high-speed railway technology," said Mr. Kim Won Eung, expressing his desire to cooperate with Vietnam in developing high-speed railways.
It is known that Korea, from receiving high-speed railway technology transfer from France, is now self-sufficient and ready to transfer technology and train human resources for other countries.
Welcoming Mr. Kim Won Eung and the KORAIL delegation, Deputy Minister Nguyen Danh Huy highly appreciated the KTX high-speed railway system managed and operated by KORAIL. This railway system has contributed to connecting the Korean economy and connecting Korean localities closer together.

The Deputy Minister shared that the North-South High-Speed Railway Project has been approved by the Vietnamese National Assembly with a very high approval rate. The project has a new investment scale for the entire double-track line with a gauge of 1,435mm, a design speed of 350km/h, and a total investment of about 67.3 billion USD. Construction is expected to start in 2027 and strive to be basically completed in 2035.
"In the coming time, the Ministry of Transport will focus on implementing the project's feasibility study. This is a very large and important project, Vietnam has no experience in implementing it, so it is necessary to develop human resources and continue to learn from the development experiences of other countries, including Korea," the Deputy Minister said, emphasizing that Vietnam welcomes businesses from other countries to participate in the project. However, the Vietnamese Ministry of Transport emphasizes technology transfer and human resource training for the project.
Deputy Minister Nguyen Danh Huy suggested that KORAIL continue to support the Ministry of Transport and Vietnam Railways Corporation in developing human resources for high-speed railways, conventional railways and urban railways, as well as sharing experiences in receiving technology transfer to manage and operate high-speed railways.
"It is known that KORAIL and Vietnam Railways Corporation have been close partners for many years. The two sides regularly exchange working delegations as well as implement cooperation in the field of human resource training, most recently the Project "Improving railway safety management capacity in Vietnam" with funding of 13.5 billion Won from the Korean Government.

Through this project, Vietnam Railways Corporation has been provided with track inspection equipment, trained 300 trainees in Vietnam and sent 83 trainees to attend advanced railway management and operation training courses in Korea from March 2023 to November 2024. I suggest that the two sides continue to coordinate closely on the basis of the cooperative relationship that has existed for many years," the Deputy Minister suggested.
At the end of the meeting, the two sides agreed to actively exchange and closely cooperate in the railway sector in line with the current extensive cooperative relationship between the two countries.
