From August 29 to 31, a delegation of leaders from the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City and leaders of several colleges and intermediate schools in Ho Chi Minh City visited and worked with a university and a semiconductor enterprise in Taiwan (China).
20% foreign staff
At Tekcore, Ms. Lee Hui Ling, deputy general manager in charge of human resources, said that Tekcore was established in 2000 and is one of the leading LED chip manufacturers in Taiwan. The company currently has 200 employees and according to Taiwan's regulations, the company is allowed to recruit 20% of its employees from abroad.
"Currently, foreign personnel working at our company are from Vietnam and the Philippines. We recruit these personnel through human resource referral companies in Taiwan and Vietnam," Ms. Ly Hue Linh informed.
Regarding recruitment conditions, Ms. Hue Linh said that candidates must have a university degree. After the human resource centers introduce them, her company will come to Vietnam to conduct interviews directly. If the candidate is recruited, the company will provide additional training before starting work.
"However, there is another channel for young Vietnamese people who want to work in the semiconductor industry in Taiwan, which is to study semiconductors at universities in Taiwan. Our company cooperates with Daye University and the school will provide trained personnel for the company," Ms. Ly Hue Linh added.
Regarding salary, Ms. Ly Hue Linh said that on average, each employee will receive about 30,000-35,000 NTD (about 23 - 27 million VND) and the company will support accommodation.

Similarly, at Lincotec Company (Taichung, Taiwan), Mr. Ray Liang - General Director - affirmed: "Taiwan is always short of human resources in the semiconductor industry. We hope to cooperate to attract human resources from Vietnam in the near future."
According to the introduction, Lincotec was founded in 1999 and specializes in manufacturing machines for chip manufacturing.
Speaking further with Tuoi Tre Online reporter, Mr. Ray Liang said that to work in the semiconductor industry in Taiwan, it is best for candidates to study semiconductors at universities in Taiwan.
The company always cooperates with universities in training and research, so after graduation, students can work immediately at the enterprise.
Regarding salary, Mr. Ray Liang said that on average, each employee at Lincotec receives from 35,000 - 40,000 NTD (about 27 - 31 million VND).
Mr. Nguyen Yen Tri - business director of Loi Thien Human Resources Company in Changhua, Taiwan, specializing in recruiting personnel from Vietnam to work in Taiwan - said that Taiwanese businesses are in great need of personnel in the semiconductor industry and they want to attract personnel from other countries, including Vietnam.
"When Taiwanese businesses have a need, they will register with a human resource supply company in Taiwan. Then, this human resource supply company will coordinate with a human resource company in Vietnam. After finding a suitable candidate, they will come to interview and recruit directly," said Mr. Nguyen Yen Tri.

Businesses spend money on semiconductor human resource training
Mr. Nguyen Yen Tri added that another "sign of the shortage of semiconductor industry personnel" is that Taiwan is implementing the INTENSE program that is being introduced in other countries as well as Vietnam.
Accordingly, the program will focus on training in science and technology, chips, semiconductors... Taiwan will pay all tuition fees, businesses will support students with 10,000 NTD per month (about 7.7 million VND), and the university will coordinate training according to orders. Training time is 2 years.
After completing the program, international students will work for at least two years for the Taiwanese company that supported them. After that, students can choose to continue working in Taiwan or return to Vietnam.
According to Mr. Nguyen Yen Tri, the program's funding is paid by semiconductor industry enterprises.
