Enterprises registered to build more than 50,000 social housing in Ho Chi Minh City

On the morning of December 6, at the conference to promote investment in social housing construction in Ho Chi Minh City, the Ho Chi Minh City People's Committee received 21 applications from businesses to build 52,167 social housing units from now until 2030.

Of these, 9 enterprises have registered to build social housing on specific land funds under their ownership in Binh Tan District, Binh Chanh District, District 7, Thu Duc City with 11,614 units. 12 enterprises have committed to finding land funds to build 40,553 units from now until 2030.

Thus, together with 7 land plots that Ho Chi Minh City plans to bid for projects to find investors, Ho Chi Minh City has about 28 projects with a scale of 60,000 social housing units. In addition, Ho Chi Minh City is investing in 10,000 social housing units, bringing the number of houses to be built to 70,000 units.

Mr. Pham Minh Man - Deputy Director of the Department of Construction - said that after this conference, the Department of Construction will work with each investor to grasp specific information, review and guide the implementing units.

Speaking at the conference, Mr. Bui Xuan Cuong - Vice Chairman of Ho Chi Minh City People's Committee - said that Ho Chi Minh City leaders were very pleased and sincerely thanked the business community for accompanying Ho Chi Minh City in developing social housing, especially in difficult fields with low profits.

According to Mr. Cuong, Ho Chi Minh City has set a target of investing in building 69,700 - 93,000 social housing units by 2030. However, so far only 10 projects have been implemented, of which 6 projects have been completed, and 4 projects are under construction with about 6,000 units.

This is a very modest result, caused by problems in many stages from planning, investment policy approval, land procedure implementation process... which greatly affects the development of social housing.

After receiving comments from businesses at the conference, Ho Chi Minh City leaders pledged to have many policies to remove procedural barriers, creating a transparent mechanism for investors to accompany Ho Chi Minh City in implementing 93,000 social housing units by 2030.

Some incentives for investors according to Article 85 of the Housing Law

- The investor is exempted from land use fees and land rent for the entire land area of ​​the project. The investor does not have to carry out procedures for determining land prices, calculating exempted land use fees and land rent, and does not have to carry out procedures for requesting exemption from land use fees and land rent.

- Preferential value added tax and corporate income tax.

- Enjoy a maximum profit of 10% of the total construction investment cost for the social housing construction area.

- Up to 20% of the total land area within the project is reserved for building technical infrastructure for business services, trade, and commercial housing. The investor is allowed to account separately and enjoy all profits from this area.

- Get loans with preferential interest rates (package of 120,000 billion VND).

- Supported by the Provincial People's Committee to connect the project's technical infrastructure system with the regional technical infrastructure system.

- Provincial People's Councils issue support mechanisms for implementing social housing construction investment projects.

- Other incentives as prescribed by law (if any).
